About this file

This document outlines transportation and detention service requirements for Immigration and Customs Enforcement (ICE) operations across multiple locations in the Philadelphia Field Office Area of Responsibility (AOR), collectively referred to as the Moshannon Enhanced Transportation initiative.

The requirements span six operational locations: Philadelphia, York, Pittsburgh, Dover, Williamsport, and Pike. Philadelphia and York require 24-hour operational coverage for detention, transport, and guard services to manage surge capacity from incoming arrests and transportation needs. Both locations request additional GTI (Government Transportation, Inc.) assets for guard services to handle medical/hospital cases and at least three (3) additional transport teams per day, seven days per week, to support at-large arrest teams with mobile detention facility staging. Pittsburgh and Dover require creation of new hub sites to centralize transportation routes and guard services, relieving Deportation Officers from transport duties so they can focus on field arrests. Pittsburgh requests at least two (2) additional transport teams per day, while Dover similarly requests two (2) teams daily, with the Dover hub site intended to reduce GTI asset demands on the Philadelphia location. Williamsport and Pike, experiencing increased arrest activity, each require one (1) additional transport team per day, seven days per week. All locations utilize the hub site staging model where GTI transportation assets remain positioned near arrest teams to function as mobile detention facilities until capacity is reached or operations conclude, preventing operational disruption by eliminating the need for Law Enforcement Officers to leave field operations for transport duties.

Moshannon Enhanced Transportation

Requirements:

Philadelphia

• Ability to cover 24-hour operational coverage of detention, transport, and all guard service coverage to handle surge of incoming arrests and transportation needs as needed.

• Request for additional GTI assets for guard services to handle any potential medical/hospital case taken into ICE custody from this office.

• Additional GTI transportation assets needed to handle support transportation for at large teams o These assets would be assigned to arrest teams at the hub site that would remain in a staging location nearby from the arrest teams. These teams would act as “mobile detention facility” until the vans are full and/or all operations in the area are completed. This helps not to disrupt at-large teams by having 1 LEO leave operations to transport aliens back to the Philadelphia Field Office. Requesting at least three (3) additional transport teams per day (7 days a week)

York

• Ability to cover 24-hour operational coverage of detention, transport, and all guard service coverage to handle incoming arrest and transportation needs as needed. ERO Philadelphia will be using the York hold rooms as a central staging facility for many of the transportation routes across the AOR.

This helps not to disrupt at-large teams by having 1 LEO leave operations to transport aliens back to the York Sub Office. Requesting at least three

(3) additional transport teams per day (7 days a week)

Pittsburgh

• Creation of a hub site at this location to handle transportation routes, as well as guard services at the office so that Deportation Officers are not in charge of transporting aliens to overnight holds. Deportation Officers are also conducting guard services, where they are better utilized as a force multiplier in the field to make more arrests.

• With the creation of the hub site, additional GTI transportation assets are needed to handle support transportation for at large teams o These assets would be assigned to arrest teams in the office that would remain in a staging location nearby from the arrest teams. These teams would act as “mobile detention facility” until the vans are full and/or all operations in the area are completed. This helps not to disrupt at-large teams by having 1 LEO leave operations to transport aliens back to the Pittsburgh Sub Office. Requesting at least two (2) additional transport teams per day (7 days a week)

Dover

• Creation of a hub site at this location, as the Dover office is making daily arrests and/or CAP pickups. Philadelphia hub site has been utilizing GTI assets to travel to Dover daily and is limiting the amount of GTI coverage in Philadelphia.

This helps not to disrupt at-large teams by having 1 LEO leave operations to transport aliens back to the Dover Sub Office. Requesting at least two (2) additional transport teams per day (7 days a week)

Williamsport and Pike:

• As both offices have surged with more arrests, additional GTI transportation assets are needed to handle support transportation for at large teams o These assets would be assigned to arrest teams in the office that would remain in a staging location nearby from the arrest teams. These teams would act as “mobile detention facility” until the vans are full and/or all operations in the area are completed. This helps not to disrupt at-large teams by having 1 LEO leave operations to transport aliens back to the Williamsport OR Pike Sub Offices. Requesting at least one (1) additional transport team per day for each hub site (7 days a week)
