About this file
Summary
This is an evaluation criteria and qualifications document for Category 3: Adult Residential Treatment Facilities issued by a county Behavioral Health Services Department (BHSD) as part of RFSQ-BHS-FY23-0225 for a Behavioral Health Treatment Facility Continuum of Care. The document establishes scoring rubrics and qualification requirements for organizations seeking to provide adult residential treatment services to target populations including adults ages 18-59 and older adults ages 60 and above, with additional specialties in LGBTQ+ services, co-occurring conditions, severe mental illness, criminal justice-involved populations, and ethnic/cultural populations. Evaluation criteria are organized into five sections: Organizational Structure and Experience (70 points), Proposed Program Description (15 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points), for a total of 100 points.
Under Organizational Structure and Experience, offerors must demonstrate relevant program experience with target populations, ability to meet Medi-Cal certification, documentation and billing requirements, active facility ownership or lease, current licensure and certifications, capacity to administer outcome evaluation data, qualified treatment team staffing including paraprofessional and licensed clinical staff, documented staffing protocols with personnel retention and staffing plans, timely service implementation including 24/7 service delivery and four-hour referral response times, and emergency disaster preparedness plans. The Proposed Program Description section requires offerors to articulate organizational vision and values promoting equity and diversity, demonstrate cultural competency and linguistic capacity across county threshold languages, and describe collaborations with county departments, social services, criminal justice systems, and other partners to support client employment, housing, and health insurance outcomes. Historical performance, electronic health record system capacity, and financial solvency will be evaluated by designated subject matter experts using the criteria outlined in the document.
