1. The proposal due date is extended indefinitely based on the Government shutdown and the uncertain schedule duration of the shutdown. When the shutdown ends, a new amendment will be issued and the due date for proposals will be established.
2. The following paragraphs of clause GSFC 52.215-223 COST VOLUME INSTRUCTIONS (JAN 2025), is revised as indicated by the red font:
FROM:
A "subcontract" is any contract, purchase order, material order, interorganizational transfer, etc. that is a direct cost to this acquisition. The Offeror shall provide sufficient detail to support and explain all costs proposed. For proposal purposes, Significant Subcontractor is defined as Subcontractor or Inter-/Intra-Work Transfer Authorizations (IWTA) having a contract value that equals or exceeds 20% of the Total Estimated Contract Value (Basic and all Options combined). For the purposes of the Cost Volume, a Significant Subcontractor is defined as any subcontractor whose estimated value causes the cumulative percentage of subcontractor work (from lowest to highest percentage of work) to meet or exceed 20% of the total GPM estimated value (basic and all options combined, if applicable). All values are inclusive of fee, but exclusive of any Phase-in.
TO:

FFP, T&M, CPFF etc.) for all Significant and Non-Significant subcontractors.
For the purposes of the Cost Volume, a Significant Subcontractor is defined as any subcontractor whose estimated value causes the cumulative percentage of subcontractor work (from lowest to highest percentage of work) to meet or exceed 20% of the total GPM estimated value (basic and all options combined, if applicable). All values are inclusive of fee, but exclusive of any Phase-in.
3. The following paragraph of clause GSFC 52.215-210 MISSION SUITABILITY PROPOSAL INSTRUCTIONS (COMPETITIVE)(MAY 2022), is being revised as follows:

A.7 Total Compensation Plan
The offeror shall submit a total compensation plan (TCP) in accordance with FAR 52.222-46, Evaluation of Compensation for Professional Employees (see FAR 22.1102, 29 CFR 541.702, and Enclosure 1, GPM August 2025. This requirement also applies to each proposed subcontractor determined to be significant/major, in accordance with the definition for a significant/major subcontractor established in the Price or Cost Volume instructions, and which provide at least 20% of the total estimated professional direct labor hours or work year equivalents (WYEs).
The proposed TCP information shall be included in the offeror’s Price or Cost Volume and the subcontractor’s Price or Cost volume, if applicable. Offerors and subcontractors shall ensure the information provided in the TCP is consistent with the data provided in the respective Price or Cost Volume (i.e., Government Pricing Model [GPM]). Offerors shall also ensure the proposed TCP(s) is consistent with other information contained elsewhere in the offeror’s proposal.
The Government will evaluate the offeror’s proposed total compensation plan (TCP) information in accordance with FAR 52.222-46, Evaluation of Compensation for Professional Employees. The Government will consider the realism of the offeror’s total compensation approach and supporting documentation and may also utilize incumbent direct labor rates (when applicable), market data for direct labor rates, and market data for fringe benefit costs, when evaluating the realism of the total compensation proposed.
The Government will also evaluate the TCP for consistency with other information contained elsewhere in the offeror’s proposal.
When the Government does not have insight into the incumbent compensation information for professional labor categories, a comparison to incumbent rates cannot be performed in accordance with the requirements of FAR 52.222-46, Evaluation of Compensation for Professional Employees. In such case, the Government will compare proposed compensation to market data to meet the evaluation requirements of FAR 52.222-46.
Identify the categories of personnel that are in a bona fide executive, administrative or professional capacity as defined by FAR 22.1102 and 29 CFR 541.
Exhibit 11A, Total Compensation Rate Build-up Form, quantifies the firm’s personnel policies, labor rates, and fringe benefits by location (if different), by year. In preparing the total hourly compensation rates (i.e., direct labor rates plus fringe benefit rates) included in this exhibit, input the data used (i.e., paid leave, supplemental pay, insurance, retirement and savings, legally required benefits, and other), considering the traceability of the values to the fringe pool, to calculate the total hourly compensation rate values, including the employer share, by dollar value, of any fringe benefit elements.
Provide supporting data, such as recognized national, regional, and local compensation surveys and studies of professional, public and private organizations, used in establishing the total professional compensation structure.
Offerors and subcontractors proposing to utilize the incumbent workforce should review the incumbent average unburdened hourly direct labor rates provided below for those labor categories for which rates are provided, in order to better understand the current salary levels of the incumbent workforce. This is provided for informational purposes and the labor categories and rates provided in Enclosure 2 – Historical Data may not be identical representations or reflections of labor categories proposed by the offeror under this solicitation nor represent all labor categories utilized for this acquisition. The average direct labor rates, as provided by the Government, are based on data provided by the incumbent contractor as of May 2025 for its workforce (includes subcontractors) and reflects the incumbent’s mapping of its labor classifications to the respective Government standard labor classifications.

A.7 In accordance with FAR 52.222-46, Evaluation of Compensation for Professional Employees, the Government will evaluate the realism of the offeror’s total compensation plan. The Total Compensation Plan (TCP) required by NFS 1852.231-71 will be evaluated for adequacy, reasonableness and effectiveness for obtaining and maintaining qualified personnel to meet contract requirements. The evaluation criteria described in FAR 52.222-46 for professional employees and the requirements of NFS 1852.231-71 will be applied to all labor categories (including those personnel subject to union agreements, the Service Contract Act, and those exempt from both) in evaluating the total compensation proposed. Professional compensation that is unrealistically low or not in reasonable relationship to the various job categories, may adversely impact the offeror’s Mission Suitability evaluation or may result in rejection of the proposal.”
