About this file
This is a bid specifications document for the restoration of Building 35 Theater at the James H. Quillen Department of Veterans Affairs Medical Center in Mountain Home, Tennessee (Project #621-24-103). The specifications encompass comprehensive construction work including general construction, alterations, restorations, and site work as detailed in the associated drawings and technical specifications.
The project scope includes selective demolition of existing structures, asbestos abatement, structural steel and masonry work, thermal and moisture protection systems, roofing with slate shingles or synthetic tile alternatives, openings (doors, windows, glazing), interior finishes (gypsum board, painting, acoustical ceilings, carpeting), fire suppression systems, plumbing, HVAC systems, electrical installations, communications systems, electronic security systems, and theater-specific equipment including projection screens and stage lighting. The base bid includes selective replacement of broken or failing slate roof tiles, with Alternate No. 1 providing full slate roof replacement with synthetic tiles, and Alternate No. 2 offering complete theater seating replacement. The contractor must develop a Critical Path Method (CPM) schedule within 10 days of Notice to Proceed, maintain as-built drawings, provide photographic documentation with interactive digital indexing, furnish operation and maintenance manuals, and conduct comprehensive training for VA personnel. Warranty management requirements include extended coverage for roofs, HVAC balancing, pumps, motors, transformers, and commissioned systems, with 4-month and 9-month post-acceptance inspections. The project requires compliance with VA security procedures, coordination with ongoing medical center operations, and adherence to historic preservation protocols given the theater's historic significance.
