About this file
This document is an evaluation criteria addendum to FAR clause 52.212-2 for commercial products and services, effective August 2025.
The Government will award the contract to the quote most advantageous to the Government that best meets requirements in the Statement of Work, using three primary evaluation factors: (1) Special Standards of Responsibility, (2) Past Performance, and (3) Price. The evaluation employs a comparative process where quotations are compared to determine which provides the best benefit to the Government, with the Government reserving the right to select a quotation other than the lowest price if it provides additional benefits. Each response must meet minimum solicitation requirements; alternate quotations are not requested or accepted.
Special Standards of Responsibility include seven specific requirements: (SP1) demonstrating experience implementing and supporting Esri ArcGIS Enterprise, ArcGIS Online, and related applications with documentation; (SP2) demonstrating GIS solutions delivery for the VA, other federal agencies, or large healthcare/public-sector organizations with similar regulatory requirements; (SP3) providing qualified personnel, project management, subject matter experts, and ongoing technical resources throughout the project lifecycle; (SP4) integrating ArcGIS with enterprise systems including CMMS, asset management, BIM/CAD, facility management, databases, Power BI, SharePoint, and REST APIs via diploma or certificate; (SP5 and SP6) providing quality post-implementation support, maintenance services, user training, documentation, and knowledge transfer to VA Staff; and (SP7) recommending industry best practices, automation, dashboards, mobile workflows, AI-enabled GIS capabilities, and scalable architecture aligned with Esri's roadmap. Past Performance evaluation assesses relative risks based on the contracting officer's knowledge, customer surveys, CPARS records, or other reasonable bases, with neutral ratings if no past performance exists. Price evaluation totals all line-item prices including options, with evaluation of FAR 52.217-8 extension options accomplished by adding six months of pricing for the last option period. A preliminary compliance check will reject offers with incomplete or missing documentation before formal evaluation.
