About this file
This is an appendix document (Appendix B-2.1.2) from the New Hampshire Department of Transportation's RFP DoIT 2025-036 for a Statewide Traffic Data Management System (TDMS) that identifies anticipated partners for the system. The document outlines that New Hampshire has nine regional planning commissions (RPCs), including four metropolitan planning organizations (MPOs), which are delegated by NHDOT to collect traffic data from their constituent communities. The objective is to centralize, streamline, and enhance the collection, validation, and storage of traffic-related data. The nine RPCs listed are Central New Hampshire, Lakes Region, Nashua, North Country Council, Rockingham, Southern New Hampshire, Southwest Region, Strafford, and Upper Valley Lake Sunapee Regional Planning Commissions.
Each RPC is defined as a Partner with rights to assign Authorized Users in the Proposed Solution. NHDOT assigns short-term counts on a three-year cycle and ramp counts on a six-year cycle to the RPCs. The Authorized Users will be responsible for collecting and uploading traffic count and classification data to the TDMS software, with limited rights to produce reports and query the database. The document notes that RPCs may upload additional traffic count data not required by NHDOT but valuable to member municipalities, and other municipalities may be granted Partner status over time.

STATE OF NEW HAMPSHIRE
DEPARTMENT OF TRANSPORTATION
RFP DoIT 2025-036 PROCUREMENT FOR STATEWIDE
TRAFFIC DATA MANAGEMENT SYSTEM (TDMS)
APPENDIX B SUPPLEMENTAL
Appendix B-2.1.2
NHDOT PARTNERS
1. Regional Planning Commissions as Partners
The purpose of this Appendix is to idenfy the ancipated Partners for the TDMS. In New
Hampshire, there are nine regional planning commissions (RPCs) that include four metropolitan planning organizaons (MPOs). Each RPC has a responsibility, delegated from NHDOT, to collect traffic data from their constuent communies. One objecve of this traffic data management system is to centralize, streamline, and enhance the collecon, validaon, and storage of traffic-related data.
New Hampshire’s nine RPCs are:
• Central New Hampshire Regional Planning Commission
• Lakes Region Planning Commission
• Nashua Regional Planning Commission
• North Country Council
• Rockingham Planning Commission
• Southern New Hampshire Planning Commission
• Southwest Region Planning Commission
• Strafford Regional Planning Commission
• Upper Valley Lake Sunapee Regional Planning Commission
Each of the RPCs are defined as Partners for this RFP and shall have Authorized Users assigned by the RPCs with Partner rights in the Proposed Soluon. NHDOT assigns the collecon of short-term counts on a three-year cycle and ramp counts on a six-year cycle to the RPCs. It is expected that some RPCs will upload addional traffic count data that is not required by NHDOT but is of value to the RPCs member municipalies.
The Authorized Users will be responsible for collecng and uploading traffic count and classificaon data to the TMDS so8ware. Authorized Users will also have limited rights to produce reports and query the database.
Over me, it is possible that other municipalies within New Hampshire will be granted Partner status with the right to assign Authorized Users.
