About this file

This is a Measurement and Payment section document prepared by Geosyntec Consultants for the Hillsborough County Solid Waste Management Department's Northwest Transfer Station Community Collection Center Floor Upgrades project. The document outlines the methodology for measuring completed work and processing contractor payments across thirteen distinct bid items. Work includes mobilization/demobilization, as-built surveys, demolition of existing pavement and base material, grading and subgrade stabilization, installation of crushed concrete base and high early strength concrete (6,000 psi at 72 hours), steel I-beam installation, metal canopy and rubber dock bumper installation, construction quality control testing, jersey barrier placement, and erosion and sediment control measures. Payment for mobilization is incremental, released as contract milestones are achieved (25 percent payment at 5 percent contract completion, 50 percent at 10 percent completion, 75 percent at 25 percent completion, and 100 percent at 50 percent completion), with mobilization capped at 10 percent of total bid price. Most work items are measured by actual quantities (square yards, cubic yards, or linear feet) as approved by the owner and engineer, while others are designated as lump sum payments.

The contractor is responsible for all associated costs including labor, materials, equipment, permits, insurance, performance and payment bonds, site-specific health and safety plans, and project closeout activities within their unit prices and lump sum bids. The engineer verifies all measurements and quantities prior to payment authorization. No additional compensation is provided for wastage, rework, over-excavation, field modifications, or corrective work resulting from contractor operations. The contractor must submit comprehensive documentation and measurement computations to support payment applications, and the engineer may estimate pay quantities if survey data is insufficient, with such estimates being final. The overall project is estimated at $2,243,136.50, with a 5 percent Small Business Enterprise (SBE) subcontractor participation goal established for the solicitation.
