About this file

This is a detention and transportation pricing template in Excel format for the Turn-key Detention Facilities RFP (Solicitation No. 70CDCR26R00000026) issued by the Department of Homeland Security's Immigration and Customs Enforcement (ICE), Office of Acquisition Management, Detention Compliance and Removals.

The template is designed for offerors to submit pricing for detention facility operations and transportation services across four separate requirements: Denver Area of Responsibility, Miami Area of Responsibility, Philadelphia Area of Responsibility, and Seattle Area of Responsibility. The anticipated contract vehicles are hybrid Firm-Fixed-Price and Labor-Hour Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, each with a 120-month ordering period inclusive of a 60-day transition period and potential six-month extension options. Contractors will be required to provide comprehensive turnkey detention facility services including secure custody, care, supervision, and safekeeping of ICE detainees operating 24 hours per day, 7 days per week, 365 days per year. Requirements A, B, and C are for Non-IHSC-staffed facilities, while Requirement D is for an IHSC-staffed facility. The Government anticipates making separate single-award contracts for each requirement, with evaluation and awards conducted individually.
