About this file
This is a Stormwater Management Permit issued by the City of Charleston Public Works Department. Permit number STRM-06-25-05784 was issued on September 9, 2025, and is classified as Type III for site construction work covering 5.0 acres or greater. The permit is addressed to the USDA Forest Service Region 8, Attn: Andrew Holiday, and pertains to a construction project located at 1099 Buck Hall Landing Road, Columbia, South Carolina (TMS #712-00-00-001).
The Public Works Department has determined that the project complies with the City's Stormwater Management Ordinance and Program requirements and grants final approval. However, the approval does not authorize commencement of construction. The permit holder must contact stormwater inspector Margaret Sarvis-Colburn before beginning work. The Public Works Department will conduct periodic site inspections throughout the project to ensure ongoing compliance with the Stormwater Management Ordinance, approved construction documents, and the Stormwater Management Plan. The permit was signed by Chris Wannamaker, P.E., Stormwater Utility Manager, with a copy sent to the Charleston County Planning and Zoning Department.

A review of the above referenced project has been completed and determined that compliance with our Stormwater Management Ordinance and Program has been met. This letter serves as notification of final approval from the Public Works Department. Our approval does not constitute an approval to begin construction. You must contact the stormwater inspector Margaret Sarvis-Colburn, prior to beginning work.
The Public Works Department will be conducting site inspections periodically on your project to check for compliance with the Stormwater Management Ordinance, the approved construction documents, and the Stormwater Management Plan.
Sincerely, Chris Wannamaker, P.E.
