Final RFP 80GSFC24R0042 Amendment 1
1. The SF33 is revised as follows:
The proposal due date is revised from October 1, 2025 by 1:00pm EST, to October 3, 2025 by 1:00pm EST in Block 9.
Removed the NSSC payment information in Block 16.
Added payment information in Block 23 and 25.
2. The following paragraph of clause GSFC 52.216-90 MINIMUM/MAXIMUM
AMOUNT OF SUPPLIES OR SERVICES (COST REIMBURSEMENT)(MAR
2022), is revised as indicated by the red font:

(a) The minimum amount of supplies or services that shall be ordered during the effective period of this contract is $1,000,000. The maximum amount of supplies or services that may be ordered during the effective period of this contract is $393.7M. All orders placed under this contract will be applied to the minimum and maximum specified in this paragraph.
TO:

3. The following paragraphs of clause GSFC 52.215-230 PAST PERFORMANCE VOLUME (FEB 2025), is revised as indicated by the red font:
FROM:
Prime Offerors shall furnish the information requested below for all of your most recent contracts (completed and ongoing) for similar efforts with a minimum average annual cost/fee incurred of $10M that your company has had within the last 5 years of the RFP release date.
Joint Venture (JV) prime Offerors should provide at least one of the past performance referenced contracts required above in the name of the JV. If the JV is newly established and cannot provide past performance referenced contracts in the name of the JV, then past performance referenced contracts from individual prime partners of the JV should be submitted for consideration, with at least one of the JV past performance references from each JV partner. For the purposes of the Past Performance Volume, a protégé prime partner proposed as part of a mentor protégé prime JV, shall follow the instructions for a significant subcontractor in this provision.
A proposed significant subcontractor for the past performance volume is defined as any proposed subcontractor that is estimated to meet/exceed an average annual cost/fee of $10M. Note, the definition of significant subcontractor for the past performance evaluation may be different than for the cost evaluation. The Offeror shall provide the information requested below for any significant subcontractor(s) for those similar efforts within the last 5 years of the RFP release date with a minimum average annual cost/fee incurred of at least 10% of the estimated average annual dollar value of the proposed significant subcontract.

Note, the definition of significant subcontractor for the past performance evaluation may be different than for the cost evaluation.
