About this file
This is a General Decision wage determination document (SC20250023) issued by the U.S. Department of Labor, effective January 3, 2025, covering building construction projects in Charleston County, South Carolina.
The determination applies to building construction contracts (excluding single-family homes and apartments up to four stories) and establishes prevailing wage requirements under the Davis-Bacon Act. Contractors entering into or renewing contracts on or after January 30, 2022, must pay covered workers a minimum of $17.75 per hour (or the applicable wage rate listed, if higher) for all hours worked in 2025 under Executive Order 14026. For contracts awarded between January 1, 2015, and January 29, 2022, that are not renewed or extended on or after January 30, 2022, Executive Order 13658 applies, requiring a minimum of $13.30 per hour (or the applicable wage rate, if higher). The document includes detailed wage schedules for approximately 30 job classifications, including ironworkers, plumbers, electricians, carpenters, laborers, operators, and various other skilled trades, with rates ranging from $9.45 to $36.00 per hour plus fringe benefits. Classifications marked with double asterisks may qualify for higher minimum wages under Executive Orders 14026 or 13658. The determination supersedes prior decision SC20240023 and includes instructions for wage determination appeals and conformance request procedures through the Department of Labor's Branch of Construction Wage Determinations.
