1. The following paragraphs of clause GSFC 52.215-230 PAST PERFORMANCE VOLUME (FEB 2025), is revised as indicated by the red font:

Include contracts that were "descoped" by the customer because of performance or cost problems. (Excluded from the page limitation).

In consideration of 13 C.F.R. §125.2(g), the offeror may provide for consideration, within the established page limitation, one additional referenced contract for each first-tier small business subcontractor not included in the reference limitation established for this volume.
While the reference limitation is considered adequate for the offeror to demonstrate its relevant performance for this evaluation, it is within the offeror’s discretion how these references are allocated across the proposed team. However, should the assessment of additional small business first-tier subcontractors be necessary, provide for each additional reference only, subcontractor name and CAGE code, contract number, contract value, period of performance, and current customer point of contact information (e.g., contracting officer name, email).

The past performance of a significant subcontractor will be compared to the work proposed to be performed by that subcontractor, and weighted accordingly in assigning the overall past performance adjectival rating to the Offeror. The past performance of the prime contractor will be weighted more heavily than any significant subcontractor or combination of significant subcontractors in the overall past performance evaluation.
