About this file
This is an evaluation criteria and qualifications appendix for a request for services quotation (RFSQ) issued by a county behavioral health services department for justice-involved adult and older adult transitional housing services. The document outlines the scoring rubric and qualification requirements for Category 5 of a continuum of care initiative focused on forensic, diversion, and reintegration services. Prospective offerors must demonstrate expertise in delivering comprehensive support services including interim housing, case management, and supportive services for justice-involved populations ages 18 and older. The program requires addressing mental health and co-occurring substance use conditions, with specialized capacity to serve individuals from diverse ethnic and cultural backgrounds and LGBTQ+ populations. Applicants must possess or lease at least one existing facility designated for program delivery, implement evidence-based and promising practices, and achieve a 90 percent occupancy rate with an average length of stay of six months. The submission must include detailed staffing plans with resumes, personnel retention strategies, clinical supervision protocols, pandemic and emergency disaster response plans, and demonstrated capacity for timely client placement and care coordination with county departments, justice system stakeholders, and community providers.
The evaluation is structured across five sections totaling 100 points: organizational structure and experience (55 points), proposed program description (30 points), historical performance analysis (5 points), electronic health record capacity (5 points, not applicable with full default points), and financial solvency (5 points). Offerors must provide comprehensive documentation demonstrating data collection and monitoring capabilities using tools such as Homeless Management Information Systems, client satisfaction surveys, and pre- and post-service assessments. The organization must evidence culturally responsive service delivery across all county threshold languages, capacity to serve high-risk clients with co-occurring disorders, and experience collaborating with county health systems, adult custody health, social services, the justice system, housing organizations, and other behavioral health providers. Supporting materials required include facility evidence, staffing protocols, training documentation, emergency procedures, and organizational policies demonstrating financial stability and operational readiness for contract implementation.
