Scope of Work – Construction Services

VA Project Number: 618-22-100
Scope of Work Renovate for Expanded Polytrauma Program – Phase 1
Project Number #618-22-100
Minneapolis VA Health Care System
A. GENERAL
1. Background: The Minneapolis Veterans Affairs Health Care System (VAHCS) is a network of hospital and outpatient clinics based in Minneapolis, Minnesota. It belongs to the VISN23 VA Midwest Health Care Network managed by the Veterans Health Administration of the Department of Veterans Affairs. The Minneapolis VAHCS provides healthcare for United States military veterans in areas such as medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care.
As a teaching hospital, it operates comprehensive training programs for multiple treatment specialties. The Minneapolis VAHCS also hosts one of the largest research programs of any VA health care system and maintains research affiliations with the University of Minnesota.
The purpose of the renovation is to expand and consolidate the Polytrauma care available at the Minneapolis VAMC. VHA accepted recommendations to expand the provision of Intensive Evaluation and Treatment Program (IETP*), developed at the Polytrauma Center at the James A. Haley VA Medical Center in Tampa, Florida – known as the Postdeployment Rehabilitation Program – across all five VAHCS Polytrauma Rehabilitation Centers, which includes the Minneapolis VAMC. This initiative will ensure timely availability of care for special operations forces and veterans with persistent sequela of traumatic brain injury (TBI). The concept is based on the standards established by the Polytrauma System of Care in 2019 to include integration of mental health and sleep medicine services in a centralized location.
*The IETP is an innovative modality for delivering evidence-based care in a residential, inpatient format.
IETP programs provide bundled evidence-based assessment, treatment, referral, and case management practices in concordance with existing guidelines for mild TBI and common co-occurring comorbidities.
The goal of PM&R National Program Office is to facilitate the implementation of the high consumer demand IETP at a single site to all VA Polytrauma Rehabilitation Centers (PRCs).
This project will be the first phase in a planned complete renovation of 4H, 4J, 4K, and 4L on the 4th floor of Building 70 at the Minneapolis VAMC. The complete renovation encompasses approximately 48,000 square feet of inpatient care, clinical space, administrative space, and the respective air-handling units servicing the 4H, 4J, 4K, and 4L.
The Renovate for Expanded Polytrauma Program – Phase 1 is the first phase of the overall Expand Polytrauma Services renovation and will consists of renovating 4H and 4K on the 4th Floor of Building 70.
