RFI Questions & Responses:
204. Question: Could the Government confirm whether Offerors may organize submissions into three volumes: Administrative, Technical, and Price, and clarify where the SF1442, Representations & Certifications, and Database Registration information (SAM, SBA, SDVOSB, VETS-4212) should be placed?
Answer: Yes, submissions may be organized into three volumes, administrative, Technical, and Price. Organization of said volumes is at contractors’ discretion.
205. Question: The solicitation requires submission of one electric copy of an original, completed, signed SF24 Bid Bond via email, while also stating that the bid guarantee must be on an original SF24 with wet-ink signatures by bid opening. Could the Government confirm that submission of a scanned electronic copy of the original wet-ink SF24 Bid Bond via email satisfies the submission requirement at bid opening, and that the original hard-copy bond need only be provided upon Government request?
Answer: All submission materials are to be electronic only. Should the Government request an original copy, the contractor would be required to provide it upon request.
206. Question: Could the Government clarify whether "successful completion” of a project refers to final completion of the entire project by the prime contractor or beneficial occupancy by the Government?
Answer: Final completed projects or percentage in accordance with the evaluation factor.
207. Question: Could the Government please confirm whether "successful completion" of a project where the Offeror or a member of the Offeror's team performed as a subcontractor, will be considered satisfied if the subcontractor's scope of work has been fully completed and accepted by the prime contractor and/or owner even if the overall project is still ongoing?
Answer: See response above in question #3.
208. Question: Could the Government please clarify whether Requirement 1 and 2 represent two separate past performance references (CPARS and PPQs), or whether there is a distinction between the two requirements?
Answer: Dependent on projects being utilized for each factor, some may cover multiple projects where others may need multiple projects to meet all requirements.
209. Question: Historic Restoration Scope Limits: Please clarify whether the Contractor’s scope includes repair/restoration of all deficiencies identified in the Historic Conditions Assessment Report and Existing Conditions Photographs, or only those repairs specifically shown on the construction drawings and specifications.
Answer: The scope of the project is per the solicitation which includes drawing, specifications, and statement of work. The contract is to repair B35 in accordance with these documents.
210. Question: VA VPIH/CIH Services: Please confirm that VA-provided VPIH/CIH services will be available to support scheduled abatement activities, including inspections, air monitoring, clearance testing, and release of work areas.
Answer: The VA provides third-party inspection for this activity, in addition to COR support.
211. Question: Mission Critical Systems: Please identify any mission critical systems routed through or adjacent to Building 35 that may be impacted by construction activities.
Answer: It is the General Contractor's responsibility to protect the electrical circuits, fire alarm system connections, and the fiber optic cabling connecting the building to surrounding buildings.
Reference Drawings in page VF101.

212. Question: Interior Field Office: Will the Contractor be permitted to utilize an existing interior space within Building 35 as a temporary field office? If so, please identify the location, size, available utilities, and restrictions.
Answer: Yes, you may use the building as office space; however, please bear in mind that the entire building will be affected by the restoration work, so you will need to relocate the office periodically to avoid disrupting the various construction phases.
213. Question: Temporary Power: Please confirm whether existing on-site electrical power may be used for construction operations and identify any metering, connection, capacity, usage, or cost requirements.
Answer: You may use the power available in the building; it is the GC's responsibility not to waste any resource provided by the VA.
214. Question: Temporary Water: Please confirm whether existing domestic water may be used for construction operations and identify any backflow prevention, metering, connection, usage, or cost requirements.
Answer: You may use the water available in the building; it is the GC's responsibility not to waste any resource provided by the VA.
215. Question: Existing Controls Integration: Please clarify the required scope for integrating new and existing HVAC controls into the VA’s existing control system.
Answer: The scope is identified in Solicitation documents, drawings, specifications and statement of work.
216. Question: Is there any dual hatting of field personnel allowed on this project?
Answer: This will not be permitted, particularly in the QC, Safety, Superintendent, and PM areas, as it creates a conflict of interest.
217. Question: Sales Tax Exemption Letter: If tax exempt, please confirm whether the Contracting Officer will provide a sales tax exemption certificate or letter.
Answer: No, Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.
218. Question: Davis-Bacon Specialty Trades: Please clarify applicable wage classifications for theater rigging installers, AV technicians, historic plaster restoration workers, slate roofers, and decorative restoration trades.
Answer: The Government doesn’t classify your labor categories; this is upon the contractor to determine the appropriate classifications in accordance with the SCA and wage determination.
See updated Davis-Bacon Wage Determination and SCA Wage Determination attachments, both are included due to possible labor classifications as to which one applies.
