About this file

This document is a Standard Form 30 Amendment to a federal solicitation for USDA Forest Service construction and site improvement work at Buck Hall Landing in McClellanville, South Carolina, issued by the USDA-FS CSA EAST 12 facility in Atlanta, Georgia. Amendment 0001, effective June 16, 2026, extends the proposal due date from June 25, 2026 to July 1, 2026 at 1:00 p.m. EST and incorporates revised terms and conditions, a revised Statement of Intent, all questions and answers, and additional documents (A16 through A26) addressing clarifications and specifications.

The solicitation addresses comprehensive reconstruction of Buck Hall Landing, a multi-building Forest Service facility with a 545-day period of performance covering base bid items and optional items across seven buildings (100, 200, 300, 400, 500, and 700), site utilities, waterfront improvements, and landscape work. Key construction elements include demolition of existing structures; replacement well houses, restrooms, and administrative buildings; new wastewater and potable water systems; complete electrical utility replacement; marine work including bulkhead construction, floating dock repairs, fishing pier repairs and extension, and a kayak launch facility; paving and gravel work; tree clearing; erosion control and stormwater pollution prevention; and site furnishings. The contractor bears responsibility for delegated design on kayak facilities, floating dock systems, and coordination with environmental permits, utility providers, and onsite septic engineering. Buildings 100, 200, and 500 are identified as optional bid items. All work must be completed within 545 days regardless of optional item selection, with public boat ramp availability during construction weighted in technical proposal evaluation. The contractor manages all permits, SWPPP/NPDES compliance, utility disconnections, demolition coordination, and system closeouts.

64. Please confirm which buildings are included in the base proposal, which buildings are optional, and which buildings are future Phase II/not-in-contract work. Refer to proposed schedule plan and SOI descriptions.

65. Please clarify how quantity overruns and underruns will be handled for Actual Quantity, Designed Quantity, and Lump Sum Quantity items, especially for excavation, utilities, paving, erosion control, storm drainage, revetment, and tree clearing. Actual Quantity is billed for the actual quantity provided to meet the contract requirements. Design Quantity is billed for the quantity that was calculated during design to meet the contract requirements. This quantity will be paid out upon completion of delivery of the subject work item. Lump Sum Quantity is for the complete delivery of the subject work item.

66. Please define the size threshold, species restrictions, stump removal requirements, disposal requirements, and protection requirements for the Selective Tree Clearing line items. Tree species and sizes are listed on the CD100 series on attachment A7.

67. Please confirm whether unsuitable soils, groundwater, tidal influence, undercutting, replacement stone, geotextile stabilization, and dewatering are included in existing bid items or will be handled by change order if encountered beyond the shown limits.

Contractor should propose to perform the work described in each pay item. Unless it is represented by a separate pay item, any work necessary to perform this work is incidental to that pay item. This includes any work that can reasonably be expected based on information available from the documents provided including the geotechnical report and what can reasonably be expected based on experience with similar work in similar settings.

68. Please provide or confirm pavement section details, base course thicknesses, asphalt mix types, compaction requirements, and whether full-depth reclamation or subgrade stabilization is required for all asphalt pavement line items. See details provided on sheet C-601 on attachment A7 and associated specifications.

69. Please confirm whether the Dumpster Pad and Dumpster scope requires the contractor to furnish the dumpster itself, only the pad/enclosure, or both, and provide required dumpster size, material, enclosure, bollards, and service coordination requirements. The dumpsters will be provided by the service provider; contractor is responsible for all other items associated with the dumpster area as noted on the plans.

70. Please confirm exactly where the Quality Assurance Plan, Health and Safety Plan, and Proposed Construction Schedule should be included in the proposal package, and whether inclusion in the wrong volume could affect responsiveness. Contractors should include these documents in their technical proposal.

71. Specifications and plans contradict each other for the Service Door on Bldg 400

- Is the door insulated?

- What door material: aluminum or steel?

- Color option needed per door construction.

See attachment A16 Addendum No. 1- All FRP doors shall be provided with FRP frame assemblies in accordance with Section 081613. Revise Door Schedule accordingly. Details depicting aluminum frames are revised to FRP frames of equivalent profile and performance. Door and frame color shall be selected from the manufacturer's standard colors.

72. Pages 117 through 132 of the site plans are missing. When can those be released? The drawings are broken out by grouping, and I believe that set was not uploaded to SAM.

These sheets are for the reconfiguration of the intersection with US 17. This work is not included in this contract, and these plans will not be provided.

73. During the course of construction are there any objections to crew members staying on site in a camper during their scope? Limited use including occupancy of the site by Contractor and subcontractor employees can be permitted but must be requested and approved by CO and Ranger.

74. When will the geotechnical report be provided by the borehole findings? Geotechnical report will be provided as attachment A19 within the uploaded part of Amendment 1 in SAM.GOV.

75. Spec# 314116 - Bulkhead Construction: The specifications call for test pile and PDA's for the bulkhead construction. This is not typical as utilizing an impact hammer of the sheet pile would likely damage them. There is also no required capacities listed as the wall does not have an axial loading. Standard construction practices would be to install the pile to grade utilizing a vibratory hammer with no PDA's. Contractor requests removal of the PDA requirement from the specifications. See revised specification 314116 in attachment A17.

76. Spec# C-101- Bulkhead Wall: Please give coating limits and requirements for the Sheet Pile Wall (coating depth below grade? Thickness of coal tar epoxy? Etc.)

Manufacturer's standard coal tar epoxy coating and recommendations for Site conditions.

77. Spec# C-101 - Appears to be a Visitor Information Kiosk between Bldg 500 Picnic Shelter and Building 100 Day-Use Restroom, but it is not labeled. Please confirm it is a kiosk and that the Contractor is to provide it. Yes, this is a Kiosk contractor to provide two total.

78. Spec# M-501 – Kayak Launch: Plans do not call for pile length, number of piles, or pile diameter. Is this expected to be developed by the floating dock manufacturer? See kayak launch drawings in attachment A9 and performance specifications provided.

79. SOI 19.02 – Vinyl Wrap: SOI bid item 19.02 calls for vinyl wrap of existing piles at the fishing pier but there are no requirements listed or call outs in the plan documents. Please list requirements (thickness, depth above/below MHW/MLW, Etc.) See Sheet S906 in attachment A7. To be installed 12" above and below the MHW/MLW.

80. SOI Bid Item 3.02 - Pile Replacement: SOI Bid Item 3.02 calls for 8 pile replacements at the boat launch floating dock, but the plan sheet only calls out 2 pile replacements. Please clarify. Contractor to include replacement of two piles. See attachment A3 – Revised SOI Buck Hall Final in SAM.GOV.

81. Is there irrigation for the plants, sod, seeding? No permanent irrigation is included in this scope of work. Contractor is responsible for temporary irrigation for grass establishment for a stabilized site.

82. Plans show Temporary Seeding (TS) and Permanent Seeding (PS) in the same areas, does this mean that Temporary Seeding is done during construction to prevent erosion and then the same area gets Permanent Seeding at end of project? Are the Temporary and Permanent Seeding quantities of 37,920 SF for each on the Schedule of Items document accurate (I have not yet had a chance to measure on the plans)? Yes, temporary seeding is for the duration of the construction period, permanent seeding is to be established prior to project closeout.

83. Spec# C-511: SWPPP Notes and Details Sht 2 of 2 – Grassing Fertilization and Mulch – Mentions Permanent Grassing shall be irrigated, but Penny said at the pre-bid meeting there is no irrigation in the project, so is this temporary overhead irrigation (i.e.

sprinklers)? There are no specifications for this. Contractor is responsible for irrigation during the construction period to establish a stabilized site. Methods to be determined by the contractor.

84. Spec# C-511: SWPPP Notes and Details Sht 2 of 2 – Plans indicate Tifblair Centipede seed for Permanent Grassing and Bermuda for Sod; can we use contractor blend seed for Temporary Seeding? Yes, contractors can use blend seed for temporary seeding.

85. Landscape Plan: The plans/drawings for the Pinus palustris or Longleaf Pine shows quantity of 6 but the Schedule of Items document shows quantity of 3. Which is the correct Landscape Plan – For the Native Seed Mix, the plans show quantity of 49,604 SF but the Schedule of Items document shows quantity of 5,030 SF. I have not measured the seeding on the plans/drawings yet. Which is the correct quantity? Does this quantity difference have to do with the Optional Bid items/areas? There are to be six (6) Longleaf Pines. There is 49,604 sf of native seed mix. All landscape is to be covered under SOI item 13.00 ‘Landscape’.

86. Spec# 09.30.13 1.7 - Installer Qualifications: The installer qualifications required are very stringent for the SOW. From past experience it will be difficult to find an installer able to meet the requirements for this SOW. Could these requirements be reduced?

Installer qualifications shall comply with Section 09 30 13 in attachment A5.

Requests for approval of alternate qualifications shall be submitted in accordance with the Contract Documents and must demonstrate compliance with the intent and performance requirements of the specification. No reduction of the specified installer qualification requirements is approved by this response.

87. It was said at the site visit that the "Landing Area" and the entire site could be shut down for the duration of the project but requested that the area to remain open if possible. If not, we need to include the reason the area could not remain open during the POP. Please clarify this requirement. In the proposed schedule, show the anticipated periods of time that the current and planned boat launch, boat launch parking area, and access road could be available for public use. Availability of the boat launch will be weighed in evaluation of the technical proposal.

88. Spec# A-201 Note 5 - 042000 2.3: Please confirm that the CMU referenced in Note 5 is to be "Pigmented and includes integral water repellent". I did note see the pigmented requirement in the specification. Provide pigmented CMU with integral water repellent as indicated on Sheet A-201 in attachment A6. The specifications will be revised by Addendum as necessary to coordinate with the drawing requirements.

89. The boat ramp cannot be open when the contractor is working on the boat ramp and floating docks as that would be a huge liability as well as an OSHA violation having the general public under the radius of our crane boom. Please advise. In the proposed schedule, show the anticipated periods of time that the current and planned boat launch, boat launch parking area, and access road could be available for public use.

Availability of the boat launch will be weighed in evaluation of the technical proposal.

90. Fishing Pier Repairs (sheet S-908) how do the ends of the new steel sheet pile wall tie back into the aluminum sheet pile wall behind it ? The walls are parallel and the gravel/compacted fill between the walls will simply flow out either end . Please provide details. See return walls as shown on C-101 in attachment A7.

91. In order to do a proper pile design for the Alternate Kayak Floating dock pilings the design engineer will need soil information. Do you have a geotechnical report for this site? If not, the proposals will need to include a waterside soil boring in their proposals.

Please advise. Any waterside soil borings are the responsibility of the contractor.

92. Question/observation: Visiting the site this morning it was observed that the southern ground out floating docks have a broken/torn hinge between the two outer docks. Should these be considered as a replacement as well? The project currently only includes what is described in the plans, specifications, and schedule of items.

93. Question/observation: The existing fishing pier has “X” braces with 1” stainless bolts and flat washers. The plans call for replacing the braces and reusing the hardware but using 1” OGEE washers. If OGEES are used there will not be enough thread for a nut in most cases. Do you still want to figure OGEE washers ? FYI 1” stainless washers are $27 each.

Provide all new bolts/hardware as required.

94. Question/observation: It was observed this morning that the southern ground out dock is missing another piling. Should we include this in our repairs? FYI as the local marine contractor we have replaced several of these pilings over the years as they have been eaten by marine borers and fallen over. As much use as this landing gets should you not consider replacing all the floating dock pilings at this time and be done with it? Better yet replace them with 12” concrete pilings and stop the replacement cycle prices. Please advise. The project currently only includes what is described in the plans, specifications, and schedule of items.

95. Question/observation: We have installed 30+ aluminum ground out floating docks at boat landings up and down the SC coast over the years. We have done repairs similar to what is on these plans replacing the 3x8 timbers on the side. The only way to access the bolt nuts is to lift the docks off the pilings and put them up on blocks; like on the deck of a barge . This is slow and time-consuming, i.e. costly. And when you put them back in the water you still have 32-year-old docks. Inlight of all the use this place gets would it not make more economic sense to just replace all the floating docks at this time ? They are very close to the end of their life cycle as the float brackets start to come apart from yacht wake stresses. The project currently only includes that which is described in the plans, specifications, and schedule of items.

96. A1 lists A7 Site Set pg. 1-109 of 138, A12 Wage Determination, and A15 Bid Schedule Plan as solicitation attachments. Please provide these attachments or confirm they are not required for pricing. These attachments are available within the solicitation documentation of A1 through A26.

97. Please confirm the correct project address for permits, bonds, insurance, deliveries, submittals, and contract documents. The solicitation references 999 Buckhall Landing Road, while the SOW and drawing title blocks reference 1099 Buck Hall Landing Road, McClellanville, SC 29458. All RFQ proposal documentation shall be submitted via email per the solicitation directions (A1 – rev RFP Terms and Conditions) to Penny Zortman and Jalisa Sims.

98. Optional bid items are to be awarded based on available funding. If any option is awarded after the base contract award or at a later date, should each option price include separate remobilization, escalation, and extended general conditions? Selection for bid options will be finalized within 120 days of proposal receipt.

99. Please confirm whether Designed Quantity (DQ) items are paid at the designed quantity regardless of actual installed quantity unless changed by contract modification. Designed quantities or Estimated Quantities are paid according to the quantity determined during design, though if there is a demonstratable variance in quantity by greater than 15%, an increase or decrease in quantity and renegotiated unit price may be justified. From FAR 52.211-18. “If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.”

100. Please confirm whether Building 600 - Campground Bath House is excluded from this procurement. The building set includes Phase Two Building 600 drawings, but A3 does not include a separate Building 600 base or optional bid item. Building 600 is not included in this scope of work.

101. A6 notes Phase One includes Buildings 100, 200, 300, 400, 500, and 700, while A3 prices Buildings 100, 400, and 500 as optional bid items. Please confirm Buildings 100, 400, and 500 are optional only. That is correct. Buildings 100, 200, & 500 are included as optional bid items.

102. For each building bid item, please define the cutoff between building MEP scope and site utility scope, including domestic water, sanitary/septic, electrical, pump/control, and communications tie-ins. Building utility work includes utility systems serving each building as shown in the Contract Documents. Site utility work includes utility distribution systems between buildings and utility sources. The Contractor is responsible for providing complete and operational systems, including all required utility connections and tie-ins. Refer to the utility plans, MEP drawings, and specifications for utility connection requirements in attachments A6 and A7.

103. Please identify which bid items include demolition/removal of existing vertical structures and associated utility disconnections/caps for the replaced bath house, well house, toilet building, storage building, and picnic shelter. Demolition and removal of existing structures, including associated utility disconnections, abandonment, capping, and related work necessary to facilitate construction of the replacement facilities, shall be included in the bid item associated with the corresponding replacement building unless otherwise indicated in the Contract Documents.

Contractors shall include all labor, materials, equipment, and incidental work necessary to provide complete demolition and utility coordination for the facilities identified for replacement. Refer to the Drawings, Specifications, Schedule of Items, and applicable utility sheets for project-specific limits and requirements.

104. The SOW states campground amenities include unit number posts, but the SOI does not identify a clear unit-number-post pay item. Please provide quantity, detail, material, installation requirements, and payment items for unit number posts. Signage is identified as item 12.00 in the SOI and shall be provided as a lump sum as indicated.

See C-700 for unit number post details in attachment A7.

105. Please provide details/specifications for picnic tables, fire rings, information kiosks, wheel stops, dumpsters/dumpster pads, dump station signage, and day-use grills/tables, including whether any items are Government-furnished. See C-100, C-101, C-601 and C-607 for details in attachment A7. All site furnishings to be provided by the contractor.

106. Please confirm RV pedestal manufacturer/detail, pedestal bases, trenching/backfill responsibility, grounding, labeling, and whether complete pedestal installation is carried under electrical utilities or campground site improvements. Prover pedestal is NEMA 33R premanufactured direct bury type with 240v/1-phase RV power pedestal with included circuit breakers. (1)-50a 240v, (1)-30a 120v and (1)-20a GFCI with 2 duplex receptacles.
