How Many Processes at Site (Process examples: Contract Review, Design, Purchasing, Production, Management) 1 Hill AFB, UT 5,400 77 About
3.8M sf For the macro-processes, HAFB does purchasing, production, and management of DEPOT processes amongst the 15 squadrons throughout HAFB.
HAFB supports Maintenance Repair & Overhaul (MRO) operations, and associated supporting and leadership processes. HAFB does not do design.
We have thousands of small processes (e.g. paint, plaiting, parts overhaul, aircraft modification, etc.)
2 Kadena, Japan 64 7 Approx.
350K Kadena also does purchasing, production, and management, but doesn’t do as many of the smaller processes done at Hill. They still do parts overhaul, corrosion control, and testing.
3 Davis-Monthan
AFB, AZ
540 9 Approx.
444K
Davis-Monthan (AMARG) does most of the same processes done at HAFB at a smaller scale. They also lack some of the smaller processes such as plating, and other small commodity-related processes.
4 Randolph AFB, TX

Randolph (575th AMXS) does most of the same processes done at HAFB at a smaller scale and only for the T-38 MDS. They also lack some of the smaller commodities processes.

Questions:
1. It would be very much appreciated if you could provide an aerial view of where the 77 buildings are located and approximately how many employees work at each building. The reason this information is needed is so the potential vendor can quote each building individually since they will be a Multiple Site Certification Structure.
2. There are 7 buildings located in Japan, again a map or ariel view of where they are and approximately how many employees are at each site will be needed for our proposal.
3. Davis Monthan – 9 buildings, same, need some ID on where the buildings are and approximately how many employees are at each building.
4. Randolf – 108 employees, 8 buildings. How many at each building and where are they located.
Answers:
We cannot provide details to that extent. Exact location arial maps, capabilities and personnel information would be a security risk. This is a single site certification, and all the maintenance areas are grouped within an approximate square mile. The same applies to items 2-4.

1.) Will this RFQ be 100% full audits onsite annually or would you prefer utilizing audit frequency for calculating audit time, meaning not all sites would be visited each calendar year.
Answer: Only the initial certification inspection and recertification inspections (every 3 years) are full onsite audits.
2.) Should the responsibility for auditors “secret security clearance” be factored into the bid proposal by the CB or will the government be providing the funding for this clearance?
Answer: The Government will pay for the processing of the security clearances, but the contractor should factor in the costs of an FSO or any other means to maintain the security clearances.
3.) Will the secret security clearance be in place 120 days prior from audit start date or from when the audit is awarded?
Answer: The security clearance will need to be in place for the stage II (certification inspection). The secret security clearances must be in place at least within 180 days after the basic contract is awarded.
4.) Wanted to confirm the Surveillances are to be performed annually? Or semi-annually
Does your organization design any of its own MRO process or distribution process?
Yes No ***By checking no you declare that your organization only uses customer provided requirements, OEM requirements or industry standard requirements.
x
Answer: Surveillance will be annual after the certification inspection.
5.) Confirming the option for each site is only a recertification not a full 3-year cycle?
Answer: The 6-month option period does not extend the full 3-year inspection cycle. The option period allows the Government to extend the terms of the contract and gives the Government the ability to request another inspection (e.g., recertification or special inspection) as needed.
