About this file
This is a Measurement and Payment specification document from the Hillsborough County Solid Waste Management Department for the Northwest Transfer Station Community Collection Center floor upgrades project managed by Geosyntec Consultants. The scope of work encompasses thirteen bid items including mobilization/demobilization, as-built surveys, demolition of existing concrete and asphalt pavement, grading, subgrade stabilization, crushed concrete base installation, cast-in-place concrete (6,000 psi at 72 hours), steel I-beams, metal canopy installation, laminated rubber dock bumpers, construction quality control testing, jersey barriers, and erosion and sediment control measures across three construction phases. Payment methodologies vary by item: mobilization/demobilization follows an incremental payment schedule tied to contract completion percentage (25% at 5% completion through 100% at 50% completion); as-built surveys are paid per phase; demolition and subgrade stabilization are measured by actual square yardage; crushed concrete base is measured by actual cubic yardage; concrete and steel I-beams are measured by actual volume/linear footage installed; and the remaining items (metal canopy, dock bumpers, construction quality control, jersey barriers, and erosion control) are paid as fixed lump sums. All contractor-responsible items including rework, wastage, re-installation of failed materials, and field modifications are excluded from additional payment consideration.
The contract establishes that estimated quantities are approximate for bid comparison purposes only, with the engineer responsible for verifying all measurements and quantities submitted by the contractor through detailed documentation and computations. The contractor must obtain and submit all required support documentation including measurement and quantity calculations, with the engineer having final determination authority on pay quantities when survey data proves insufficient. Mobilization/demobilization costs are capped at 10 percent of the total bid price, and the contractor is responsible for furnishing all necessary equipment, labor, materials, permits, construction quality control testing, and survey work as part of their contract unit prices and lump sum payment methods. Payment applications utilize the County's standard Application for Payment Form, with the engineer conducting verification before processing. No additional compensation is provided for over-excavation, backfilling, regrading, or corrective work resulting from contractor operations.
