About this file
This document is an Attachment B outlining contracting principles required by the County for service providers entering into contracts valued at $100,000 or more per budget unit per fiscal year. The attachment establishes mandatory compliance requirements that all contractors must meet to demonstrate fiscal responsibility and fair employee treatment practices throughout the contract term.
Contractors are required to comply with all applicable federal, state, and local rules, regulations, and laws; maintain financial records and make them available for County review upon request; provide copies of any financial audits completed during the contract term; and grant the County reasonable access through contractor representatives to facilities, financial records, and employee records that relate to the contract's purpose, except where prohibited by federal or state laws, regulations, or rules. These contracting principles serve as conditions of doing business with the County for contracts meeting the specified threshold.

ATTACHMENT B
Contracting Principles
All entities that contract with the County to provide services where the contract value is $100,000 or more per budget unit per fiscal year and/or as otherwise directed by the Board, must be fiscally responsible entities and must treat their employees fairly. To ensure compliance with these contracting principles, all contractors must: (1) comply with all applicable federal, state and local rules, regulations and laws; (2) maintain financial records, and make those records available upon request; (3) provide to the County copies of any financial audits that have been completed during the term of the contract; (4) upon the County’s request, provide the County reasonable access, through representatives of the Contractor, to facilities, financial and employee records that are related to the purpose of the contract, except where prohibited by federal or state laws, regulations or rules.
