About this file
This is a Pre-Renovation Asbestos Inspection and Lead Paint Screening Report for Building 07 at the Montrose Veterans Administration Medical Center in Montrose, New York, dated May 9, 2024. The inspection was conducted by Terracon Consultants, Inc. on March 4-7, 2024, in preparation for the Electronic Health Records Modernization (EHRM) Infrastructure Update project (VA Project No. 620-22-700). The report documents comprehensive environmental sampling to identify asbestos-containing materials (ACM) and lead-containing paint (LCP) that would be impacted by planned renovation activities. Terracon collected 418 bulk samples from 135 homogeneous areas and performed 1,987 painted surface readings using X-ray fluorescence (XRF) technology. The building, constructed in 1930 and comprising approximately 60,000 square feet across four levels, revealed significant ACM contamination requiring regulatory compliance.
The inspection identified multiple types of ACM throughout the building, including chrysotile asbestos in floor tiles and mastic (ranging from 1.28% to 25% content), pipe insulation (up to 36.4% chrysotile), radiator insulation boards, roof tar materials, caulking, and other building components. All identified ACM was rated in fair condition. The report also detected lead in 498 of 1,987 tested painted surfaces, including white and black paint on drywall, plaster walls, wood and metal window components, door components, and metal radiators. The report recommends that any ACM impacted by renovation activities must be properly removed and disposed by a state-licensed asbestos abatement contractor prior to work commencement, in compliance with federal, state, and local asbestos regulations (40 CFR Part 61 Subpart M, NESHAP, and New York CRRL Part 56). Lead-containing paint disturbance must comply with OSHA Lead Construction Standard (29 CFR 1926.62) and VA project specifications.

1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted a pre-renovation asbestos inspection and lead-containing paint screening scope of services regarding Electronic Health Records
Modernization (EHRM) Project Number 620-22-700 renovation project scheduled for
Building 07 at the Montrose VA Medical Center (VAMC) located at 2049 Albany Post Road in
Montrose, New York. The project-specific pre-renovation asbestos inspection and lead-containing paint screening scope of services was conducted on March 4-7, 2024 by State of
New York-accredited asbestos inspectors, in general accordance with Terracon proposal number PJ2247041, dated March 1, 2024. Terracon was escorted through the building by
VA representative Mr. Mark Cooperman who provided access to the restricted areas within the interior of the building. Components within the project-specific interior and exterior accessible areas were inspected, and homogeneous areas of suspect asbestos-containing materials (ACM) were visually identified and documented for the purpose of subsequent sample collection and laboratory analysis to determine asbestos-content. Although reasonable effort was made to inspect accessible suspect materials, additional suspect but unsampled materials could be located in walls, in voids, or in other concealed areas. A New
York licensed lead inspector performed the lead-containing paint screening. An X-ray fluorescence (XRF) analyzer was used to collect readings from select painted components anticipated to be impacted by the planned renovation.
1.1 Project Objective
Terracon understood our scope of services was requested by the Client due to planned interior and exterior renovations within Building 07 on the campus of the Montrose VAMC.
Asbestos inspections are required prior to renovation and demolition activities to satisfy requirements of the United States Environmental Protection Agency (USEPA) 40 Code of
Federal Regulations (CFR) Part 61, Subpart M, the National Emission Standards for
Hazardous Air Pollutants (NESHAP) regulation. The purpose of the lead-containing paint screening was to provide general information so that contractors who disturb paints with lead can take the appropriate actions to comply with US Occupational Safety and Health
Administration (OSHA) regulation 29 CFR 1926.62 – Lead in Construction.

2.0 PROJECT DESCRIPTION
Our scope of services included the interior, exterior, and roofing materials associated with
Building 07, which Terracon understood is planned for an upcoming renovation project.
The site building was constructed in 1930 and is approximately 60,000 square feet of interior space include the ground level, first level, second level, and attic level. The
3.0 FIELD ACTIVITIES
3.1 Asbestos Inspection
The asbestos inspection was conducted on March 4-7, 2024, by Mr. Jujuan Rivera and Mr.
Robert Vintayen, who are State of New York accredited asbestos inspectors, Copies of Mr.
Rivera and Mr. Vintayen’s asbestos inspector licenses are attached as Appendix D. The inspection was conducted in general accordance with the sample collection protocols established in USEPA 40 CFR Part 763, Subpart E, Section 763.86, AHERA. A summary of inspection activities is provided below.
3.1.1 Visual Assessment
Inspection activities were initiated with visual observation of the accessible project-specific areas referenced above to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application.
3.1.2 Physical Assessment
A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material which can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.
3.1.3 Asbestos Sample Collection
Based on the results of the visual observation, bulk samples from suspect ACM were collected in general accordance with USEPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
Facilities | Environmental | Geotechnical | Materials 3
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.
Terracon collected a total of 418 bulk samples from 135 homogeneous areas (HA) of suspect ACM. A summary of samples collected from suspect ACM during the inspection is included in Appendix A. Appendix A also includes the analytical results for each sample.
Collected bulk samples were submitted under chain of custody to Laboratory Testing
Services, Inc. (LTS) of Long Island City, New York for analysis. Collected bulk samples were analyzed by polarized light microscopy (PLM) via NEW York (NY) Environmental Laboratory
Approval Program (ELAP) Method 198.1, PLM non-organically bound (NOB) via NY ELAP NY
ELAP Method 198.6, and transmission electron microscopy (TEM) NOB via NY ELAP Method
198.4. LTS is accredited for bulk asbestos analysis under the National Voluntary Laboratory
Accreditation Program (NVLAP), accreditation number 101958-0, and New York State
Department of Health (NYSDOH) ELAP lab ID number 10955.
3.2 Lead-Containing Paint Screening
The lead-containing paint (LCP) screening was completed by Mr. Sammy Marrero, a New
York State-licensed lead inspector. The purpose of the LCP screening was to assess for the presence of lead in coatings that might be present on surfaces that will be impacted by the renovation project.
The Terracon representative used a Comm Viken Detection Mod Pb-200i handheld XRF lead paint analyzer (serial number 3419), which has direct-reading capability, to screen for lead content on surface coatings. The XRF is a portable electronic device that emits x-rays at various energy levels. The x-ray energy excites electrons in the outer orbits of lead atoms.
The detector in the XRF unit reads this excitation and translates it into a semi-quantitative reading of lead present per surface area. XRF technology allows the detection of lead in a painted surface, even several layers below the surface, without disturbing the painted surface. Using the manufacturer-provided calibration block, Terracon calibrated the XRF unit to approximately 1.0 mg/cm2 (minimum of three readings) and performed a positive calibration check prior to conducting the screening services. The calibration process was repeated at the end of the sampling process.
Using the XRF, Terracon obtained a total of 2,053 reading which included 66 calibration readings for a total of 1,987 readings of painted surfaces to evaluate for the presence of
LCP. A summary of the obtained readings is included in Appendix B.

4.0 REGULATORY OVERVIEW
4.1 Asbestos
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any materials other than
Category I materials that contain more than 1% asbestos.
Friable ACM, Category I and Category II non-friable ACM which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM).
In the state of New York, asbestos activities are regulated by the New York Department of
Health (NY DOH) under 12 New York (NY) Codes, Rules, and Regulations (CRR) Part 56.
The NYDOH requires that any asbestos-related activity conducted in a public building be performed by personnel accredited by the NY DOH.
Asbestos abatement must be conducted under the direct supervision of a New York accredited asbestos project monitor. An asbestos abatement design must be prepared by a
New York accredited abatement designer for each individually permitted removal of more than 160 square feet 260 linear feet or 35 cubic feet of regulated asbestos containing materials (RACM) conducted in public areas. Third-party air monitoring must be conducted during the abatement activities in accordance with NYCRR Part 56 requirements.
NYCRR Part 56 requires that no person remove more than 35 cubic feet (1 cubic meter), 160 square feet (15 square meters), or 260 linear feet (80 linear meters) of RACM, without a permit issued by the NY DOH. Applications must be postmarked or received by the NY
DOH at least 10 working days prior to the scheduled removal start date.
OSHA’s general industry asbestos standard (29 CFR 1910.1001) requires employers to exercise due diligence in complying with the requirements to inform their employees and affected contractors working in the facility about the presence and location of both ACM and materials assumed to contain asbestos.
The OSHA Asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos during construction and maintenance activities. The standard classifies construction and maintenance activities which could disturb ACM and specifies
Facilities | Environmental | Geotechnical | Materials 5 work practices and precautions which employers must follow when engaging in each class of regulated work. States which administer their own federally approved state OSHA programs may require additional precautions.
A full copy of the OSHA asbestos standard for general and construction industry may be found at OSHA’s website (www.osha.gov) and should be referenced for specific information.
4.2 Lead Paint
As applicable to this project, lead is regulated by OSHA. OSHA regulates lead exposure to workers. For the purpose of the OSHA lead standard, lead includes metallic lead, inorganic lead compounds, and organic lead soaps. A synopsis of the OSHA regulations (29 CFR
1926.62) and the applicability are described below.
The OSHA Lead Standard for Construction (29 CFR 1926.62) applies to construction work where an employee may be occupationally exposed to lead. Work related to construction, alteration, or repair (including painting and decorating) is included. The lead-in-construction standard applies to any detectable concentration of lead in paint, as even small concentrations of lead can result in unacceptable employee exposures depending upon on the method of removal and other workplace conditions. Under this standard, construction includes, but is not limited to, the following:
◼ Demolition or salvage of structures where lead or materials containing lead are present.
◼ Removal or encapsulation of materials containing lead.
◼ New construction, alteration, repair, or renovation of structures, substrates, or portions containing lead, or materials containing lead.
◼ Installation of products containing lead.
◼ Lead contamination/emergency clean-up.
◼ Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed; and, ◼ Maintenance operations associated with construction activities described above.

The asbestos sampling summary is included in Appendix A and the laboratory analytical report is included in Appendix B. Photos are included of the ACM identified in Appendix E.
If any unsampled suspect materials are discovered during the course of renovation activities
(e.g., materials concealed/hidden in walls; materials not listed in Appendix A), these materials must be assumed as asbestos-containing unless sampled by a New York accredited asbestos inspector and laboratory analysis refutes the positive assumption.
If any of the identified ACM will be impacted by the renovation project, the ACM will need to be properly removed and disposed by a state-licensed asbestos abatement contractor prior to renovation activities in accordance with applicable federal, state, and local asbestos regulations, as well as in accordance with VAMC project specifications.
5.2 Lead Paint
Based on the XRF screening, lead concentrations were detectable by the XRF instrument in
498 of the 1,987 surfaces tested within the renovation project areas. Typical painted components throughout the inspection area with detectable LCP include the following: a comprehensive list of components, lead concentrations, and locations is included in Appendix
B:
o White paint on drywall walls
