About this file

This document is an Amendment 0007 pre-award inquiry response for a Base Operations Support (BOS) contract for Naval Air Station (NAS) Sigonella in Italy. The solicitation covers comprehensive maintenance and support services across multiple functional areas including custodial, pest control, integrated solid waste management, grounds maintenance, facility maintenance, and various system inspections and maintenance for different funding activities such as CNRE, DLA, Space Force, and Global Hawk.

Key highlights include clarifications on scope changes from previous amendments, particularly the removal of Defense Health Agency (DHA) related activities, confirmation of remaining service areas, and responses to detailed vendor questions about equipment inventories, work frequencies, funding allocations, and technical specifications. The government consistently directed vendors to refer to revised attachments provided with Amendment 0007, particularly the J-0200000-12 ELIN schedule. The amendment addresses numerous technical and administrative queries, ranging from recycling container capacities to vertical transportation equipment maintenance, while maintaining the overall contract structure and requirements.

TAB J Antimafia Screening This inquiry pertains to Anti-Mafia compliance in relation to subject solicitations. Offerors must comply with Italian Anti-Mafia legislation, either by obtaining Anti-Mafia White List status or by being certified by the relevant Italian Prefecture (Prefettura) where the firm is registered to operate. This certification must be renewed every six months.

It is important to clarify that the Anti-Mafia Certificate cannot be requested independently or directly by the contractor, regardless of their nationality. Only the Contracting Authority—in this case, the U.S. Government—may request this certification through an authorized local Italian Military Command. The Prefecture, acting on the request of the local Italian Military Engineering Command initiated by the Contracting Officer, does not issue certificates to private individuals or companies. Only public entities or state-controlled companies are eligible to receive such certification. Any request made independently by private parties will not be processed by the Prefecture.

In the context of U.S. Government solicitations, contractors have customarily submitted Self- Certifications in accordance with Art. 75 of D.P.R. 554/1999, as amended by Art. 2 of D.P.R.

412/2000, and Substitutive Declarations as per Art. 48 of D.P.R. 28 December 2000, No. 445.

It is also important to note that White List registration is not applicable to general contractors unless they perform specific activities deemed particularly susceptible to mafia infiltration. Registration in the White List is mandatory only for companies operating in sectors explicitly listed under Art. 1, Paragraph 53 of Law 190/2012, including but not limited to:

• Extraction, supply, and transport of earth and inert materials

• Packaging, supply, and transport of concrete and bitumen

• Rental of machinery without operators (cold hire)

• Supply of wrought iron

• Hot freight transport

• Road haulage for third parties

• Construction site security services

• Funeral and cemetery services

• Catering and canteen services

• Environmental services, including collection, national and cross-border transport (including for third parties), waste treatment and disposal, remediation and reclamation activities, and other waste management services This list is subject to updates by decree of the Ministry of the Interior.

For firms not engaged in any of the listed activities, registration in the White List is neither required nor permitted by the Italian Government/Prefettura.

Therefore, we respectfully request confirmation that, as per the position of the Italian Authorities, compliance with the Anti-Mafia Requirements under the solicitation is met by submitting the following documentation:

• Anti-Mafia Self-Declarations, and

• DURC (Documento Unico di Regolarità Contributiva) These documents provided by the Italian certified Key Subcontractor should be deemed sufficient where the firm’s activities do not fall under those requiring White List registration.
