About this file

This document is an appendix to a Request for Proposal (RFP) issued by the New Hampshire Department of Transportation for a Statewide Traffic Data Management System (TDMS) under RFP DoIT 2025-036. The appendix defines twelve use cases across nine business functions that the proposed system must support, including Administration/Other, Planning, Design, Operations, Maintenance, Safety, Statistics, Finance, Engineering Economics, Environmental Analysis, Legislation, and Private Sector applications. The TDMS is intended to manage traffic data collection, processing, and reporting from approximately 8,500 statewide traffic monitoring stations, including Weigh-in-Motion, Continuous Counting Stations, Classification Counting Stations, and Short Term Count Stations. A mandatory vendor conference is scheduled for January 16, 2025, at 11:00 AM ET in Concord, New Hampshire, with proposals due by May 15, 2025, at 3:00 PM ET. The anticipated contract start date is October 27, 2025, with an initial 5-year term through November 1, 2030, and potential for two optional 2-year extensions.

The use cases specify detailed data requirements and outputs, including Annual Average Daily Traffic (AADT), 24-hour and hourly volumes, 15-minute interval data, vehicle classification, speed data, and weight data. The system must support applications for traffic forecasting, Highway Performance Monitoring System (HPMS) reporting, project prioritization, pavement and bridge design, signal timing, work zone management, safety analysis, emissions calculations, and revenue estimation. Key stakeholders include the Department of Safety, Traffic Planning, Homeland Security and Emergency Management, Highway Design, Bridge Design, Research and Materials, Transportation Systems Management and Operations (TSMO), Turnpikes, and the Department of Environmental Services. The RFP requires vendors to demonstrate successful implementation of similar systems for at least two U.S. jurisdictions since January 2022, with the evaluation using a 1000-point scale allocating 600 points to technical factors and 400 points to pricing. The system must be FedRAMP or StateRAMP authorized, integrate with ESRI products and existing traffic monitoring equipment from multiple vendors, support 300 authorized users, and maintain 20 years of data archiving capacity for 1.5 billion continuous count and 300 million short count records annually.
