This is an attachment to a solicitation for Electronic Payment Transaction Processing Services issued by the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR). The attachment contains a compliance certification form addressing the Forced Labor of Ethnic Uyghurs Ban under A.R.S. 35-394. The form requires all offerors to certify their compliance status regarding the use of forced labor or goods and services produced by forced labor of ethnic Uyghurs in the People's Republic of China. Offerors must select one of two options: either certify that the company does not use and agrees not to use forced labor, related goods or services, or contractors and suppliers utilizing such labor; or indicate participation in forced Uyghur labor. Alternatively, contractors meeting exemption criteria may indicate exempt status.
The solicitation number is BPM005375, and the incumbent contractor responding to this attachment is Keefe Commissary Network, LLC, DBA Access Corrections, located at 13369 Valley Boulevard, Fontana, CA 92335. Exemptions from this requirement apply to sole proprietorships, contractors with fewer than ten full-time employees, and nonprofit organizations. "Company" under the statute is defined as an organization with ten or more full-time employees engaged in for-profit activity, including subsidiaries and affiliates. The certification requires the signature of an authorized representative and must include company name, address, contact information, and printed name and title of the signatory. Keefe Group provided its response through John Puricelli, Executive Vice President, with contact information jpuricelli@keefegroup.com and 314-919-4100.
