About this file

This document is a pre-proposal vendor conference presentation for RFP DOIT 2025-036, issued by the New Hampshire Department of Transportation (NHDOT) in conjunction with the Department of Information Technology (DoIT). The RFP seeks a comprehensive Traffic Data Management System (TDMS) software solution to manage traffic data collection, analysis, and reporting across New Hampshire's statewide transportation network. The requested system must support approximately 150-200 automated traffic volume sites, 25-50 automated classification sites, 5-20 weigh-in-motion stations, 3,000-6,000 short-count locations, and micromobility counts, while accommodating 300 concurrent authorized users and unlimited read-only users. The system must store a minimum of 1.5 billion continuous count individual vehicle records and 300 million short-count individual vehicle records annually, support integration with ESRI GIS mapping (ArcGIS 11.1 and Roads and Highways), and comply with Federal Highway Administration Traffic Monitoring Guide and Highway Performance Monitoring System requirements. The mandatory pre-proposal vendor conference is scheduled for January 16, 2025, at 11:00 AM ET in Concord, New Hampshire. The early vendor inquiry deadline is January 30, 2025, with one-on-one conferences offered February 18-21, 2025. Proposals are due May 15, 2025, at 3:00 PM ET, with mandatory vendor presentations and software demonstrations scheduled for the week of July 14, 2025. Vendor selection is estimated for July 24, 2025, with anticipated Governor and Council approval on October 22, 2025, and an effective contract date of October 27, 2025. The contract will have an initial five-year term ending November 1, 2030, with potential for two optional two-year extensions.

The RFP evaluation will employ a 1000-point scoring scale, allocating 600 points to technical factors and 400 points to pricing, with vendors required to achieve a minimum score of 400 out of 600 technical points before cost proposals are opened. Qualified vendors must demonstrate that their Traffic Data Management System has been in use in at least two U.S. jurisdictions since January 1, 2022. The solution must be a web-based commercial off-the-shelf application with 100 percent availability on commonly used browsers and must be vendor-hosted throughout the contract period across three environments: development, testing, and production. The system must comply with all New Hampshire DoIT security and cybersecurity requirements, including FedRAMP or StateRAMP authorization for data storage. Proposals must include six physical copies of the technical proposal plus a USB drive and one original plus two physical copies of the sealed price proposal, with electronic submissions also required. The current incumbent vendor is MS2, and the existing infrastructure includes 59 continuous count stations, 24 continuous vehicle classification stations, 5 weigh-in-motion stations, and 6,000 short-count stations. The RFP document does not specify a procurement budget, set-aside designations, or funding sources, and all RFP documents are available on the New Hampshire Department of Administrative Services website.
