STATEMENT OF WORK

1. INTRODUCTION

This Statement of Work (SOW) broadly defines the requirements for a wide range of services necessary to support the National Aeronautics and Space Administration (NASA) in its planning and execution of missions, programs, projects, and organizational needs. The NASA Program Analysis and Control (PAAC) VI requirement will provide an enterprise solution approach to implement a community of best practices, streamline processes, and establish an efficient enterprise operating model to meet current and future mission needs.

The PAAC VI contract will provide Program Planning & Control (PP&C), Program/Project support, general business, financial, and accounting services in support of NASA, its missions, programs, projects, and institutional offices. The contract includes support for work managed and developed under a variety of agreements with in-house organizations, NASA Centers, contractors, universities, and international sources and partners.

The scope of this contract will include work executed using task orders (TO) which range from general activities to specific tasks. The TO may support multiple centers, missions, programs, projects, and/or organizations, thus demanding significant contractor flexibility and responsiveness in the deployment of the workforce. Government resources will lead the implementation of work; therefore, extensive coordination between contractor personnel and Government personnel will be required.

The contractor shall support NASA customers in a responsive, integrated, and communicative manner. The contractor shall strive to continuously improve collaboration, establish and maintain effective partnerships, and provide consistent high-quality services across the NASA enterprise, as well as internal and external organizations. The contractor shall also establish and maintain team-oriented working relationships at all levels in the organization and work with NASA counterparts and other contractors as applicable through formal and informal interaction to ensure requirements are clearly and mutually communicated and performed.

1.1. Background. The work under this contract encompasses a wide range of services necessary to support the National Aeronautics and Space Administration (NASA) in its planning and managing of missions, programs, and projects. The work under this contract is in support of services at:

• Goddard Space Flight Center

• NASA Headquarters

• Langley Research Center

• Other NASA Centers, Component Facilities, and Technical & Service Support Centers

2. GENERAL INFORMATION

2.1. The Work. The work under this contract encompasses all phases of mission, program and project implementation from conceptual studies through definition, design, and development; fabrication; integration; launch, preparation for pre- and post-launch operations; satellite servicing; disposal; and data acquisition, processing, distribution, analysis, and archiving.

2.2. Agreements. Missions, programs, and projects are managed and developed under a variety of agreements with in-house organizations, NASA Centers, contractors, universities, and international sources and partners.

2.3. Policy and Directives. The Contractor shall support program and business functions to be consistent and compliant with the NASA Engineering and Program/Project Management Policy (NPR 7120.5), and any applicable set of NPR 7120.x requirements documents, and NASA/SP-2016-3424 Program Planning & Control Handbook.

(Program and business functions are linked with and coordinated to lifecycle reviews and other major milestones.)

2.4. Access to Sensitive and Proprietary Data. The nature of the work under this contract necessitates access to data and systems, which contain sensitive business information, and/or proprietary data. Access to this information subjects the Contractor and its employees to a variety of laws and regulations related to ethics and/or conflicts of interest. Recognizing that this contract establishes a high standard of accountability and trust, the Government will carefully review the Contractor's performance in relation to the mandates and restrictions found in these laws and regulations.

3. 508 Standards Applicability

3.1 508 Application to Federal ICT. On January 18, 2017, the United States Access

Board published a final rule which updated the accessibility requirements for Information and Communications Technology (ICT) covered by Section 508 of the Rehabilitation Act of 1973. These standards apply to Federal ICT. The Section 508 Standards, which were first issued in 2000, apply to ICT developed, procured, maintained, or used by federal agencies. Examples include computers, telecommunications equipment, multifunction office machines such as copiers that also function as printers, software, websites, information kiosks and transaction machines, and electronic documents.

3.2 Compliance with Section 508 of the Rehabilitation Act. The Contractor shall comply with applicable standards and guidelines, as addressed by the US Access Board issued under Section 508 of the Rehabilitation Act and review all guidance to ensure compliance where applicable. The contractor shall comply with the Section 508 standards for: services, products, and deliverables, including but not limited to website development, electronic content, documents, training, educational materials. For this contract, any Information and Communications Technology (ICT) acquired by the contractor for its internal use, is exclude from compliance.

3.3 Web Content Accessibility Guidelines (WCAG) 2.0. WCAG 2.0 is a globally recognized, technology-neutral standard for web content. The final rule applies WCAG

2.0 not only to web-based content, but to all electronic content.

3.3.1 The WCAG 2.0 guidelines are found at: http://www.w3.org/TR/WCAG20/.

4. Scope of Work

4.1 Overview.

4.1.1 Support Service Work. The Contractor shall perform support services to develop and manage the work under this contract, and to respond to assigned responsibilities across the mission, program, and project development lifecycle.

4.1.2 Improve and Optimize Processes. The Contractor shall continuously improve and optimize processes for managing and supporting this contract, while assuring the efficient use of applied resources. These process improvement efforts apply to all project planning and control and associated functions.

4.1.3 Training Classes. The contractor shall develop and maintain training classes which assure the continued capability and performance of their personnel in each of the PAAC VI work elements.

4.2 Background.

The work under this contract is in support of NASA missions at NASA Goddard Space Flight Center (GSFC) facilities and Installations, NASA Headquarters, NASA Langley Research Center, and other NASA Centers. In support of these activities, it is anticipated that a small number of contractor personnel may be resident at such facilities outside of the Washington DC metro area. To support these missions, programs and projects, the following work elements will be performed under this contract:

• Planning & Scheduling • Project Operations & Support

• Earned Value Management • Workforce

• Documentation Management • Property and Logistics

• Configuration Management • Travel Arrangements and Vouchers

• Risk Management • Center Accounting

• Resources & Financial Management • Financial Services

• Cost Estimation • Special Projects

• Security: Compliance with Security

Requirements

(The application of work elements may vary by task order. The interrelationship between work elements may vary according to the mission, program, or project activity.)

4.3 Planning and Scheduling

4.3.1 Decision Making and Forecasting. The Contractor shall develop the planning and scheduling processes and Earned Value Management (EVM) necessary to support sound decision-making and forecasting of project or inter-project activities.

4.3.2 Consistency and Compliance. The Contractor shall support planning and scheduling processes and Earned Value Management (EVM) to support projects and programs with achieving consistency and compliance with the NASA Space Flight Program and Project Management Requirements (NPR 7120.5) and other NASA/Center specific schedule management guidelines.

4.3.3 Schedules.

4.3.3.1 Project Schedules. The Contractor shall develop project schedules and identify the milestones and activities that must be performed to achieve project commitments. Included in this discipline is the necessary identification and documentation of schedule and programmatic interdependencies among project activities and other related external projects.

4.3.3.2 Integrated Master Schedules. The Contractor shall develop project logic networks and schedules aligned to the Project or element work breakdown structure (WBS) as well as the estimation, validation and analysis of activity sequencing, durations and resource requirements needed to create an Integrated Master Schedule and supporting schedules.

4.3.3.3 Schedule Management Plan. The Contractor shall prepare and maintain a Schedule Management Plan defining the requirements for schedule planning and control on the project.

4.3.3.4 Correlate Schedules with Technical and approved Budgets. The

Contractor shall interface with the technical product, element, or project leads and related resources personnel to correlate project schedules with the current approved budget profiles and plans.

4.3.3.5 Schedule Compliance. The Contractor shall provide analysis of other

Contractor’s schedules and scheduling systems to ensure compliance with the Schedule Management Plan, SOW and Contract Data Requirements Lists (CDRLs), as well as providing on-going support to the technical and financial team at an end-item contractor’s facility as required.

4.3.3.6 Schedule Analysis. The Contractor shall perform analysis to determine project schedule status and performance including critical path analysis, vertical and horizontal traceability, variance analysis, potential impact of risks, schedule risk analysis, potential “workaround” solutions, and project or element “what if” scenarios.

4.3.3.7 Change Documentation. The Contractor shall be responsible for documentation of changes and revisions to the Project schedule and to maintain a historical archive for past official schedules.

4.4 Earned Value Management (EVM).

4.4.1 Contractor will provide and develop standard EVM reporting templates and specific Monthly Status Review guidance.

4.4.2 Contractor shall fill role of coordinator/facilitator/advisor for contractor IBRs.

Present and train, as required.

4.4.3 Contractor will review contractor Organization Breakdown Structure (OBS), Resource Breakdown Structure (RBS), Work Authorization Document (WAD), Work Breakdown Structure (WBS) and WBS dictionary to assess the work scope by control accounts, work packages and planning packages.

4.4.4 Provide EVM support to management. This includes but not limited to: EVM and IBR management training; Independent EVM assessments and reporting;

Evaluation and implementation of EVM tools and interfaces; EVM Peer Reviews;

Development and delivery of EVM and IBR training courses; creating and maintaining Center EVM documents and website content; and recommending EVM standards and processes.

4.4.5 Produce and support Project, Program and Center EVM reporting, metrics reporting, and other reporting required at each major review.

4.4.6 Provide EVM projections of independent EACs, reports and other formats in support of the project PPBE process.

4.4.7 Provide support for risk, schedule, and financial integration with EVM.

Coordinate variance analysis with prime contract Contracting Officer Representative (COR), risk manager, scheduler, and financial personnel.

4.4.8 Implement NASA approved EVM tools and software with appropriate structures, which interface with standard NASA and Project scheduling and financial tools.

Maintain EVM tools and software with monthly updates to plan, performance, and actual data per EVM Plan. Export to Excel and other necessary tools.

4.4.9 Prepare and maintain an EVM Implementation Management Plan (EVMP) and/or EVM System Description (EVMSD) in accordance with NPR 7120.5, the EVM and NASA Handbooks. Provide project training, as required.

4.4.10 Perform prime contractor and Control Account EVM analysis in accordance with the Project Plan and EVM Best practices. Import Prime Contractor supplied xml file into Encore Analytics Empower. EVM analysis includes but is not limited to data validity review, SPI/CPI, independent EACs, verification of variance reports, verification of contactor EAC projections, Format 3 monthly changes in current +2 months, drawdown of Management Reserve and Funded Schedule Margin, verification of cost dates to schedule dates, DCMA and Data Quality Indicator analysis and verifications. Review and process Budget Change Requests (BCRs).

Evaluate the Prime Contractor supplied EVM data to the prime contract requirements and provide an assessment.

4.4.11 Contractor shall support, review, recommend, execute, and administer, as needed, PP&C to integrate risk, technical, schedule and cost, including EVM. This could include assessing Prime Contractor scope of work, , refining the plan, gathering data, integrating, and analyzing data, assessing recommended actions, implementing actions and monitor impacts, and supporting reviews, audits, and external reporting.

4.5 Documentation Management.

4.5.1 Control, Storage, Dissemination and Tracking of Project Documentation.

The Contractor shall develop and update systems for the control, storage, and dissemination of all project documentation and configuration management-controlled documentation; and maintain systems for tracking and retrieving these materials and data.

4.5.2 Library materials. The contractor shall index and catalog all library materials.

4.5.3 Data Management. The contractor shall perform the data management function including technical documentation coordination, status tracking system, distribution, and reporting requirements.

4.5.4 Contract data deliverables. The contractor shall monitor receipt of contract data deliverables to ensure compliance with the Contract data requirements list.

4.6 Configuration Management.

4.6.1 Configuration Management (CM) is a function which maintains the integrity of the mission or element build. CM is required by each Project office for in-house missions as well as contracted ones to be performed in order to comply with Agency and Center guidance for configuration and data management. For example, Goddard Procedural Requirements (GPR)-1410.2 or 400-Procedures and Guidelines (PG)-1410.2.1 or Langley Center Procedure LMS-CP-8041 Master Configuration & Data Management Plan. Controlled documentation for hardware and software may encompass documents, drawings, program code, work order authorizations, parts lists, and other build documentation. Each mission is required to have a Configuration Management System (CMS) to keep track of programmatic, technical, and administrative issues and their resolution throughout its life.

4.6.2 CMS Compliance. The contractor shall be compliant with Agency and Center guidance (Example: GPR 1410.2, 400-PG-1410.2, or LMS-CP-8041) when designing, developing, populating, and updating a Configuration Management System, as needed, and performing analyses to support technical and engineering activities.

4.6.3 Existing Programs. The contractor shall maintain and update the existing Configuration Management System when support is requested for existing programs.

4.6.4 CM Plan. The contractor shall develop and maintain a Configuration Management plan for a program or project(s).

4.6.5 Configuration Control Requests (CCRs). The contractor shall support the preparation, tracking and management of Configuration Control Requests (CCRs) and coordinate, record, and document the activities of the Configuration Control Board (CCB), per CM policy and the approved program/project configuration management plan.

4.6.6 CM Activities. The contractor shall support the oversight of configuration management activities for major contracted program or project elements and for major in-house NASA products.

4.6.7 CM Audits. The contractor shall perform and support CM audits and external audits, such as those verifying International Organization for Standardization (ISO) compliance.

4.6.8 New Technology Enhancements to CMS. The contractor shall review, evaluate, and recommend, implementation of new technology and/or enhancements for the Configuration Management System, to streamline the process; and document the recommendation in the updated plan in compliance with Agency and Center guidance (GPR 1410.2 or 400-PG-1410.2 or LMS-CP-8041).

4.7 Risk Management

4.7.1 Contractor shall provide support in the functional area of Risk Management (RM) adhering to Agency Risk Management Procedural Requirements and Center Risk Management guidelines (NPR 8000.4).

4.7.2 The contractor shall provide analysis and assessment of risk through many avenues to ensure understanding of cross cutting risks.

4.7.3 The contractor shall facilitate Continuous Risk Management (CRM) and Risk Informed Decision Making (RIDM) implementation.

4.7.4 The contractor shall conduct RM training as appropriate to ensure that project and program staff understands the RM policies, tools, and processes.

4.8 Resources and Financial Management

4.8.1 The contractor shall provide support to various institutional and mission directorate programs and projects in Resources and Financial Management.

4.8.2 The contractor shall formulate project budgets including labor, travel, and procurements detailed in the Work Breakdown Structure (WBS) structure of each project or program.

4.8.3 The contractor shall prepare Planning, Programming, Budgeting, and Execution (PPBE) submissions and phasing plans at the WBS or funded program level.

4.8.4 The contractor shall execute the budget of the project or program by preparing funding and purchasing documents, funds transfers, in-house cost estimates, and other functions necessary to support the program or project.

4.8.5 The contractor shall prepare and report variance analysis at all levels of the WBS.

4.9 Cost Estimation.

4.9.1 The contractor will develop project lifecycle cost estimates using NASA-approved commercial cost estimating tools.

4.9.2 Work with flight project scientists and systems engineers to validate technical baseline for cost estimation, advanced, and statistical cost modeling

4.9.3 Conduct joint confidence level analysis for ongoing mission projects

4.9.4 Effectively communicate independent cost risk analysis results

4.9.5 Support the collection and archiving of cost estimating data and information

4.9.6 Analyze and quantify cost and schedule risks and uncertainties for ongoing mission projects.

4.10 Project Operations and Support

4.10.1 Project Operations Support. The contractor shall provide operations support to programs, projects, and offices to include coordination of activities, collaborations, and preparing documentation and memoranda.

4.10.2 Presentations and Reports. The contractor shall prepare and modify drawings, flow charts, diagrams, schedules, narrative documents, and other data for project/customer presentations and reports.

4.10.3 Technical Text. The contractor shall prepare technical text, perform technical editing, document compilations, and distribute documents.

4.10.4 Electronic Files. The contractor shall maintain and update electronic files, records, and data adhering to NASA’s records management policies and procedures.

4.10.5 Office Supply Inventory. The contractor shall establish and maintain office supply inventories.

4.10.6 Personnel moves. The contractor shall provide logistical and technical support for internal personnel moves including furniture, workspace, computer, and telephone coordination, including remote activities such as launch campaigns.

4.10.7 Office Space. The contractor shall conduct cost studies of office space systems, utilizing historical data and statistical analyses.

4.10.8 Facility Work Orders. The contractor shall coordinate and prepare facilities maintenance work orders.

4.10.9 Shipping. The contractor shall prepare and coordinate shipping of documents and packages. The contractor will also coordinate technical shipping, utilizing shipping containers, of spaceflight hardware to contractor and launch sites.

4.10.10 International Transfers. The contractor shall support the planning, preparation, and coordination of international transfers of items from, and to, the project with proper observance of all pertinent export control regulations and restrictions.

4.10.11 Property Management. The contractor shall maintain control of Government property by performing inspections, audits, and ensuring transfers are done according to NASA regulations.

4.10.12 Databases. The contractor shall keep databases current in support of these project control/applicable business activities.

4.10.13 Special Events. The contractor shall plan, coordinate, and support conferences, seminars, tiger teams, management forums, and similar activities.

Workforce.

4.10.14 Reports. The contractor shall compile workforce data for reports including gathering data from database reports, performing variance analysis, and writing data for presentation format.

4.10.15 Organize Personnel Data. The contractor shall gather, manage, and maintain workforce data for Civil Servant and contractor personnel to support workforce planning activities.

4.11 Travel.

4.11.1 Travel System Processing. The contractor shall account for, prepare, and collect documentation for total travel (planned vs. actual); and coordinate travel arrangements in accordance with requirements for both domestic and OCONUS travel. Ensure funding is available and funding information is correct and accurate. Respond to inquiries from, and initiate inquiries to, travelers and other authorized personnel to secure additional or corrected information necessary for the processing of documents within the travel system.

4.12 Accounting

The contractor shall provide professional accounting consulting support to NASA in the following major categories:

• Providing accounting support services

• Analyzing, researching, and resolving complex accounting issues (including, but not limited to, monthly and quarterly accounting activities)

• Advising on accounting standards and reporting requirements

• Developing responses to data inquiries

• Developing and testing controls

• Developing reports from the Core Financial Management system

• Developing reporting schedules and timelines

• Documenting processes and procedures

• Review and analyze financial information, statistical data, and other materials provided by Generally Accepted Accounting Principles (GAAP) and Federal Accounting Standards Advisory Board (FASAB) guidance, industry best practices, and other classifications.

4.13 Financial Services.

4.13.1 The contractor shall provide services in the following major categories:

4.13.1.1 End user assistance for the supported systems

4.13.1.2 Business process re-engineering support services

4.13.1.3 Change management services (including, but not limited to, communications, training, and knowledge management) relative to the systems supported.

4.13.1.4 Administration of the content management systems, including creating and maintain various websites.

4.13.1.5 Operational sustaining support (including, but not limited to, report development, system administration, execution of transactional and operational activities, and the creation and maintenance of documentation)

4.13.1.6 Implementation support for new initiatives, including new systems and/or new processes

4.13.2 The contractor shall support the operation of the NASA accounting system, including applicable interfaces to the NASA Shared Services Center.

4.13.3 The contractor shall provide comprehensive support for a portfolio of business systems and processes. Systems supported include, but are not limited to, SAP Core Financial, Business Objects (BOBJ) and Concur Government Edition (CGE). Collaboration with other organizations to provide support, system updates, and financial process information is required. The systems and modules in operation (but not limited to) are:

• SAP R/3 “Core Financial” (Funds Management (FM), Project

Systems (PS), Financials (FI), Controlling (CO), Sales and Distribution (SD), and Materials Management (MM))

• SAP Business Objects (BOBJ)

4.13.4 The contractor shall review reimbursable agreement packages, verify packages for completion, accuracy and verify that the estimated price report is computed accurately, and set-up transactions to be entered into the NASA financial system.

4.13.5 The contractor shall prepare and submit financial reports to management for internal and external reporting.

4.13.6 The contractor shall support the customer with internal and external compliance audits across all functional areas.

4.14 Special Projects

4.14.1 The contractor shall provide administrative, logistical, and technical support to special projects.

4.15 Training

The contractor shall develop and maintain training classes which assure the continued capability and performance of their personnel in each of the PAAC VI work elements.

5. Security: Compliance with Security Requirements

The Contractor shall protect and safeguard all NASA assets, equipment, classified information/materials, and sensitive technological information in accordance with NASA, Department of Defense (DoD), and Federal regulations governing NASA Mission Essential Infrastructure, National Security, and Critical Infrastructure.

The Contractor will provide qualified personnel with security clearances with a SECRET level or higher as defined in the specific Task Order. Any classified material will be handled at the Government’s facility.

Safeguarding Controlled Unclassified Information (CUI):

DEGREE OF PROTECTION: When not under the continuing control and supervision of a person authorized access to such material, it must be, at a minimum, maintained under locked conditions, Handling, storage and reproduction must be in accordance with applicable Executive Orders, statues, and agency implementing regulations. Keep access and reproduction to the absolute minimum for mission accomplishment. NASA Form

CUI.
