Solicitation 70CDCR20R00000002 – RFP Questions and Government Responses PART 2
1.)
Section E.3 Deliverable Chart, item #2 – Plan and Policy, is required with the Proposal Submission; and Procedure Manual 5 days after award. However, Section L does not identify a Volume or Section for submission of the Plan and Policy. Would a currently approved facility Procedure Manual meet the requirement for a Plan and Policy?
ICE RESPONSE:
Yes, a currently approved Plan Policy and Procedures Manual can be submitted after award as indicated by the Deliverables Table.
2.)
L.7.2, Page 159, - Factor 2, Quality Control Plan does not include the same requirements as found in M.4.1.2., Page 173, Factor 2, Quality Control Plans (Volume 1), (b), (c), (d). The additions for Section M, seem to come from the Deliverable Chart, is this where we should include the Plan and Policy?
ICE RESPONSE:
Yes, a Plan Policy and Procedures Manual can be submitted after award as indicated by the Deliverables Table.

Section L.5.1, Page 154 - It states that all volumes shall be submitted “in softcopy format only via email.” However, “hardcopy” format is required in L.7.2, page 163, Factor 7: Environmental Compliance, with no physical address to provide a hardcopy.
ICE RESPONSE:
ICE has revised the RFP to remove all hardcopy references and options.

Section L.5.2, Page 154 - States that” All text documents should be in Microsoft Word Format.” However, elsewhere on page 154 it states that PDF format is acceptable. Is PDF format acceptable for all softcopy submissions for all volumes and factors?
ICE RESPONSE:
Yes, PDF format is an acceptable for all softcopy submissions.

L.7.2, Page 159 - Factor 3 Transition: Since a “turnkey” facility is required for this solicitation, all transition-in and ramp-up activities are complete. Because of this, items (a) through (k) of Factor 3 in Section L are not applicable. Is it acceptable for the Offeror to only respond to item (l) “Ramp down at the conclusion of the contract”?
ICE RESPONSE:
Yes, if transition-in and ramp-up activities have already been completed and the Vendor is currently providing these services, a Transition Out/Ramp Down Plan is all that is required.
6.)
General:
Would ICE consider exercising the two 5-year option periods at the time of contract award?
ICE RESPONSE:
Not at this time.
7.)
If so, can the solicitation be amended to include 52.217-4 in lieu of or as an alternative to 52.217-9?
ICE RESPONSE:
No, both FAR provisions will remain the RFP.
8.)
Requirement A, PWS Addendum, states that transportation mileage requirements are only for reference, then gives a guarantee of 175,000 miles within the same form. Please clarify.
ICE RESPONSE:
There is no guaranteed minimum, this will be corrected in Site Specific Addendum A.
9.)
Will ICE consider to extend the closing Response Date due to the amendment for the Jail Statement hasn’t been issued?
ICE RESPONSE:
No extension is being granted for the Response Date for the Proposal Submissions.
