About this file
This is an addendum to a federal contract solicitation specifying facility-specific requirements for an Immigration and Customs Enforcement (ICE) detention facility in the Miami Area of Responsibility (AOR).
The facility must be located within 50 driving miles of the DHS/ICE/ERO Miami Field Office in Plantation, Florida, with appropriate proximity to emergency services and airport access. The facility will house approximately 600 male detainees, 100 female detainees, and zero juveniles or families, with capacity for special management units for administrative and disciplinary segregation. The contractor must comply with National Detention Standards 2026 and accommodate only Level 1 (Low) and Level 1.5 (Medium Low) risk detainees. The facility must provide ICE/ERO administrative space for approximately 80 employees, including 15 offices, 65 cubicles, one VTC room, and one secure contact window, along with supporting infrastructure such as breakrooms, IT rooms, secure file rooms, training facilities, and employee fitness/locker areas. Additional requirements include ICE/Processing/Holding Space with capacity for at least 50 detainees in separate large, small, male, female, and segregation rooms; ICE Health Services with medical intake, ambulatory care, and support units; ICE/OPLA office space for 5 attorneys and 5 legal assistants; and Executive Office for Immigration Review (EOIR) space with 2 courtrooms equipped for video teleconferencing and supporting judge and staff offices. The facility must provide secured surface parking for approximately 113 vehicles (90 employee spaces, 10 visitor spaces, 13 bus spaces), all furniture and case goods per ICE Design Standards, and telecommunications infrastructure including phone lines, fax capabilities, and VTC systems. The contractor must supply 20 Case Processing Specialists at the required facility and 30 at the Miramar field office, provide hospital post staffing using a one-to-one officer model, support ground transportation (historical FY2025 data: approximately 83,333 miles and 7,100 missions), and provide Other Direct Costs including food, clothing, toiletries, and supplies upon request by the Contracting Officer's Representative (COR), with monthly reporting requirements. The Offeror may be required to perform additional movements as directed by the COR.

Hospital Posts
To ensure detainees are adequately supervised in the event hospitalization is required, the contractor is required to ensure staff availability in accordance with the following model:
• 10 Officers: Assigned on a one-to-one basis with each detainee
• 2 Rover Officers: To provide relief coverage, assist with emergencies, movement coordination, and support operational needs throughout the facility
• 1 Lieutenant: To provide on-site supervision, oversight of staff, coordination with hospital administration, incident management, and overall operational accountability
This staffing model will require a total of 13 personnel per shift. Given the continuous nature of hospital coverage, the overall staffing impact would be significant and would likely require extensive overtime utilization and/or temporary reassignment of personnel to sustain operations while maintaining adequate security coverage at the detention facility.
The one-to-one officer assignment is essential to ensure continuous observation and control of each detainee, while the rover positions provide the flexibility needed to address breaks, emergencies, and unforeseen operational requirements. Dedicated supervisory oversight is also critical to ensure consistent communication, accountability, and operational effectiveness.

Other Direct Costs
Upon request by the COR or designee, the Contractor is responsible for providing additional items, to include food. These Other Direct Costs (ODC) are not included as part of the regular detention services offered at the facility and not already incorporated in the facility operating cost. These ODC may be initiated due to detainees being held at nearby holding sites and in transit to other facilities or the airport. The contractor is responsible for the procurement, receiving, tracking, inventory, and storage of all ODCs necessary for the wellbeing, safety, and security of detainees. If the procurement of such welfare items and other direct costs is restricted by federal policy or regulation, the government will then provide such items. Proper levels of inventory must be maintained for emergency purposes and to avoid shortages/outages. Items must be stored in a safe, secure manner to avoid theft and spoilage. Contractor must provide a monthly report to the COR showing the numbers of each item purchased, received, and distributed. This report will be the required backup data when submitting invoices. A comprehensive expected procurement list of other direct costs is attached to this PWS.
Examples of ODC items are listed below. The list is not all inclusive and can be modified at any time. All other direct costs must be reviewed/approved by the Facility Assistant Field Office Director (AFOD) and/or the COR before the contractor procures such items.
-Clothing - Shoes, Uniforms, undergarments;
-Blankets, sheets, and towels;
-Property bags, garbage bags;
-Toiletries - Deodorant, Toothpaste, Toothbrushes, combs, feminine hygiene products, bodywash;
-Detainee Food – Frozen meals, sack lunches, snacks;

Any property/equipment/supplies purchased through this reimbursable contract line-item number (CLIN) by the contractor for use in performance of this PWS will transfer title to the Government and must be titled to the Government and managed in accordance with FAR 45.
