The contractor must be an active Esri Partner Network partner holding the current Indoor GIS Specialty or engage an approved Esri Professional Services partner. Key personnel requirements include a Project Lead with minimum three years of ArcGIS Indoors experience, GIS Technical Lead with five years' ArcGIS Pro experience, Field Verification and LiDAR Lead with documented survey and terrestrial/mobile LiDAR experience, ArcGIS Enterprise Solution Administrator, and Data Analyst. All work must comply with VA security, privacy (HIPAA), Section 508 accessibility, and federal contracting requirements. The Government furnishes all ArcGIS licensing, the National VA ArcGIS Enterprise hosting environment, and kiosk hardware, with the contractor responsible for solution-level configuration, data creation, testing, training, and post-implementation support. Work hours are 8:00 a.m. to 4:30 p.m. Pacific Time, Monday through Friday, excluding Federal holidays, with on-site presence required for LiDAR scanning, field verification, and kiosk integration activities.

STATEMENT OF WORK
1. BACKGROUND AND OBJECTIVES
1.1 Organizational Context
The Department of Veterans Affairs (VA) Long Beach Healthcare System (VALBHS) currently operates a legacy Space Viewer and contractor-supported ArcGIS Pro/ArcGIS Online environment under a separate contract. Under this contract, VALBHS will migrate the in-scope production content and functionality to the existing National VA ArcGIS Enterprise environment hosted on the VA network under the National VA Enterprise Agreement and establish an authoritative indoor geographic information system (GIS) for buildings and interior spaces.
1.2 Project Objectives
1. Use Government-furnished ArcGIS licensing and the National VA ArcGIS Enterprise environment to establish a fully functional, customized ArcGIS Indoors solution tailored to VALBHS requirements.
2. Migrate existing Space Viewer data and required functionality from the current contractor-supported ArcGIS source environment to the ArcGIS Indoors information model, Indoors Viewer, and the National VA ArcGIS Enterprise environment, ensuring continuity of operations.
3. Implement contractor-led facility surveys, data analysis, and system buildout in alignment with Esri's Indoors information model and best practices.
4. Create accurate, floor-aware indoor maps for priority VALBHS facilities with validated data.
5. Enable floor-aware space and occupancy visualization using the core Indoors data model and
Indoors Viewer. Workspace reservations, scenario-based space planning, and Indoors Space Planner are excluded unless Attachment A Optional Task 1.1 or 1.3 is separately exercised.
6. Deploy integrated Survey123 tools for data collection and maintenance workflows.
7. Configure and deploy ArcGIS Indoors Viewer in kiosk mode as a priority Base Year software deliverable, using the indoor wayfinding network created under this contract and Government-furnished kiosk hardware procured, installed, managed, and maintained under a separate contract.
8. Provide intuitive floor-aware maps and wayfinding through Indoors Viewer in browser and kiosk modes for staff, visitors, and emergency operations. Operational ArcGIS IPS/blue-dot positioning and Indoors Mobile are excluded unless the applicable Attachment A optional task is separately exercised.
9. Define a repeatable, governed process for data verification, field validation, ongoing maintenance, and stakeholder approvals.
10. Inventory and document candidate integrations with VA operations, work-order, safety, access-control, and emergency-management systems and prepare the Integration Requirements Matrix. Except for migration from the existing Space Viewer/current ArcGIS source environment, production integrations and work-order launch actions are excluded unless Attachment A Optional Task 3.1 or 3.2 is separately exercised and approved.
11. Provide solution-level reliability, performance analysis, technical support, and optimization for the Contractor-configured Indoors data, maps, services, and applications. The National
VA ArcGIS Enterprise environment owner retains responsibility for platform infrastructure, hosting, operating-system and ArcGIS Enterprise patching, platform backups, disaster recovery, antivirus, threat monitoring, and server security.
2. SCOPE OF WORK—BASE YEAR
The Base Year shall focus on migration to the Government-furnished National VA ArcGIS Enterprise environment and implementation of the mandatory core solution for Building 126, approximately 338,058 gross square feet as a planning estimate. It includes project management;
requirements and source-data assessment; a complete new LiDAR scan and field verification;
floor-plan conversion; Indoors geodatabase and network creation; floor-aware publishing;
Indoors Viewer configuration in browser and kiosk modes; Survey123 and/or Field Maps tools used for contract data collection; testing; training; and turnover documentation. ArcGIS Indoors Mobile, operational IPS/blue-dot deployment, Indoors Space Planner and workspace reservations, enterprise data-governance expansion, production integrations and work-order launch actions, real-time feeds, dashboards, Experience Builder, GeoBIM, Business Analyst, and Site Scan for ArcGIS/ArcGIS Reality work are excluded from the Base Year. Attachment A optional tasks may be exercised only during Option Years 1 through 4 by written Contracting Officer authorization.
2.1 Task 1: Project Management and Governance
Responsibilities: Develop a detailed project management plan with schedule, milestones, resource plan, risk register, field-mobilization plan, and migration work breakdown. Coordinate with the National VA ArcGIS Enterprise system owner to establish the migration schedule, authorized access, security and publishing prerequisites, deployment process, cutover, rollback, acceptance, source-environment archive, and decommissioning coordination. Convene kickoff and recurring governance meetings with designated stakeholders. Define decision, escalation, approval, change-control, and issue-resolution processes. Provide biweekly status, action, decision, dependency, and risk logs.
Deliverables: Project Management Plan; Governance and Approval Structure; Stakeholder and Communication Plan; National VA ArcGIS Enterprise Migration, Cutover, Rollback, Archive, and Decommissioning Coordination Plan; Field Mobilization Schedule; Biweekly Status Reports;
Action, Decision, Dependency, and Risk Logs.
2.2 Task 2: Requirements, Design, and Data Assessment
Responsibilities: Conduct requirements workshops documenting mandatory use cases, including wayfinding, emergency response, floor-aware visualization, space and occupancy display, and data maintenance. Inventory the existing Space Viewer/current ArcGIS source environment, including in-scope items, owners, groups, sharing, identities, data stores, feature, map, image and network services, URLs, application references, dependencies, customizations, integrations, and export constraints. Inventory candidate CMMS, security, access-control, emergency-management, and other systems for requirements planning only. Confirm Government-furnished entitlements and authorized access; the Contractor shall not acquire, resell, host, or substitute ArcGIS licensing. Design the solution architecture using ArcGIS Pro, an Indoors geodatabase, the National VA ArcGIS Enterprise portal, Indoors Viewer, Survey123 and/or Field Maps for project data collection, and Government-approved publishing points. The National environment owner shall select the approved data store, version, development/test/production arrangement, and publishing authority. Compile and assess available CAD, BIM/Revit, PDF, legacy GIS, Life Safety, wayfinding, and occupancy sources. Establish naming, coding, attribute, metadata, migration, transformation, QA, and validation requirements aligned with the current Esri ArcGIS Indoors Information Model and Government-furnished National VA standards. Production integrations and all other Attachment A capabilities are excluded unless separately exercised.
Deliverables: Requirements and Solution Design Document with architecture diagrams; High- Level System Architecture Diagram; Integration Requirements Matrix; ArcGIS Indoors Environment Access and Configuration Report; Source and Target Item, Service, URL, Ownership, Group, Sharing, Identity, and Dependency Inventory;
LiDAR Scanning Schedule; Data Inventory and Quality Assessment; Data Standards, Naming Conventions, and Metadata Requirements; Data Migration and Transformation Plan; Migration Cutover, Rollback, Archive, and Acceptance Plan; Quality Assurance Checklist and Validation Criteria.
Migration and Cutover Requirements: The Contractor shall export, clone or republish, remap, and validate each in-scope source item and dependency using the Government-approved method.
Cross-organization ownership transfer shall not be assumed. Feature, map, image, and indoor network services and application references shall receive dependency-specific handling. The Contractor shall use the Government-provided development/test/production process, document data or content freeze windows, execute the approved cutover and rollback plan, validate identities, groups, sharing, URLs and functions, obtain written acceptance, and coordinate source archive and decommissioning without deleting Government data.
Government-Furnished Licensing and Entitlement Matrix: For mandatory Base Year and Option Year 1 implementation, the Government shall confirm and furnish the ArcGIS Enterprise user types, privileges, ArcGIS Pro/Indoors authoring access, ArcGIS Indoors Maps entitlement, Network Analyst, and any 3D Analyst capability required by the approved design. Before any Attachment A task begins, the Government shall confirm and furnish the additional applicable entitlement, credit, device, account, and service dependencies, including ArcGIS Indoors Spaces, ArcGIS IPS, ArcGIS GeoBIM, ArcGIS Business Analyst/GeoEnrichment, Site Scan for ArcGIS or an identified ArcGIS Reality product, real-time processing capability, Microsoft 365/Graph, and Autodesk dependencies. Listing a capability does not represent that it is included in the National VA Enterprise Agreement or approved for use. The Contractor shall identify version, user-type, extension, privilege, credit, and compatibility prerequisites but shall not purchase, resell, host, or substitute Government-furnished entitlements.
2.3 Task 3: Space Surveying and Field Verification
Responsibilities: Define a field-verification strategy for Building 126 that confirms room configurations, numbers, labels, occupancy, usage types, access restrictions, accessible circulation, and actual conditions. Develop the LiDAR schedule and perform a complete new indoor LiDAR scan of Building 126. Configure Survey123 and/or Field Maps templates used by the Contractor for data collection. Train assigned survey and VALBHS validation personnel on the approved standards. Survey every accessible in-scope level and space, reconcile findings to source plans, document inaccessible or restricted areas and discrepancies, update the Indoors data, and produce a Data Verification and Field Survey Report with designated stakeholder attestations. The same mandatory acquisition and field-verification requirements apply to each of the 26 Option Year 1 facilities when that Option Year is exercised.
Deliverables: Field Data Collection Plan and Survey123 and/or Field Maps templates; LiDAR Acquisition and QA Plan; LiDAR schedule; raw and registered point-cloud deliverables; scan-control and registration report; coverage and exceptions log; field-survey data and discrepancy records; corrected Indoors data; training materials for survey personnel; and Data Verification and Field Survey Report with designated stakeholder attestations.
Indoor LiDAR Survey and Accuracy Requirements: Before field work, submit a survey and scan plan identifying control, coordinate system, equipment, registration method, building and floor coverage, access restrictions, occlusions, coverage exceptions, security controls, and schedule. Apply the USIBD Level of Accuracy Specification, version 3.1, verification methodology or a Government-approved equivalent. Checkpoints shall be independent of, and not used in, scan registration and shall be well distributed horizontally and vertically. Use at least 20 independent checkpoints per floor or one checkpoint per 10,000 gross square feet on that floor, whichever is greater. Horizontal and vertical checkpoint root mean square error shall each be 2 inches or less, and at least 95 percent of checkpoint errors shall be 4 inches or less. Document every inaccessible, restricted, or materially occluded area and obtain COR disposition. These requirements apply to Building 126 in the Base Year and each named facility in Option Year 1.
Indoor LiDAR Deliverables: Provide all permitted raw and registered point clouds in E57 and ASPRS LAS 1.4 or losslessly compressed LAZ, the transferable native project when permitted, control and independent-checkpoint files, registration and trajectory logs when applicable, coordinate-system and vertical-reference definitions, equipment and calibration metadata, scan/coverage index, exceptions log, and a QA report documenting coverage, point density, registration results, checkpoint coordinates and errors, RMSE, the 95-percent result, artifacts, exclusions, and corrective action. Deliver derived DWG/PDF floor plans and Indoors data used for acceptance. Government-furnished data and deliverables first produced under the contract are subject to the contract data-rights clauses; pre-existing proprietary formats or tools shall be identified before use.
2.4 Task 4: Indoors Data Model Implementation and Geodatabase Creation Responsibilities: Create Indoors workspace and geodatabase using Esri's Indoors data creation tools and templates, complying with Esri Indoors information model specifications. Georeference floor plan data (CAD/BIM/PDF) to existing VALBHS campus basemap. Import or digitize floor plan features to create Indoors feature classes (Sites, Facilities, Levels, Units, Details, Occupants, Events) and related tables. Populate occupant and organization tables with department, service, cost center, and organizational hierarchy information. Implement data validation rules and attribute rules. Configure relationship classes. Test geodatabase integrity and Indoors information model compliance. Document geodatabase schema, data dictionaries, and maintenance procedures.
Solution Data Responsibility: The Contractor shall create, validate, document, and maintain the Indoors feature data, schema, maps, services, application configurations, export packages, and change records within its authorized contract scope. The Contractor shall perform solution-level integrity checks and document recovery dependencies. The National VA ArcGIS Enterprise environment owner is responsible for platform and infrastructure administration, ArcGIS Enterprise and data-store backups, backup retention and restoration, disaster recovery, server and operating-system maintenance, antivirus and threat monitoring, platform audit logs, and enterprise access controls. The Contractor shall coordinate with and support the environment owner but shall not perform platform-administrator functions unless separately authorized in writing and granted the required access.
Deliverables: Indoors geodatabase with validated Sites, Facilities, Levels, Units, Details, Occupants, Events, and related tables; geodatabase documentation including schema, data dictionaries, relationships, attribute and validation rules; georeference documentation; integrity and validation test results; solution data-maintenance and recovery-dependency documentation;
current export package; dependency inventory; and change log.
2.5 2.5 Task 5: Life Safety Drawing and A/E CAD File Integration for Authorized Implementation Buildings Responsibilities: During the Base Year, compile, assess, align, and update only those existing Life Safety drawings and A/E CAD files necessary to create and validate the accepted Building 126 Indoors data. During Option Year 1, perform the same implementation work only for the 26 facilities named in Section 3.1. Use the Indoors Details layer for appropriate architectural linework. Model exits, extinguishers, shutoffs, emergency equipment, security zones, egress routes, and other approved operational or Life Safety objects in separate floor-aware point, line, or polygon layers keyed to LEVEL_ID unless the current Esri Indoors model or National VA standard directs otherwise. Validate content with designated Government stakeholders. ArcGIS Indoors content is decision support and does not replace approved Life Safety drawings, emergency plans, codes, or procedures. After initial acceptance of a building, additional drawing revisions, renovation-driven updates, recurring CAD maintenance, or automated ingest are not included unless a written Contracting Officer order or contract modification identifies the building, source quantity, required outputs, and a not-to-exceed quantity or labor-hour ceiling.
Deliverables for each authorized implementation building: source-file inventory and assessment; aligned and georeferenced CAD/Life Safety source data necessary for Indoors conversion; approved architectural details and separate floor-aware Life Safety/operational layers and attributes; validation report; and implementation change log. Recurring or post-acceptance CAD/Life Safety updates shall be delivered only under separately authorized, bounded work.
2.6 Task 6: Indoor Network, Wayfinding, and App Configuration Responsibilities: Create an Indoors network dataset for the authorized implementation building(s), accounting for walls, doors, secure corridors, accessible routes, restricted zones, public and staff-only circulation, stairs, elevators, and approved inter-building connections. Test and validate visitor, staff, accessible, maintenance, and emergency-routing scenarios. Configure the National VA ArcGIS Enterprise portal using Government-furnished Indoors entitlements and authorized least-privilege access. Publish approved floor-aware web maps and the indoor routing service. Configure ArcGIS Indoors Viewer in browser and kiosk modes, including floor filtering, search, routing, a Government-approved ‘You Are Here’ home location, kiosk auto-reset and virtual keyboard where supported, a VA-managed kiosk session, and display only of sanitized visitor wayfinding content. Kiosk hardware, device imaging, mounts, power, cabling, network installation, warranty, physical installation, and hardware maintenance are Government-furnished or provided under a separate contract and are excluded. General off-site or public-internet kiosk access is not required. Indoors Mobile, operational IPS, Space Planner/reservations, and production work-order launch actions are excluded unless separately exercised. Configure and test application-level sharing and access controls and document IPS readiness without deploying
IPS.
Deliverables: Indoor Network dataset with validated connectivity and routing rules; published routing service; routing and constraint documentation; wayfinding test results; stakeholder validation; approved floor-aware maps and services published to the National VA ArcGIS Enterprise portal; configured Indoors Viewer in browser and kiosk modes; kiosk software configuration and GFE integration/acceptance test results; application access and sharing-control documentation; application configuration reference; and IPS readiness/dependency plan.
2.7 Task 7: Integration, Testing, Training, and Knowledge Transfer Responsibilities: Configure error handling, data validation, solution-level audit records, and approved access controls. Develop and execute a test plan covering data quality, map performance, routing accuracy, search, Viewer usability, Survey123 and/or Field Maps data-collection integration, security and sharing controls, browser-mode and kiosk-mode performance, and Section 508 conformance. Operational Mobile and IPS testing is excluded unless the applicable optional task is exercised. Conduct internal QA and facilitate UAT with designated stakeholders; document test evidence, defects, resolutions, exceptions, and Government acceptance.
Develop accessible user guides, quick-reference materials, video tutorials, and visual guides for Indoors administrators, general users, emergency responders, and survey/data-collection personnel within the mandatory scope. Train VALBHS administrators and key users on the data model, data maintenance, authorized publishing, Viewer administration, troubleshooting, implementation controls, and operation in the National VA ArcGIS Enterprise environment.
Knowledge transfer shall cover solution architecture, data and application configuration, maintenance procedures, recovery dependencies, approved integration points, escalation paths, and support resources. Space Planner, reservations, Mobile, IPS, dashboards, and optional integrations shall be included only when the corresponding optional task is exercised.
System Support and Maintenance Transition: At Base Year conclusion, the Contractor shall transfer current data, maps, services, application configurations, scripts, dependency records, documentation, open-issue information, and support knowledge to the Government. The production solution will remain in the National VA ArcGIS Enterprise environment; no contractor-hosted production system is authorized. The Contractor is responsible for Base Year solution-level performance analysis and the specified post-implementation support period, while the Government environment owner retains platform and infrastructure responsibilities.
Deliverables: Migration and solution-design documentation; project Survey123 and/or Field Maps configurations; comprehensive Test Plan and acceptance criteria; QA, UAT, Section 508, and performance reports; defect and resolution log; role-specific user guides; accessible video/tutorial library; training materials; final Knowledge Transfer Summary; quick-reference materials; support and escalation procedures; 60–90-day solution-level monitoring reports;
National VA ArcGIS Enterprise migration acceptance documentation; current item/service/dependency inventory and export package; solution maintenance and recovery-dependency documentation; and IPS readiness/dependency plan. Operational IPS/blue-dot validation is excluded.
2.8 Task 8: Stakeholder Approval and Implementation Data Controls Responsibilities: Identify designated Government data owners, reviewers, and acceptance authorities for the authorized implementation building(s). Facilitate review of room configuration, labels, occupancy, use, access designations, sensitive content, and Life Safety elements; document comments, dispositions, exceptions, approvals, and an auditable project change history. The Government retains all approval authority. During the Base Year, this task applies to Building 126 implementation controls only. The enterprise-wide governance framework, stewardship model, recurring review cycles, and campus-wide update governance described in Attachment A Optional Task 2.1 are excluded unless separately exercised.
Deliverables: Implementation Approval Matrix; Building 126 Data Review and Acceptance Record; Comment and Disposition Log; Exceptions and Outstanding-Issues Report; and project version/change history. Enterprise governance plans, enterprise data dictionaries, recurring governance processes, and campus-wide stewardship frameworks are Attachment A Optional Task 2.1 deliverables.
3. SCOPE OF WORK—OPTION YEARS
Option Year 1 shall be the mandatory core implementation period for the 26 facilities named below. Option Years 2 through 4 shall focus on solution-level technical support, data maintenance, compatibility analysis, optimization, training, documentation, and administration support within the Government-hosted National VA ArcGIS Enterprise environment. The Contractor shall not furnish licensing, hosting, infrastructure administration, or platform maintenance. Attachment A tasks remain separately exercisable optional work during Option Years 1 through 4.
3.1 Option Year Objectives
Optional task ordering framework: Attachment A optional tasks are not included in the Base Year, Option Year 1 core building implementation, or Option Years 2 through 4 support merely because they are referenced in this SOW. Each optional task may be ordered only through written Contracting Officer action that identifies the task, authorized facilities or systems, quantities, Government-furnished items, deliverables, schedule, acceptance criteria, and price or ordering unit.
1. Option Year 1 Implementation: The Contractor shall complete the mandatory core implementation tasks described in Sections 2.1 through 2.8, as conformed for Option Year 1, for the following 26 facilities, comprising approximately 1,050,034 gross square feet in aggregate as a planning estimate:
Buildings 1, 2, 5, 5A, 5B, 5C, 6, 7, 8, 126OP, 136, 138, 149, 150, 160, 161, 164, 165, 166, 167T, 46, 50, 600, 800, CC, and FH. For each facility, perform LiDAR scanning, field verification, source-plan conversion, Indoors data-model implementation, routing-network creation, approved initial Life Safety/CAD integration, floor-aware publishing, Indoors Viewer browser/kiosk configuration as applicable, testing, training, acceptance, and turnover. Mobile, IPS, Space Planner/reservations, enterprise governance, enterprise integrations, dashboards, Experience Builder, GeoBIM, Business Analyst, and Reality/Site Scan work remain optional Attachment A tasks.
2. The resulting mandatory implementation portfolio is approximately 1.4 million gross square feet. All gross-square-foot figures are planning estimates. The Government does not provide authoritative floor counts or individual gross-square-foot values for the Option Year 1 facilities.
Available Government records will be furnished after award, and the Contractor shall verify facility areas, floor counts, source-data conditions, access constraints, and the detailed rollout sequence through data assessment and field verification. The named facility list controls if an estimate differs from verified conditions.
3. For Option Years 2 through 4, provide solution-level technical support and administration for the accepted Indoors geodatabase, maps, services, and applications operating within the National VA ArcGIS Enterprise environment.
4. Monitor applicable Esri releases; assess solution compatibility; recommend updates; and test and deploy only Government-approved changes to Contractor-managed data, content, configurations, maps, services, and applications. The Government environment owner retains responsibility for ArcGIS Enterprise, operating-system, database-platform, antivirus, and security patching.
5. Monitor solution-level performance using telemetry and access made available by the Government; analyze data, service, map, routing, and application issues; implement authorized solution-level optimizations; and escalate suspected platform or network issues to the Government environment owner.
6. Support VALBHS staff in authorized Indoors data maintenance, content updates, publishing workflows, and solution administration.
7. Provide augmented training, refresher sessions, and knowledge transfer to new VALBHS staff members.
8. Support the data integrity and operational use of the accepted Indoors solution. This requirement does not make the Contractor responsible for enterprise-platform uptime, network availability, infrastructure capacity, platform backups, or disaster recovery.
3.2 Option Years 2–4 Support Tasks and Responsibilities
3.2.1 Enterprise Licensing and Environment Coordination
Responsibilities:
• Coordinate with VALBHS and the National VA ArcGIS Enterprise system owner regarding continued availability and authorized use of Government-furnished licensing, hosting, subscriptions, user types, extensions, credits, and enterprise support dependencies.
• Maintain the current license, version, privilege, compatibility, and configuration dependency matrix for the accepted solution and separately exercised optional capabilities.
• Monitor authorized solution usage and user-access needs and report configuration or entitlement impacts to the Government; the Contractor shall not procure or resell licenses.
• Coordinate with Government environment owners and Esri support channels designated by the Government regarding availability, version compatibility, and support dependencies.
• Provide quarterly environment-coordination updates documenting licensing and version dependencies, authorized usage observations, risks, and optimization recommendations.
• Provide planning input for future Government-furnished software dependencies and optional capabilities when requested; optional implementation requires separate written authorization.
• Maintain current transition and sustainment documentation for solution dependencies, configuration prerequisites, open issues, and authorized access so the Government or a successor contractor can continue support.
Deliverables (Annual): Updated Government-Furnished Licensing and Entitlement Dependency Matrix; software version and compatibility record; quarterly environment-coordination status reports; usage and optimization recommendations; and transition/sustainment documentation.
3.2.2 Solution-Level Technical Support and Administration Responsibilities:
• Provide technical support for the Contractor-configured Indoors data, network, maps, services, Viewer configurations, and separately exercised integrations or applications within the Government-provided environment.
• Monitor solution health and performance using Government-authorized access and available telemetry; promptly notify and coordinate with the Government environment owner when evidence indicates a platform, network, infrastructure, or security issue.
• Critical (Priority 1) incident: the production Viewer, kiosk-mode Viewer, or routing capability is unavailable to all authorized users; material corruption prevents use of accepted Indoors data; or a confirmed security event is attributable to Contractor-managed solution configuration. The Contractor shall acknowledge within four business hours and restore service or provide an accepted workaround within two business days.
• Non-critical (Priority 2 or 3) incident: functionality is degraded but the production solution remains usable, or a defect affects a limited function or user group. The Contractor shall acknowledge within one business day and resolve or provide an accepted workaround within five business days.
• SLA Measurement: Business hours are 8:00 a.m. through 4:30 p.m. Pacific Time, Monday through Friday, excluding Federal holidays. Resolution clocks exclude documented time awaiting Government access, information, approval, maintenance windows, or action by the National VA ArcGIS Enterprise environment owner, provided the Contractor promptly documents and escalates the dependency. Platform, infrastructure, licensing, network, and Government-controlled security incidents are coordination obligations and are not Contractor resolution failures unless caused by the Contractor.
• Maintain solution support logs, Contractor activity records, issue history, and change documentation available within the Contractor’s authorized scope; platform security and infrastructure logs remain Government responsibilities.
• Provide VALBHS technical staff with regular system status updates and issue reports.
• Support VALBHS's GIS administrator and key users with technical troubleshooting and configuration assistance.
• Coordinate authorized access, support procedures, escalation, and security protocols required for Government oversight of the implemented solution.
• Coordinate with Government environment owners regarding platform security, incident response, maintenance windows, and operational dependencies affecting the solution.
Government-controlled outages or dependencies are subject to the SLA exclusions below.
Solution Data Maintenance and Recovery Coordination (Option Years 2–4):
• The Government environment owner shall perform ArcGIS Enterprise platform, data-store, and database backups; retain and validate backup media; perform restoration; and establish infrastructure recovery objectives.
• The Contractor shall document the Indoors solution’s content, services, schema, configuration, external dependencies, export and restoration sequence and shall participate in Government-directed recovery tests using authorized access.
• Perform scheduled integrity and validation checks on the Indoors feature data and Contractor-managed configuration and report discrepancies.
• Recommend query, index, service, map, and content optimizations and implement only changes within authorized solution-level privileges.
• Implement approved solution change control and maintain a complete change log, item/service dependency inventory, and current export package after material changes and at least quarterly.
• The Government environment owner shall administer enterprise accounts, authentication, and platform roles. The Contractor shall configure application groups, sharing, and privileges only as authorized and shall document each change.
• Generate quarterly Indoors data-integrity, export-package, dependency, and solution-optimization reports.
• Perform all authorized solution data operations in accordance with VA security, privacy, records, and change-control requirements.
Deliverables (Quarterly): Technical Support Summary; solution-performance metrics available to the Contractor; Indoors Data Integrity Report; Issue and Resolution Log; solution change log;
current content export package and dependency inventory; recovery-dependency update; and enterprise-environment escalation/coordination record.
3.2.3 Solution Compatibility, Updates, and Release
Coordination Responsibilities:
• Monitor applicable releases and support notices for ArcGIS Pro, ArcGIS Enterprise, ArcGIS Indoors components, and other software used by the accepted solution.
• Within 10 business days after an applicable release or support notice becomes available, assess compatibility, security and operational impact to the Contractor-configured solution and provide recommendations and identified dependencies.
• Plan approved solution-level changes with VALBHS and the Government environment owner to minimize operational disruption and comply with Government maintenance windows.
• Test proposed solution-level changes in a Government-approved nonproduction environment when one is made available; otherwise use a Government-approved test method before production deployment.
• Deploy only approved data, content, map, service, application, and configuration changes within authorized privileges. The National VA ArcGIS Enterprise environment owner shall deploy ArcGIS Enterprise, operating-system, database-platform, antivirus, and security patches.
• Document all assessed and approved solution changes with versions, dates, test evidence, dependencies, rollback information, and functional impacts.
• Provide updated accessible user guidance and training for approved solution changes that materially affect Government users.
• Coordinate with Esri support through Government-approved channels and remain current with applicable Esri Indoors practices.
Deliverables (Quarterly): Release and Compatibility Assessment; proposed solution-update plan; test results; approved solution-change release notes; updated user guidance; and version/change log.
3.2.4 System Optimization and Performance Enhancement Responsibilities:
• Conduct quarterly solution-performance reviews analyzing application and service response, routing, map rendering, and Indoors data performance using telemetry made available by the Government.
• Identify optimization opportunities and implement improvements.
• Monitor user feedback and operational metrics to identify and address performance bottlenecks.
• Recommend and, when authorized, implement solution-level data, query, map, service, and configuration optimizations. Infrastructure resource allocation and database-platform tuning remain Government responsibilities.
• Recommend caching or network changes to the Government environment owner and implement only authorized solution-level caching configurations.
• Monitor Esri releases for new performance enhancements and recommend adoption.
• Provide VALBHS with optimization recommendations and implementation plans.
• Document all optimization activities and performance improvements achieved.
Deliverables (Quarterly): System Performance Review Report; Optimization Recommendations and Implementation Plans; Performance Metrics and Improvement Summary; Quarterly Optimization Report.
3.2.5 Data Maintenance and Support Responsibilities:
• Support VALBHS GIS administrators and designated staff in ongoing data maintenance activities.
• Provide technical guidance for data updates, corrections, and additions to the Indoors geodatabase.
• Maintain data quality standards and validation processes.
• Support Survey123 data collection and integration with Indoors database.
• Assist with publishing approved maps, layers, services, and application updates to the
National VA ArcGIS Enterprise portal.
• Coordinate with VALBHS stakeholders on data review, approval, and change management processes.
• Maintain data documentation and schema as operational changes occur.
• Support corrections and routine data updates to accepted buildings within the ordered support scope. New buildings, major renovations, bulk source-file conversion, or material reconfiguration require a written contract modification or separately exercised optional task.
• Provide VALBHS with data maintenance best practices and recommendations.
Deliverables (Quarterly): Data Maintenance Summary Report; Data Quality Metrics; Change Log and Data Update Documentation; Support Activity Report.
3.2.6 Training and Knowledge Transfer Support Responsibilities:
• Provide refresher training sessions for VALBHS staff on an annual basis.
• Deliver training for new GIS administrators and staff as they join the program.
• Create and maintain training materials including user guides, video tutorials, and quick reference cards.
• Provide on-demand training support for new features or system changes.
• Conduct training sessions on data governance, data maintenance, and change management processes.
• Support VALBHS in establishing internal training programs for staff.
• Maintain training documentation and track training completions.
Deliverables (Annual): Training Schedule and Plans; Training Materials (updated and refreshed); Training Completion Reports; New staff onboarding documentation.
3.2.7 Ongoing Administration Support Responsibilities:
• Provide general administration support including technical documentation updates and maintenance.
• Support Government-directed application group, sharing, and role changes within authorized privileges; enterprise identity and account administration remain Government responsibilities.
• Review Contractor-managed application and sharing configurations for compliance and report suspected platform-security issues to the Government environment owner.
• Provide monthly administration summary reports.
• Coordinate with VALBHS on operational policies and procedures.
• Support stakeholder engagement and governance processes.
Deliverables (Monthly): Administration Summary; authorized access/configuration change log;
compliance-coordination record; and governance-meeting support within the ordered solution-support scope.
4. PERSONNEL QUALIFICATIONS
The Prime Contractor shall satisfy one of the following qualifying paths: (1) be an active Esri Partner Network partner holding the current Indoor GIS Specialty; (2) name an active Esri Partner Network subcontractor holding the current Indoor GIS Specialty that will materially perform and oversee the ArcGIS Indoors work; or (3) include a documented Esri Professional Services engagement that materially supports the Indoors implementation. The Offeror shall provide current Esri documentation and, for a subcontractor or Esri Professional Services arrangement, a signed commitment identifying the work. A general Esri Gold Partner designation alone does not satisfy the Indoor GIS Specialty requirement. No individual diploma, professional license, endorsement, or certification is required unless expressly stated elsewhere in the amended solicitation.
Required Key Personnel:
Project Lead/Indoors Specialist (Base Year and Option Year 1): Minimum three years implementing ArcGIS Indoors or equivalent indoor GIS platforms, including data modeling, geodatabase design, routing, Viewer configuration, deployment, and acceptance.
GIS Technical Lead (Base Year and Option Years): Minimum 5 years in ArcGIS Pro, geodatabase management, data modeling, and field data collection workflows.
Field Verification and LiDAR Lead (Base Year and Option Year 1): Documented experience planning and supervising indoor field surveys and terrestrial or mobile LiDAR capture, control, registration, point-cloud QA, floor-plan extraction, discrepancy resolution, and work in complex occupied facilities.
ArcGIS Enterprise Solution Administrator (Base Year and Option Years): Experience publishing and administering maps, layers, services, groups, sharing, user privileges, and ArcGIS Indoors applications in an ArcGIS Enterprise portal. Platform infrastructure administration is not required for this role.
Data Analyst (Base Year and Option Year 1): Experience in source-data assessment, QA, ETL, CAD/BIM/GIS conversion, migration, and documentation.
Training and Documentation Specialist (Base Year and Option Years): Experience producing Section 508-conformant technical documentation, accessible training materials, user guides, videos, and role-based training.
Technical Support Lead (Option Years 2–4): Minimum three years supporting enterprise GIS applications and data, including incident triage, compatibility assessment, solution-level monitoring, authorized configuration changes, escalation, and knowledge transfer.
Geodatabase and Indoors Data Specialist (Option Years 1–4): Minimum three years managing geospatial schemas, validation rules, data integrity, performance analysis, change control, and recovery dependencies. Platform backup and disaster-recovery administration are not assigned to this role.
All personnel shall comply with applicable VA suitability or background investigation, PIV/badging, privacy and security training, logical-access, position-risk, and data-handling requirements. A security clearance is required only if a separate solicitation provision expressly identifies one.
No key-personnel role is required to be permanently located on site. The Project Lead shall be available for required project-management visits and key stakeholder sessions. The Field Verification and LiDAR Lead and qualified capture personnel shall be on site for scanning and field verification. Other personnel may work remotely when physical access is not required, subject to Government-approved network access, security, privacy, badging, and data-handling requirements. The SOW does not impose a blanket United States residency requirement, but all access remains subject to Government authorization.
5. ASSUMPTIONS, CONSTRAINTS, & PERFORMANCE STANDARDS
Assumptions
• VALBHS will provide timely access to existing data, systems, buildings, and spaces necessary for implementation.
• VALBHS will designate a GIS/Indoors administrator to participate throughout the project and assume ongoing operational ownership.
• Key stakeholders will participate in requirements, design, and approval activities on a timely basis.
• All work will comply with applicable federal, VA, and local policies, including information security, privacy (HIPAA), and records management requirements.
• The National VA ArcGIS Enterprise system owner will provide the Government-hosted target environment, enterprise coordination, applicable reference implementations and standards, and authorized access needed for the ordered work.
• The Government will furnish applicable ArcGIS licensing and entitlements under the National VA Enterprise Agreement and retains platform-administrator, security-approval, and production-authorization authority.
• The National VA ArcGIS Enterprise environment owner is responsible for hosting, infrastructure capacity, enterprise authentication, operating-system and ArcGIS Enterprise maintenance and patching, platform backups and restoration, disaster recovery, antivirus and threat monitoring, server security, platform audit logging, and enterprise incident response.
Constraints
• Mandatory implementation scope is Building 126, approximately 338,058 gross square feet, in the Base Year and the 26 facilities named in Section 3.1, approximately 1,050,034 gross square feet in aggregate, during Option Year 1. These are planning estimates. Attachment A work is excluded unless separately exercised.
• Field surveys and data verification must not interfere with patient care or emergency operations.
• Except for migration from the existing Space Viewer/current ArcGIS source environment, production facility-management, CMMS, work-order, and other enterprise integrations are Attachment A optional work and depend on an identified system, Government-approved interface, data-owner approval, cybersecurity approval, and written Contracting Officer authorization.
• Operational ArcGIS IPS implementation is excluded from the Base Year and mandatory Option Year 1 building rollout. It may proceed only under separately exercised Attachment A Optional Task 1.2 and remains contingent on funding, licensing, infrastructure, and Government security approval.
• Security-sensitive areas may have limitations on detailed mapping, occupancy visualization, or external system integration.
• Contractor has no authority to approve, direct, or modify VA policies, security procedures, or operational workflows. All changes require appropriate department and VA policy authority approval.
Government-Provided Environment and Licensing Constraints:
• All Contractor implementation activities within the Government-provided environment must comply with VA security standards and data protection requirements.
• Contractor must maintain detailed documentation of all system specifications and configurations in formats suitable for VA audit.
• Government-furnished data and data rights in contract deliverables are governed by the Environment, Database, and Intellectual Property Responsibilities section and applicable FAR and VAAR clauses.
• Contractor must provide documented implementation controls, change records, and audit support for VA oversight.
• Contractor must maintain adequate insurance and liability coverage applicable to its services under this contract.
• At contract completion or termination, the Contractor shall deliver current data, configurations, scripts, documentation, dependency records, access and change records, and open-issue information; return or disable Contractor credentials as directed; and not delete Government data or configuration without written Government authorization.
Performance Standards
Base Year Performance Standards:
• All mandatory Base Year tasks and deliverables for Building 126 are completed and accepted in accordance with the approved project plan and this SOW.
• All documentation clear, comprehensive, and suitable for technical and non-technical audiences.
• Indoors geodatabase data accurate, complete, and compliant with Esri Indoors information model specifications.
• Critical-attribute quality: The approved QA plan shall identify all critical attributes. The
Contractor shall perform 100 percent automated validation where technically available and manually inspect at least the greater of 10 percent of Units or 30 Units per floor. The critical-attribute error rate equals erroneous required values divided by required values tested and shall be below 1 percent. Missing or duplicate required identifiers, invalid facility/level/unit relationships, and broken intended route connections are not acceptable.
• Routing performance: For each accepted facility, the indoor routing service shall return a route in less than 2 seconds at the 95th percentile across at least 50 representative start-destination pairs under normal VA network and Government-platform conditions. Document the test environment, routes, timing method, results, and exclusions. Government platform or network outages and external dependencies are excluded.
• Viewer performance: Each mandatory Viewer mode shall load the approved test map and display usable floor-aware content in less than 5 seconds at the 95th percentile on the Government-designated standard workstation, supported browser, and VA network under normal Government-platform conditions. Document cache state, test count, content extent, method, and results. Government platform or network outages and external dependencies are excluded.
• ArcGIS Indoors Viewer in kiosk mode is configured, integrated, and acceptance-tested for Building 126 on the Government-furnished kiosk environment by Base Year completion.
Hardware procurement, installation, warranty, and maintenance are excluded.
• All mandatory Base Year maps, services, Viewer modes, data-collection tools, and routing functions are usable, documented, tested, and integrated with the accepted Building 126 Indoors data.
• Contractor-managed application sharing and access controls are properly configured and tested; enterprise identity and platform controls remain Government responsibilities.
• Implementation data controls, review procedures, comments, dispositions, exceptions, and Government acceptance are documented.
• All designated Government acceptance authorities approve or formally disposition exceptions for the in-scope data. Contractor acceptance is not delayed solely by a stakeholder’s nonparticipation after the documented review and escalation process is completed.
• Training materials comprehensive and validated through user feedback during UAT.
Option Year 1 Implementation Performance Standards:
All 26 named facilities shall be scanned, verified, converted, configured, tested, documented, and accepted in accordance with the approved Option Year 1 schedule and the same mandatory core acceptance requirements applied to Building 126.
Option Years 2–4 Support Performance Standards:
• Critical and non-critical incidents meet the acknowledgement and restoration/resolution standards in Section 3.2.2, subject to the stated business hours and exclusions for Government-controlled dependencies.
• Solution recovery dependencies, export packages, and item/service inventories remain current, and the Contractor participates in Government-directed recovery exercises when scheduled and authorized.
