About this file
This file is a comprehensive Specifications document for the EHRM Infrastructure Upgrades project at West Haven VA Medical Center in Connecticut (Project #689-22-700). The project encompasses infrastructure modernization across 33 buildings including fiber optic backbone installation, telecommunications room (TR) upgrades, electrical distribution upgrades, HVAC system enhancements, data center construction, and hazardous material abatement. The work is organized into eight bid items: EHRM Infrastructure Upgrades (general requirements), General Construction, Electrical Work, Mechanical Work, Telecommunication Work, Structural Work, Site and Civil Work, and Environmental Work. The contractor must coordinate security protocols with VA personnel, obtain badging, maintain detailed drawings control procedures, and comply with VA security management requirements. Critical phasing requirements mandate coordination with the Contracting Officer's Representative (COR), with work scheduled during normal business hours (8:00 AM – 4:30 PM, Monday-Friday) for non-healthcare spaces and during nights/weekends for patient care areas classified as ICRA Class II, III, or IV to minimize disruption to medical operations.
The specifications establish extensive operational and safety requirements for the active medical facility environment. The contractor must maintain 24/7 facility operations, provide uninterrupted utility services, and implement protective measures including temporary barriers, dust control, and equipment protection in occupied areas. All employees require security authorization and site access coordination with 24-hour advance notice. The contractor is responsible for developing comprehensive work plans addressing phasing sequences, outage schedules, cable management, equipment migration procedures, and network continuity maintenance with outages not exceeding one work shift. Warranty management, maintenance and operating manuals, factory-trained technician instruction, and detailed as-built documentation are contractual deliverables. The project requires a Resource-Loaded Network Analysis System schedule with a qualified third-party scheduling consultant maintaining monthly updates, a Schedule of Costs with detailed cost breakdowns matching work activities, and adherence to prescribed testing and commissioning procedures for all mechanical, electrical, and communications systems before final project acceptance.

Contractor.
K. Phasing:
1. The Medical Center must maintain its operaƟon 24 hours a day 7 days a week. Therefore, any interrupƟon in service must be scheduled and coordinated with the COR to ensure that no lapses in operaƟon occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duraƟon of the work with milestone subtasks.
a. Normal working hours for this contract will be from 8:00 AM – 4:30 PM (local Ɵme), Monday through Friday except for weekends and established Federal Holidays.
b. Performing on-site work outside normal working hours will require approval from the
ContracƟng Officer (CO) and the ContracƟng Officer’s RepresentaƟve (COR). Requests
GENERAL REQUIREMENTS 01 00 00 - 07
shall be submiƩed via email at least 72 hours prior to the requested date and at no addiƟonal cost to the Government. Approvals are subject to the availability of on-site staff.
2. To ensure such execuƟons, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or porƟon thereof. In addiƟon, Contractor shall noƟfy the COR 21 calendar days in advance of the proposed date of starƟng work in ICRA Class I and II work areas, and 28 calendar days in advance of ICRA Class III and IV work areas, as well as criƟcal infrastructure buildings (i.e. Boiler Plant, Chiller Plant, etc.). Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the VA Medical
Center Director, COR and Contractor.
L. A/E recommended phasing plans, put together with input from the VA COR and Epidemiologist, takes into consideraƟon the complexity of the Medical Center complexity and broad scope of buildings impacted by TR/TE renovaƟons and re-cabling efforts. Phasing of TR/TE renovaƟons and individual room Cat 6A re-cabling will be heavily influenced by the ICRA precauƟons required by the VA, informed by the associated paƟent risk levels. CriƟcal paƟent care areas should be considered disƟnct from non-paƟent care areas (engineering, admin space, etc.), and the contractor shall regularly consult with the VA on paƟent care area phasing plans before commencing construcƟon work and upon compleƟon.
