About this file

This document is a Performance Work Statement (PWS) for Utility Management (Section C - 1601000) detailing comprehensive utility management services for a federal contract. The scope covers management and support of utility systems including electrical, natural gas, wastewater, and water infrastructure. Key performance objectives include providing utility management services to ensure utility systems support installation mission requirements, with specific focus on utility service orders, operations management, and infrastructure condition assessments.

Critical contractor responsibilities include maintaining utility maps, coordinating utility outages, performing emergency and routine service orders, managing asset inventories, and conducting annual equipment condition assessments. Performance standards mandate timely service order completion (emergency orders within one hour, routine orders within 30 calendar days), updating NAVFAC MAXIMO asset management system within specified timeframes, and aligning utility management strategies with NAVFAC Utilities and Energy Management Product Line objectives. The contractor must ensure safe, reliable, and cost-effective utility services while maintaining detailed documentation, asset tracking, and condition reporting across multiple utility system types.
