Offerors must meet specific qualifications including Medi-Cal certification and compliance with Medi-Cal documentation and billing requirements, active facility ownership or lease, current licensures and accreditations such as Joint Commission Accreditation or DHCS certification, and implementation of evidence-based practices including cognitive behavioral therapy, dialectical behavioral therapy, and trauma-informed approaches. The submission must include comprehensive staffing plans addressing retention, recruitment of multilingual and culturally diverse staff, crisis management training, emergency staffing protocols for 24/7 operations, and pandemic preparedness plans. Providers must demonstrate cultural competency in serving all county threshold languages, collaboration capabilities with county departments and criminal justice systems, and ability to respond to hospital referrals within four hours or less.
