About this file

This is an evaluation criteria and qualifications document for Category 4: Supplemental Residential Care Facilities, part of the Behavioral Health Treatment Facility Continuum of Care request for services (RFSQ-BHS-FY23-0225) issued by an unnamed county's Behavioral Health Services Department (BHSD). The document outlines the qualification and evaluation framework for organizations seeking to provide intermediate supplemental residential care services to adults and older adults with severe mental illness, co-morbid medical conditions, and specialized care needs. Services must be delivered 24/7 with capacity for one-on-one care, intake and admission processes across all hours, telehealth options, evidence-based and trauma-informed practices, community residential treatment with recidivism reduction goals, step-down services, and discharge planning. Providers must demonstrate the ability to respond to referrals within 48 hours and maintain continuous service delivery during pandemics and natural disasters while adhering to County COVID protocols.

The evaluation process totals 100 points distributed across five sections: Organizational Structure and Experience (70 points), Proposed Program Description (15 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Organizational structure criteria assess experience with target populations, facility ownership or active leases at multiple geographic locations (Central, Eastern, Northern, South), years of experience providing residential care, Medi-Cal certification and billing compliance, current licenses and accreditations, outcome evaluation data capacity, treatment team composition, staffing protocols including retention and emergency plans, timely service implementation, and pandemic/disaster response plans. Proposed program description requirements include documentation of organizational vision aligned with equity and inclusion, cultural competency and linguistic capacity meeting County threshold language standards, and demonstrated collaborations with County departments, social services, criminal justice systems, and other agencies. BHSD Program Subject Matter Experts will review historical performance data, EHR capacity, and financial records from the Health System Finance Department according to established criteria.
