About this file
This is Appendix B of a Request for Proposal (RFP) issued by the New Hampshire Department of Transportation (NHDOT) for the procurement of a statewide Traffic Data Management System (TDMS) under RFP DoIT 2025-036. The RFP seeks a comprehensive web-based software solution capable of centralizing, streamlining, and enhancing the collection, validation, and storage of traffic-related data across New Hampshire. The system must support data from approximately 8,500 traffic monitoring stations and accommodate up to 300 authorized users. NHDOT assigns traffic count collection on a three-year cycle and ramp counts on a six-year cycle to nine regional planning commissions (RPCs), including the Central New Hampshire, Lakes Region, Nashua Regional, North Country Council, Rockingham, Southern New Hampshire, Southwest Region, Strafford Regional, and Upper Valley Lake Sunapee Regional Planning Commissions. These RPCs are designated as Partners under the RFP and will assign Authorized Users with Partner rights and limited reporting and database query capabilities. The mandatory bidder's conference is scheduled for January 16, 2025, at 11:00 AM ET in Concord, New Hampshire, with proposals due by May 15, 2025, at 3:00 PM ET. The anticipated contract start date is October 27, 2025, with an initial five-year term through November 1, 2030, and two optional two-year extensions available.
The RFP requires vendors to demonstrate successful implementation of similar systems for at least two U.S. jurisdictions since January 2022. The evaluation uses a 1000-point scale, allocating 600 points to technical factors and 400 points to pricing. The system must meet Federal Highway Administration (FHWA) Traffic Monitoring Guide requirements, integrate with ESRI products and existing traffic monitoring equipment from multiple vendors, and be either FedRAMP or StateRAMP authorized. The solution must support data archiving for 20 years and handle annual storage of 1.5 billion continuous count individual vehicle records and 300 million short count records. The RFP does not explicitly specify set-asides for disadvantaged enterprises or disclose a precise budget range, though the comprehensive pricing worksheet covering planning, project management, installation, testing, deployment, and ongoing operations indicates a significant multiyear investment. The system will serve multiple internal stakeholders including the Department of Safety, Traffic Planning, Homeland Security, Highway Design, Bridge Design, Research and Materials, Transportation Systems Management and Operations (TSMO), and Environmental Services.

DEPARTMENT OF TRANSPORTATION
RFP DoIT 2025-036 PROCUREMENT FOR STATEWIDE
TRAFFIC DATA MANAGEMENT SYSTEM (TDMS)
APPENDIX B SUPPLEMENTAL
Appendix B-2.1.2
NHDOT PARTNERS
1. Regional Planning Commissions as Partners
The purpose of this Appendix is to idenfy the ancipated Partners for the TDMS. In New
Hampshire, there are nine regional planning commissions (RPCs) that include four metropolitan planning organizaons (MPOs). Each RPC has a responsibility, delegated from NHDOT, to collect traffic data from their constuent communies. One objecve of this traffic data management system is to centralize, streamline, and enhance the collecon, validaon, and storage of traffic-related data.
New Hampshire’s nine RPCs are:
• Central New Hampshire Regional Planning Commission
• Lakes Region Planning Commission
• Nashua Regional Planning Commission
• North Country Council
• Rockingham Planning Commission
• Southern New Hampshire Planning Commission
• Southwest Region Planning Commission
• Strafford Regional Planning Commission
• Upper Valley Lake Sunapee Regional Planning Commission
Each of the RPCs are defined as Partners for this RFP and shall have Authorized Users assigned by the RPCs with Partner rights in the Proposed Soluon. NHDOT assigns the collecon of short-term counts on a three-year cycle and ramp counts on a six-year cycle to the RPCs. It is expected that some RPCs will upload addional traffic count data that is not required by NHDOT but is of value to the RPCs member municipalies.
The Authorized Users will be responsible for collecng and uploading traffic count and classificaon data to the TMDS so8ware. Authorized Users will also have limited rights to produce reports and query the database.
Over me, it is possible that other municipalies within New Hampshire will be granted Partner status with the right to assign Authorized Users.
