About this file
This is a Use Cases appendix document from the New Hampshire Department of Transportation's RFP DoIT 2025-036 for a Statewide Traffic Data Management System (TDMS). The document outlines 12 key business functions of the proposed TDMS: Administration/Other, Planning, Design, Operations, Maintenance, Safety, Statistics, Finance, Engineering Economics, Environmental Analysis, Legislation, and Private Sector. Each business function is detailed with specific use cases that describe how different stakeholders will utilize the system's data types including traffic volume, vehicle classification, speed, weight, and micromobility data.
The use cases span across multiple stakeholders including the Department of Safety, Traffic Planning, Homeland Security, Highway Design, Bridge Design, Research and Materials, TSMO, Environmental Services, and private sector entities. The system will support critical functions such as traffic enforcement, performance measurement, resource allocation, emergency operations, project planning, bridge and pavement design, air quality analysis, and private development planning. The document specifies that data outputs should be available in file formats including .xls, .pdf, and .csv, with data collected through various equipment types including Weigh-in-Motion stations, Continuous Counting Stations, Classification Counting Stations, and Short Term Count Stations.
