About this opportunity
Naval Facilities Engineering Command seeks comprehensive base operations support services at U.S. Naval Air Station Sigonella and its outlying support activities in Sicily, Italy, under an unrestricted IDIQ firm-fixed-price contract with proposals due May 21, 2026 and a mandatory pre-proposal site visit on September 30, 2025.
Place of performance is Italy, encompassing NAS I, NAS II, Weapons Compound, Marinai Navy Housing, Navy Radio Transmitter Facility Niscemi, and Augusta Bay Port Facilities serving approximately 4,900 personnel. The procurement is NAICS 561210 (Facility Support Services) with a small business size standard of $47 million.
The contract structure spans one 12-month base period plus seven one-year option periods and one six-month option period, totaling up to 102 months. Recurring work includes facility investment (preventive and corrective maintenance for HVAC, electrical, fire protection, vertical transportation, and other systems); custodial services across medical treatment facilities and administrative buildings; integrated solid waste management with progressive recycling targets escalating from 55% to 65% across option years; pest control using integrated pest management; grounds maintenance and landscaping; pavement clearance; utility management (electrical, natural gas, wastewater, water); environmental services (oil and hazardous substance spill response); transportation (shuttle bus services); family and unaccompanied housing maintenance; and facility management including Infrastructure Condition Assessment Program support. Non-recurring work will be ordered through task orders or FedMALL.
Evaluation weighs four factors equally: Corporate Experience (minimum two, maximum four relevant projects); Technical/Management Approach; Safety Performance (including DART and TCR rates); and Past Performance. These non-price factors are collectively significantly more important than price. Offerors must submit proposals in two volumes (price and non-price) electronically through PIEE. The guaranteed minimum for the entire contract period is $10,000. The incumbent is Valiant/Alca JV, LLC under contract N62742-18-D-3010.
The contract requires anti-mafia screening compliance under Italian Legislative Decree 159/2011, with offerors submitting self-certification forms and White List registration. Key personnel qualifications include project management, quality management, safety and environmental expertise. Contractors must maintain NAVFAC MAXIMO asset management system data, comply with UFC standards, and achieve specific performance response times (one hour for emergency utility orders, 30 calendar days for routine orders). Amendment 0012, effective May 8, 2026, extended the proposal deadline from May 13 to May 21, 2026.
