1. The following paragraph of clause GSFC 52.215-210 MISSION SUITABILITY PROPOSAL INSTRUCTIONS (COMPETITIVE)(MAY 2022), is revised as indicated by the red font:

Scenario
NASA Mission XYZ includes 4 instruments that will support critical real-time space weather observations during a five-year Primary Operations cycle and anticipated to launch in February 2035. Four instruments are being contributed by foreign countries at no-cost to NASA, while the remaining seven instruments will be developed by NASA centers and other Space Industry providers. Mission XYZ is governed via NPR 7120.5 as a Category 2 and NPR 8705.4 Risk Class C project excluding any waivers or tailoring and has been formally approved to begin Phase B. Mission XYZ Principal Investigator (PI) and science team have defined a baseline mission leading to a scientifically valuable threshold mission.
During Phase B (PDR Life-Cycle Review), Mission XYZ’s Standing Review Board evaluated the projects’ readiness in preparation for the Project-level IBR and the December 2026 KDP-C (confirmation) gate review which resulted in the following findings that must be addressed:
• Overall concept of operations for launch operations (contamination control, Launch
Vehicle encapsulation, launch, release and separation) for Mission XYZ needs to be analyzed and reviewed.
• General concern that instruments while high heritage, have “build to print” schedule and cost pressures that are incompatible with solving specialized issues and are likely to result in schedule delays and cost increases.
• Require greater visibility into individual instrument risks and how they roll up to impacts at the Project level.
• The schedules for three of the five foreign government provided instruments have not been provided to NASA.
• Although Mission XYZ’s projected Life Cycle Cost appears reasonable, it does not include additional allowances for unanticipated future supply chain & inflation impacts and other issues outside the Project’s control.
