SECTION L
1 52.212-1 ADDENDUM – OFFER PREPARATION INSTRUCTIONS
1.1 To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of three (3) volumes:
1. Volume I – Price Proposal
2. Volume II – Technical
3. Volume III – Security
1.2 The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
2 GENERAL INSTRUCTIONS
2.1 Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
2.1.1 Requirements of the solicitation (Item Numbers), PWS, Government standards and regulations pertaining to the PWS.
2.1.2 Evaluation Factors for Award.
2.1.3 Format
2.1.3.1 Offerors submitting a proposal in response to this SOLICITATION shall submit one (1) copy. Text shall be single spaced, on a 8 ½ x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 12 point. Pages shall be numbered consecutively within each volume. The page limits prescribed below are maximum limits for each volume. Cover pages, tables of contents, cross-reference matrix, tabs, and glossaries shall not be counted against prescribed page limits. Additionally, clauses referenced in the SOLICITATION requiring “fill-in” information from the offeror will not be included in the total page count. Pages submitted in excess of these limits will not be read or considered in the Government’s evaluation of the proposal. Use separate files for each volume to permit rapid location of all portions of the proposal, including sub-factor required plans, exhibits, annexes, and attachments, if any. If files are compressed, the necessary decompression program must be included.
The electronic copies of the proposal, as applicable, shall be submitted in a format readable by Microsoft (MS) Word, MS Excel, and MS PowerPoint, with the extension having an “x” at the end of the doc or PDF format. The Price Volume tables shall be submitted in a format readable by MS Excel. Word documents - Set “save as type” to “Word Document (*docx)” only. Excel spreadsheets - Set “Save as type” to Microsoft Excel Workbook (*xlsx).” PowerPoint presentation - Set “Save as type” to “Microsoft PowerPoint Presentation (*.pptx).”
Each Offeror shall submit proposals electronically via email to Quade McGuire at quade.mcguire@us.af.mil AND Shelly Bachison at shelly.bachison@us.af.mil.
The offeror shall submit proposals for consideration no later than 2:00 pm (Mountain Standard Time), March 18, 2024. The Government shall confirm receipt via email. Only one (1) proposal shall be submitted, per company, in response to this requirement. Proposals received after the date/time specified will not be evaluated. In accordance with FAR Subpart 4.8, the government will retain one copy of all unsuccessful proposals.
2.1.3.2 Discrepancies. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.
2.1.3.3 Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contraction Officer (CO). Any questions whether technical or contractual in nature shall be submitted in writing through email to the Contracting Officer and the Contract Specialist. Questions and Answers my be submitted in writing to Quade McGuire at quade.mcguire@us.af.mil AND CO Shelly Bachison at shelly.bachison@us.af.mil. Questions will be consolidated and responses forwarded to all contractors. Contractors shall address any assumptions and proposed exceptions to the CO in their proposal.

3 SPECIFIC INSTRUCTIONS:
3.1 Volume I – Price – Submit one (1) electronic copy.
3.1.1 Complete blocks 12, 17a, 30a, 30b, and 30c for the RFP Section A of the SF1449. In doing so, the Offeror accepts the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
3.1.2 General Instructions - The pricing criteria will be: (1) Reasonableness, (2) Balance, and (3) Total Evaluated Price as defined in FAR 52.212-2 Addendum – Evaluation Factors for Award – Commercial Items of the RFP which will be assessed from the information provided in this volume. Offerors shall review FAR 52.212-2 Addendum Evaluation Factors for Award – Commercial Items criteria to ensure the minimum requirements are met.
3.1.3 Total Evaluated Price (TEP)
3.1.3.1 Cost or Pricing Information Requirements - IAW FAR 15.402, 15.403-1(b) and 15.403-3(a), “information other than cost or pricing data” may be required to support price reasonableness. If, after receipt of proposals, the CO determines that there is insufficient information available to determine the reasonableness of the proposed pricing the Offeror shall be required to submit additional information other than cost or pricing data. If, during the source selection process, the CO determines that adequate competition no longer exists, then cost and pricing data may be required.
3.1.3.2 Rounding - All dollar amounts provided shall not extend beyond two decimal places (i.e. penny).
3.1.3.3 Pricing Assumptions - Summarize all significant pricing assumptions, scope limitations, and qualifications of the price proposal within the introduction of the Price Volume.
3.2 Volume II – Technical
3.2.1 Limited to no more than thirty (30) pages. Submit one (1) electronic copy. The proposal shall not simply restate or rephrase the Government’s requirement, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. An Offeror shall assume that the Government has no prior knowledge of their facilities and experience. The government will base its evaluation on the information presented in the proposal. The following technical sub factors will be evaluated in accordance with FAR 52.212-2 Addendum of the solicitation.
3.2.2 Sub-Factor 1: Certification and Accreditation (Basic PWS Par. 3.1 and 3.6)
3.2.2.1 The Offeror shall provide certification and accreditation through the American National Standards Institute (ANSI) – American Society for Quality (ASQ) National Accreditation Board (ANAB). Offeror shall provide certification that are qualified to provide ISO 9001:2015 surveillance inspections and certification under the AS9110C quality standard.
3.2.3 Sub-Factor 2: Inspection abilities (PWS Par. 3.8)
3.2.3.1 The Offeror shall provide a strategy plan for accomplishing the initial certification inspection within the time constraints identified in PWS para 3.8. The plan shall detail the initial certification process from initial task order award through initial certification.
3.2.4 Sub-Factor 3: Past Experience (PWS Basic Para 1)
3.2.4.1 The Offeror shall demonstrate that they have a minimum of three (3) years’ experience providing AS9110C surveillance inspection and certification. Experience shall justify the contractor’s qualification for providing inspection and certification to an aircraft depot maintenance environment.
3.3 Volume III – Security
3.3.1 Security Requirement
3.3.1.1 The Offeror and all personnel hired to fulfill this contract shall possess a SECRET security clearance or be able to attain one within 120 calendar days following basic contract award. The contractor shall provide a plan on how they will meet the 120-day requirement.
