About this file

This is a Price Breakout Schedule template that contractors must use when submitting proposals for construction projects to the VA Network Contracting Office 9. The template requires contractors to provide detailed cost breakdowns organized by construction divisions (General Conditions, Concrete, Masonry, Metals, HVAC, Electrical, Plumbing, etc.) with labor, material, and equipment costs itemized for each line item. Contractors must break down costs to the greatest degree possible and cannot submit lump sum prices for entire divisions or subdivisions when further breakdown is feasible.

The template mandates specific administrative information including the applicable VA Medical Center, proposal date, job title, project number, and solicitation number. All divisions must be listed even if not applicable to the project. Overhead is calculated at 10% of subtotal, profit at 10%, and bond/fee/permits/licenses at 3%, with a 6% tax applied to materials. The instructions emphasize that lump sum breakdowns are not acceptable, that Government is not bound to accept any subsequent price breakdown provided, and that contractors should provide thorough initial breakdowns in their best interest. This template or an equivalent providing the same level of detail is required for all proposals submitted to VA Network Contracting Office 9 as of June 30, 2016.
