About this file
This is a Permit to Construct for an engineered onsite wastewater system issued by the South Carolina Department of Environmental Services (SCDES) for the Buck Hall Recreation Area in McClellanville, Charleston County.
The permit (ID: OSWW023404 v1.0), issued July 10, 2024, authorizes construction of a conventional large system (Code 151) designed to treat 4,814 gallons per day of domestic wastewater from a commercial recreational facility. The system serves 2 full-service RV sites, 32 RV sites with dump station service, 13 primitive camping sites, 2 full-time employees, and 338 daily public restroom users. The permit was prepared by CPR Engineering Solutions, LLC (Consulting Engineer Caleb Rodgers, SC License 32006 COA 5170) and includes soil classification by Tyler Sgro (SC LPSC #119). The system uses municipal water supply and does not require a tracking mechanism number. The permit expires five years from issuance and is subject to appeal under the Administrative Procedures Act.
Critical conditions include: construction must follow the approved plan dated June 19, 2024, with any deviations requiring prior SCDES approval; the system is site-specific and cannot accommodate additional discharges beyond 4,814 gallons per day; only domestic waste is permitted; a Tier 2 licensed septic tank installer must perform installation under supervision of a registered professional engineer; the installer must notify Julia Leonard at SCDES before commencing work; tile field areas must remain undisturbed with no vehicles, grading, or impervious surfaces; and a certified as-built plan must be submitted within two business days of completion. A Financial Assurance Agreement exception is granted for the public entity operator. The permit does not constitute approval to operate.
