About this file
This is a Description of Work/Scope document for Electronic Payment Transaction Processing Services issued by the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR). Keefe Group submitted this response document outlining their compliance with ADCRR's requirements for providing electronic payment transaction processing services for inmate trust account deposits, visitation background check fees, and community supervision payments. The contract requires the contractor to maintain service at all times across ADCRR's Central Office, Community Corrections Division, Constituent Services Office, and all Arizona prison facilities, whether existing, future, publicly or privately operated. Services must be accessible to the public through multiple payment channels including an internet website/portal, telephone (24/7/365 with bilingual support), walk-in storefronts (approximately 1,842 locations in Arizona), and mobile payment applications. The contractor must integrate its system with ADCRR's KeepTrak Inmate Banking System and Arizona Correctional Information System (ACIS), accommodate real-time or near real-time transaction processing, and provide daily funds transfers via wire transfer or ACH to an Arizona State Treasury account.
The contractor bears all costs to provide services, with sole compensation derived from transaction fees collected from the public; no ADCRR or State funds shall be paid to the contractor. Keefe Group is the incumbent provider, having served ADCRR since 2010 and processing over 200,000 transactions for the state. The contractor must maintain PCI DSS compliance, hold a valid Arizona Money Transmitter License throughout the contract term, guarantee all transaction funds, and maintain comprehensive security measures including encryption of data in transit and at rest. Keefe commits to providing a minimum of one year of transaction data via online interface with immediate availability of archived data upon request, performing daily verification tests, issuing transaction receipts to payers, and offering 24/7/365 toll-free customer service. The contractor must comply with notification requirements including 60 days' notice for planned upgrades, 30 days' notice for system outages, and 15 minutes' notice for unplanned outages or security breaches. Keefe's Service Level Agreement and security protocols address disaster recovery, cyberattack protection aligned with NIST Cybersecurity Framework standards, and comprehensive data mining and reporting capabilities through their Agency Manager platform.

Convenience Like No Other Provider Customers have the choice to get their CashPayToday account information right on their smart phone or mailed to their address. Consumers love the convenience of the smart phone option because they always have their phone with them. In addition, it provides a real-time retailer location map based on their GPS along with transaction history and an account bar code to send money quick. Also, there is no need to tell the cashier what you are sending the money for. They just know it is being sent to Access Corrections!
Our service offering consists of a staged transaction, linked to a token that can be scanned at retail where a cash payment is then accepted. Effectively, the customer provides the relevant, required information pertaining to a money transmission from an individual to a prison commissary account. That transaction is then ‘staged,’ tied to a token (barcode), and completed when the individual visits one of our 80,000+ retail store point-of-sale locations, tenders cash funds to the store associate and the transaction is completed with a receipt provided. The entire process takes seconds, CashPayToday does not receive any of the information that is tied to the token, and there is no unmanned kiosk component to our program.
