About this file

This document is an attachment to a federal contract opportunity, specifically Section J for Environmental requirements. It contains four key attachments: Definitions and Acronyms, References and Technical Documents, Final Spill Prevention and Response Plan, and an Inventory of OHS Spill Control Equipment. The Definitions and Acronyms attachment provides detailed explanations for environmental and regulatory terms, including Hazardous Material, Hazardous Waste, and various waste management processes.

The References and Technical Documents section lists applicable regulatory standards and guidelines, including Italian national laws, DoD Environmental Final Governing Standards, ISO 14001, and various EPA and naval environmental compliance documents. The Spill Control Equipment inventory details specific response equipment, including white absorption booms of different sizes, absorbent pads, drain blockers, granular absorbents, vacuum pumps, polyethylene drums, bulk tanks, and a pump truck for spill response. The contract appears to be focused on environmental compliance, waste management, and emergency spill response capabilities, likely for a naval or military installation in Italy.

DEFINITIONS AND ACRONYMS

DEFINITION/ACRONYM DESCRIPTION

Hazardous Material (HM) Any material regulated by the U.S. Environmental Protection Agency (EPA), the

U.S. Occupational Safety and Health Administration (OSHA), the U.S. Department of Transportation (DOT), and the U.S. Nuclear Regulatory Commission (NRC) because it has the potential to harm human health or the environment. (Includes materials identified in 29CFR1910.1200, 40CFR355, 49CFR100-180, and

10CFR20).

Hazardous Waste (HW) For the purposes of this contract, the acronym “HW” shall include both Hazardous Waste and Non-RCRA waste. Any discarded solid waste (liquid, semi-solid, solid, or gaseous) that meets the definition of a HW by USEPA, state authorities, or the Navy. Solid waste is a classified as HW if it is specifically listed, or it is a characteristic HW and exhibits the characteristics of ignitability, corrosivity, reactivity, or toxicity. Waste that is regulated by the Toxic Substances Control Act (TSCA). For the purpose of this contract the term Hazardous waste will also include wastes that require special regulatory control but do not meet the specific definition of HW, refuse, or solid waste. Includes waste awaiting waste determination or analysis.

Hazardous Waste Accumulation Point

(HWAP)

A shop, site, or other work center where hazardous wastes are accumulated until removed to a Temporary Waste Storage Area (TWSA) or Waste Storage Area (WSA), or shipped for treatment or disposal. A HWAP may be used to accumulate no more than 208 liters (55 gallons) of hazardous waste or 1 liter (1 quart) of acute hazardous waste, from each waste stream. The HWAP must be at or near the point of waste generation and under the control of the waste producer.

Hazardous Waste Management Plan

In accordance with OPNAVINST 5090.1E, every Navy shore activity that generates HW shall develop and use a Hazardous Waste Management Plan (HWMP) or a HW management component in its P2 Plan and EMS. A requirement for the HWMP are listed in the OPNAVINST 5090.1.E and the Final Governing Standard and shall include but not be limited to:

– Identify applicable federal, state, and local regulations pertaining to the generation and management of HW.

– Identify training requirements and describe procedures for obtaining training and maintaining training records.

– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.

– Describe all HW generation and management procedures.

– Include or reference the HW minimization plan and goals.

– Include or reference contingency plans and emergency response procedures.

The plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable federal, state, and local HW regulations. The plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities should be covered by the host CO's HWMP.

HW Manifest A HW manifest as defined in 40 CFR 260 is required for the transport of hazardous waste. The installation commanding officer (ICO) or the ICO’s designated representative shall retain signature authority for HW manifests.

Installation's Environmental Office (IEO)

The Government functions on the Installation that have the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.

Installation Environmental Program Director (IEPD)

The Government function on the Installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues. The IEPD is the primary liaison for all federal, state, and local regulatory agencies and government officials, and the point of contact for all inquiries from outside the installation (e.g., public or news media inquiries) unless otherwise specified in writing.

Medical Waste A sub-category of special waste. Medical waste is generated by any health-related activity (including hospitals, dental clinics, and veterinary clinics). It is specially managed because it has the potential for causing disease in humans and may pose a risk to both individuals or community health if not managed properly, and that includes, but is not limited to, the following classes: microbiology waste; pathology waste; human blood and blood products; potentially infectious materials; controlled and non-controlled substances (Drugs); sharps, including hypodermic needles, syringes, biopsy needles, and other types of needles used to obtain tissue or fluid specimens; infectious waste from isolation rooms.

The medical waste definition includes both infectious and non-infectious waste and excludes the following:

Wastes produced from kitchens during the preparation of meals;

Wastes from catering activities and food residues, excluding those from departments with infectious patients;

Ordinary trash;

Empty packaging;

Garden waste; and

Plasters, non-returnable sheets and clothes, medical towels, bandages and bags for urine (excluding material from infectious patients).

Memorandums of Agreement/Understanding

(MOA/MOU)

The installation commanding officer or his designated representative shall retain signature authority for all MOAs and MOUs.

Overseas Environmental Baseline Guidance Document (OEBGD)

Document that establishes standards for environmental compliance at DoD controlled or operated installations in countries for which no Final Governing Standards have been established.

Sampling Plan Plan and procedures to conduct sampling, field-testing and laboratory analysis for a well-defined testing objective.

Secondary Containment Secondary containment must be sized to provide 100% containment of the largest single container within the storage area. If storage area is exposed to weather, containment must be sized to provide containment for 100% of the largest container plus adequate freeboard for precipitation. Adequate freeboard for precipitation is based on the 25-year 24-hour storm event.

Spill Prevention Control and Countermeasure (SPCC) Plan

Plan and procedures for the installation to exercise oil spill prevention measures and to provide effective countermeasures in the event of oil spill ashore. This may include field testing and inspection services to maintain compliance.

Temporary Waste Storage Area (TWSA)

A non-authorized area located within the installation fenceline where temporary waste accumulation and storage activities occur (to include hazardous and non-hazardous waste) before being transferred to a WSA site or picked-up for off-site shipment. Each TWSA must be designated as either volume limited or time limited.

Waste Transportation and Recycling / Disposal Permits

Permits to be owned by any companies providing off-site waste transportation and recycling / disposal services under this Contract, including but not limited to the EPA ID numbers if applicable. These permits shall be obtained and made available to NASSIG NAVFAC Environmental Department for review and concurrence.
