About this file
This is an RFP appendix document from the New Hampshire Department of Transportation (NHDOT) detailing data quality control and validity check requirements for the Statewide Traffic Data Management System (TDMS) procurement. The appendix specifies minimum data quality control standards and validity checks that vendors must incorporate into their proposed solutions, along with examples of existing quality control reports and settings currently used by NHDOT. The document includes detailed quality control rule parameters covering cross-count types, percentage variance tolerances for volume and classification data, directional split analysis, consecutive identical hour detection, and comparative analysis against historical average daily traffic (AADT) and monthly average daily traffic (MADT) data. NHDOT expects the proposed solution to incorporate these existing validity checks at minimum while allowing for vendor-proposed additional controls. The appendix provides three example reports that vendors should replicate: a Permanent Continuous Count Station Quality Control Status Report showing acceptance/rejection statistics by location, a Permanent Continuous Count Station Quality Control Report flagging data errors by count type and location, and a Quality Control Error and Recount Request Status Report documenting business rule violations.
The quality control requirements apply to traffic data collected from permanent continuous count stations across the state and include configurable parameters for time periods, location types (master, children, or grandchildren classifications), and day-of-week specifications. The document includes sample data showing quality control settings with critical and warning thresholds for various metrics, such as percentage increase/decrease tolerances ranging from 70 to 100 percent depending on the check type, directional split warnings at 60-65 percent, and minimum count volume thresholds of 5,000 vehicles to trigger certain validations. No specific pricing, set-asides, or incumbent information is contained in this appendix; rather, it serves as a technical specification document establishing the baseline data quality framework that NHDOT expects all vendors to meet or exceed in their TDMS implementations.

APPENDIX B SUPPLEMENTAL
Appendix B-2.1.1
DATA QUALITY CONTROL AND VALIDITY CHECKS
1. Summary
The purpose of this Appendix is to detail the expected data quality control and validity check expectaons for the Proposed Soluon. These requirements shall be considered minimum requirements. The Vendor may propose addional data quality controls and validity checks as part of their Proposed Soluon.
2. List of Exis*ng Validity Check Examples
The following pages show exisng validity checks that NHDOT currently has available. NHDOT expects that the Proposed Soluon will incorporate these Data Quality and Validity Checks at a minimum.
3. Permanent Con*nuous Count Sta*on Quality Control Status Report
The a'ached report shows an example of a report that NHDOT uses to review the data being collected by the connuous count staons deployed by NHDOT. This report shows the count staon locaon ID, the number of days the counter has been deployed, and how many of those days count informaon has been accepted, flagged as atypical, rejected, or marked as other.
NHDOT expects that the Proposed Soluon will provide a report that contains similar informaon, with user-configurable me periods.
4. Permanent Con*nuous Count Sta*on Quality Control Report
The a'ached report shows an example of a report that NHDOT uses to review the data being collected by the connuous count staons deployed by NHDOT. This report shows by count staon locaon ID every me that a data set is flagged by the system for volume, class and speed. NHDOT expects that the Proposed Soluon will provide a report that contains similar informaon, with user-configurable me periods.
5. Quality Control Error and Recount Request Status Report
The a'ached report shows an example of a report that NHDOT uses to review data check violaons, and recount requests. This report contains the site locaon characteriscs indicang the data check violaons. NHDOT expects that the Proposed Soluon will provide a report that contains similar informaon, with user-configurable me periods and the ability to sort the data by data characterisc.

This check compares the percentages of two classes of vehicles in a 24-hour count. The vehicles in each Class List are added together to form a total and then the total vehicles in each class list are compared to one another. This check fails if the ratio between the two class volumes ((Class 1 volume) /
(Class 2 volume))*100 is outside of the specified parameters. If Class 2’s volume is zero, the check will not run as a percentage cannot be calculated.
12 Class/Speed Percentage Class List 1
Class List 2
This check compares the 24-hour total volume in the imported data to the average 24-hour volume for the same day of week during a comparison time period in the live system at the same location. This check fails if the (current total volume) / (comparison total volume) percentage exceeds the specified tolerance parameters.

Autopolling This check always runs after all other checks (i.e. last). This check compares the current 24-hour count to other related 24-hour counts. A “critical” flag is returned if it cannot find the specified number of consecutive, error-free 24-hour related counts.
20 Error On Related Count
This check compares the 24-hour count total in the imported data, adjusted by applicable seasonal and axle factors, to the most recent AADT in the system for this location. This check fails if the
(((adjusted count total- most recent
AADT))/(most recent AADT))*100 percentage exceeds the specified tolerance parameters. Similarly, if there are not assigned factors to the station, the check will not run.

This check examines the percentage difference between the imported 24-hour count total and a reference value.
The reference value will be either (a) the most recent AADT, or (b) the most recent count, whichever is newer based on the year. If they are both for the same year, then AADT takes preference. This check fails if the imported count is more than the specified percentage greater than or less than the reference count. It is recommended that this check is skipped for Permanent stations since the percentage of traffic between consecutive days can vary greatly, potentially creating a false flag.
5 Out of Tolerance Warning Percentage 30 Percent difference greater than this value returns a “warning” flag. (Integer)

12 A "critical" flag is returned if the number of consecutive reporting intervals with same count total is greater than or equal to this value

Start Time 7 Ignore all intervals before this start time. (0 = midnight, 2 = 2AM, 16 = 4PM, etc)
0 Specifies which consecutive count values that will cause the check to fail. -1 = any number, 0 = only zeros, 1 = ones and higher, 2 = twos and higher, etc.

This check examines consecutive reporting hours in the imported data.
This check fails if the number of consecutive intervals with the exact vehicle count exceeds the specified parameters.

This check is used with bi-directional counts only. It compares the highest volume direction to the total volume of a
24-hour count. This check fails if
(highest volume directional volume) /
(total 24 hour bidirectional volume) percentage is outside of the specified parameters. If there is insufficient data, the check will be skipped.
14 Directional Split Warning Percentage 65 A “warning” flag is returned if the percentage is greater than this value (must be between 50 – 100)
Critical Percentage 990 A “critical” flag is returned if the percentage increase or decrease is greater than this value
Days of Week 1,2,3,4,5,6,7 Specifies which day(s) of week to apply this check. Enter a comma separated value where: 1 = Sunday, 2 =
Monday, 3 = Tuesday, 4 = Wednesday, 5 = Thursday, 6 = Friday, 7 = Saturday
Location Type 1 The type of locations that this check is run on. 1 = Master – typically, the bi-directional total, 2 = Children – typically, each direction, 3 = Grandchildren – typically, each lane, blank = All – total, each direction, and each lane
Warning Percentage 970 A “warning” flag is returned if the percentage increase or decrease is greater than this value
Critical Date 1/1/1950 Counts before this date are fatal errors
Warning Date 1/1/2000 Counts before this date are warnings
This checks to make sure count date is not too far past
37 Count too far in past
This check only works on Permanent
Count Stations. It compares the 24-hour count total in the imported data to the
MADT computed from raw counts in the live system for the same month in the prior year at this location. This check fails if the following calculation exceeds the specified tolerance parameters
(((count total)/(same month, prior year
MADT))-1)*100.
10 MADT - Out of Tolerance
