About this file
This document is a Physical Security Independent Quality Review (IQR) conformance letter dated December 18, 2025, from IntegralRSG certifying compliance with VA Physical Security and Resilience Design Manual (PSRDM) requirements for the West Haven VAMC EHRM Infrastructure Upgrades project (VA Project #689-22-700). The review evaluated 100% Construction Documents for Buildings 041 and 042 (Data Center and Generator Enclosure), including drawings, specifications, cut sheets, calculations, reports, and blast calculation appendix, against the 2023 edition of the PSRDM. The review used status designations of Not Applicable, Applicable/Design Captures & Conforms, Applicable/Design Captures & Requires Revision, and Applicable/Design Deficient to assess individual requirements.
The IQR outcome confirms that all pertinent PSRDM requirements are appropriately captured in the 100% design documents with no instances of non-conformance requiring resolution. One clarification is provided regarding Telecommunication Systems requirement 9.4.1.1: the Entrance Rooms (#105 and #107) do not strictly conform to minimum separation requirements from outside walls or delivery areas but meet the intent of the requirement by being located on a site that precludes vehicle approach to the building perimeter, thus mitigating vulnerabilities associated with proximity to exterior areas accessible to passenger or delivery vehicles. The letter is signed by Sarah Vandevert, IntegralRSG Sr. Associate, holding Professional Engineer/Civil license #C91938 and Physical Security Professional credential #26002.

Subject: Physical Security IQR – VA Physical Security Design Manual Statement of
Conformance
Mr. Arcana, The enclosed letter communicates the outcomes of the completed Independent Quality Review (“IQR”) of
100% Construction Documents for Buildings 041 and 042 (Data Center and Generator Enclosure) to confirm conformance with pertinent VA Physical Security and Resilience Design Manual (“PSRDM”) requirements. The list that follows highlights specific deliverables and coordination documents that were reviewed relative to the 2023 edition of the PSRDM.
1. 100% Construction Documents Project #689-22-700 / Drawings (12/19/2025)
2. 100% Construction Documents Project #689-22-700 / Specifications (12/19/2025)
3. 95% Construction Documents Project #689-22-700 / Cut Sheets, Calculations & Reports (10/24/2025)
4. 95% Construction Documents Project #689-22-700 / Blast Calculation Appendix (12/17/2024)
5. PSRDM Compliance Checklist (95% Construction Documents, 07/23/2024)
The completed review generally considered the following status designations for individual PSRDM requirements:
o Not Applicable o Applicable / Design Captures & Conforms o Applicable / Design Captures & Requires Revision o Applicable / Design Deficient
The IQR outcome indicates that pertinent PSRDM requirements are appropriately captured in 100% Design drawings, specifications, and supplemental data. There are no instances of non-conformance requiring resolution. The notes that follow, however, clarify the “conformance” determination of specific PRSDM requirements where appropriate.
1. [Telecommunication Systems - 9.4.1.1] The Entrance Rooms (Room #105 and #107) are not adjacent to high-risk areas and are separated to the greatest extent possible at opposite ends of the floor plan. The room locations do not outright conform to PSRDM requirements that specify minimum separation from outside walls or delivery areas. The intent of the related requirement is understood to prescriptively mitigate vulnerabilities associated with proximity of this critical program area to exterior areas accessible to passenger or delivery vehicles. The design reconciles floor plan programmatic limitations by situating the entrance rooms on a site that precludes vehicle approach to the building perimeter.
Please note, the completed review is not intended to serve as an exhaustive technical review to confirm accuracy of the issued deliverables that would otherwise supplement the Designer of Record’s normal quality management procedures.
Should you require any additional information or clarification regarding this certification, please do not hesitate to contact me via email at sarah.vandevert@integralrsg.com.
Sincerely, Sarah Vandevert
