About this file
This document is a Performance Work Statement (PWS) for Electrical Services, specification number 1602000, detailing comprehensive electrical maintenance requirements. The specification covers recurring and non-recurring electrical work, focusing on electrical power high voltage maintenance and photo-voltaic solar panel maintenance. Key requirements include developing and implementing preventive maintenance (PM) programs for electrical systems, with specific emphasis on high voltage systems and photo-voltaic panel systems.
The contractor must provide fully trained and certified electrical technicians who can efficiently operate, maintain, and repair electrical power generation, transmission, and distribution systems. Specific maintenance tasks include cleaning and verifying integrity of PV panels, checking electrical connections, performing thermal imaging, and ensuring system functionality. The PWS mandates bi-annual inspections of various electrical components, requires detailed maintenance reports, and emphasizes adherence to national safety standards like UFC 3-560-01. Non-recurring work can be ordered through FedMall or task orders, with performance standards matching those of recurring work. The specification also includes strict requirements for personnel certification, safety protocols, and an Arc Flash hazard management program.
