About this file
This document is a Questions and Answers (Q&A) file for the Cleetwood Trail and Marina Improvements project at Crater Lake National Park, involving multiple technical and operational aspects of a federal construction contract. The solicitation covers complex infrastructure work including soil nail walls, rockfall barriers, mesh installations, marina improvements, and slope stabilization, with key specifications around mesh types, anchor systems, and construction methodologies. Significant technical details include requirements for multi-year road construction projects over $15 million, specific mesh and rockfall barrier technical specifications, and design requirements for various structural components.
The Q&A document reveals several important project parameters, including an extended solicitation date to 11/06/2025 at 1400 PST, multiple planned amendments (A002-A005), and specific technical constraints such as Class A corrosion protection, 75-year design life for soil nail walls, and strict requirements for mesh and barrier installations. Contractors are required to provide detailed designs, potentially stamped professional engineering documents, for components like rock bolts, micropiles, and rockfall protection systems. The project involves complex geotechnical work with specific placement and scaling requirements, and places significant emphasis on precise technical compliance with federal highway and national park engineering standards.

Amendment A005 will address this by including additional physical data.
9/26/2025
32 X
We are trying to decipher if we meet the minimum Technical Evaluation Factor 1 requirements or not.
The document appears to require that all projects utilized to meet the construction and operational elements must be in excess of $15 million. Q&A answer no. 16 c. seems to contradict this when you state, “No, we will not look at the size standard for previous relevant work”.
Previous response was in error, project must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).
9/30/2025
33 X
Our question is if we can list multiple projects over $15 million, however we will need to list several smaller projects to cover all the construction and operational elements required. Will this approach be compliant with technical requirements?
A minimum of two but no more than seven projects may be submitted to address all the construction and operational elements.
Each project submitted must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).
9/30/2025
34 X Is there an engineer's estimate on Type I pinned mesh compared to type II pinned mesh?
No. The two mesh types are combined into a single pay item.
10/6/2025
35 X
Section 710.12(g) specifies that the wire mesh utilized for draped and pinned mesh applications must be capable of accommodating a 2.5-inch diameter circle within the mesh opening. We seek clarification regarding the necessity of this parameter, as it appears that the specification may have been drafted in a manner that, perhaps inadvertently and along with other requirements, limits competition. Would the engineer consider accepting an equivalent product that satisfies all other requirements outlined in this section, but with a slightly smaller opening size (1.96 inches square), in order to encourage broader competition in the supply of these materials? From an engineering perspective, the smaller opening size may be considered advantageous, as it enhances system performance by reducing the likelihood of smaller fragments escaping through the mesh.
You are correct, a smaller opening size would be more advantageous in this case.
Alternative products with a smaller opening size will be considered if they meet the other salient characteristics in 710.12.
10/6/2025
36 X
Section 717.01(h) specifies requirements for “diamond-shaped spike plates” that are not performance-based and can only be supplied by a single manufacturer, thereby restricting competition.
We respectfully request that the design engineer consider permitting an alternative complete system (comprising high-tensile mesh and spike plates that are designed for the alternative system) that delivers equivalent structural performance, regardless of the geometric configuration of the spike plate.
Under 717.01(h)(4), it states that it is specified as part of the anchored wire mesh system, a system using the mesh specified in
710.12. Therefore, we will consider an
alternative geometric configuration of the spike plate if it works in conjunction with a proposed alternative 710.12 mesh.
10/6/2025
37 X
Location US7 calls for a 750kJ rockfall barrier with up to 15 feet of elongation permitted. Would the engineer consider allowing up to 16 feet of elongation for a system rated to 1000 kJ with the understanding that a modeled lower energy impact of 750 kJ would theoretically result in less than 16 feet of elongation.
Negative. The max elongation requirements must be based on EAD 340059-00-0106 tested values, not theoretical. See 654.04(c).
10/6/2025
38 X
Section 654.04(c) states, "Include evidence no more than 1 year old from the manufacturer that the flexible rockfall barrier system supplied has been tested and verified to equal or exceed the flexible rockfall barrier system requirements as shown in the plans." Can the engineer please verify that what is required is a valid ETA certificate for the rockfall fence and not that the system has to have been tested within the last year as this is not possible nor does it have any bearing on validity of certification.
You are correct. A valid ETA certificate for the rockfall fence is required, the rockfall fence system itself is not required to have been tested in the past year.
10/6/2025
39 X
Would the design engineer consider relocating the 750-kJ barrier approximately one foot upslope to allow for up to 16 feet of system elongation, thereby enabling additional material suppliers to provide competitive quotations for this barrier system? As currently specified, it appears that only one commercially available system appears capable of meeting the requirements as written.
Yes. This is acceptable. 10/6/2025
40 X
Specification 646C.07 requires the float manufacturer to fabricate structural steel in a fabricating plant that is Certified Bridge Fabricator – Simple under the AISC Quality Certification Program and use steel erectors certified under the AISC Quality Certification Program. The floating dock structure is not a bridge and most fabricators and installers with similar project experience are not certified under these programs. Please consider waiving this requirement and allowing the use of alternate fabricators / erectors if sufficient qualifications are submitted for approval.
Special Contract Requirement 555.07 Fabrication will be amended to permit fabricators that have BU (Certified Building Fabricator) AISC certification. See Amendment A005
9/24/2025
41 X
Section 646C.04 requires tank, immersion, and incline test results for EPS foam-filled polyethylene drums be submitted 7 days before transportation. Please clarify the intent of this requirement.
This sentence will be removed from the Special Contract Requirement. See Amendment A005
9/24/2025
42 X Is the restroom being removed and the rockfall fence starting and ending in its location?
The restroom is being removed under an option to the contract. So if that option is not exercised, it will remain. The fence is required to be offset 20 feet minimum upslope from the existing restroom location.
10/6/2025
43 X Can the two barriers, both ending and starting at 64+20 and offset 20 feet, be one continuous system?
Yes, that is the intent. The only difference is the reference point for the offset. The first reference point is the uphill edge of the trail (until approximately Station 64+20), the other is the restroom because the restroom is closer to the uphill slope than the trail is beyond Station 64+20
10/6/2025
44 X
It appears the end of the barrier at 64+70 and a 20 ft offset is at elevation 6165, while the elevation at station ~64+65 is ~6188. Rockfall barriers cannot be installed on slopes this steep. Modifications to the barrier layout (shorter) and other system changes will be required. Is this acceptable?
Yes. 10/6/2025
45 X Can you confirm that rockfall barriers, mesh, and spike plates need to be Natina stained?
That is correct. 10/16/2025
46 X How do you anticipate maintaining the tension of the rock bolts (i.e. to 25 and 50 kips) after they are flush cut?
Two-staging is required. Fill the minimum bond zone length under stage one, and fill the free-stressing (unbonded) length with grout under stage two, after successful post tensioning of the bolt. Refer to Subsections 260.07, 260.08, and 260.09
10/17/2025
47 X
Will plan and profile views as well as associated wall surveys and grading in the field based on the profiles be provided for each soil nail wall? Or are these required to be provided by the contractor
No additional information will be provided.
See Sections 257 and 259 for submittal requirements.
10/17/2025
48 X
Is contractor furnished design required for any component of the works other than the soil nails and rock bolts? E.g. temp shoring, marina micropiles, rockfall barriers, or rockfall mesh?
Refer to the FP-14 and project SCRs for each project element for the contractor design and submittal requirements.
10/17/2025
49 X What is the estimated volume of riprap to be placed at the marina?
321 CUYD, plan sheet B.1, D.2 10/17/2025
50 X What is the estimated volume of bulkhead demolition and excavation at the marina?
Approximately 767 CUYD, contractor to verify bulkhead removal material
10/17/2025
51 X Does the Government have preferred manufacturers or models for items listen in Section 725 – Miscellaneous Materials?
Materials/Manufactures are specified within each 725 subsection. If nothing is listed, no preferred manufacture. Material supplied must meet specification requirements of 725 Subsection.
10/17/2025
52 X Are existing floats or gangways at the marina to be removed as a part of this contract?
Section 203; remove existing marina railing.
Existing floating dock will remain with the Park.
10/17/2025
53 X
For subcontractors who meet one of the construction or operational elements, is there a minimum requirement for the duration the subcontractor is onsite?
No, please submit accordingly 10/17/2025
54 X
6.The response to quesƟon 33 included “Each project submitted must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).” This limitation might exclude projects that meet Construction Elements or Operational Elements as some of these projects might not be road construction projects. Construction Element 1 will be very difficult to achieve on a road construction project. Operational Element 3 will be difficult to achieve on a road construction project and/or a project over $15 million in contract value.
Will projects performed by specialty subcontractors that meet these requirements be exempt from the road construction or dollar value classification?
No, please submit accordingly 10/17/2025
55 X 8.Will the Contractor be allowed to move large boulders at the marina out of the way instead of removing them completely?
Yes, need to be placed a natural setting 10/17/2025
56 X
There seems to be some overlap in the SCRs with general labour and slope scaling labour. 623.01 General labour states the work will also consist of slope scaling – is this correct or will all slope scaling be captured under 623.02 hourly rate?
All slope scaling work, apart from safety scaling (refer to Section 623, safety scaling is not tracked or paid for), is represented by 62302-0100 pay items (Line item number A1020 on Plan Sheet B.2 and Line item number Z0220 on Plan Sheet B.6.) Slope scaling work is not included in 62301-0000 pay items.
10/21/2025
57 X Area estimated areas for type 1 vs type 2 mesh able to be provided?
We are unable to provide them. Please refer to the plan sheets H.2 and HA.1 to HA.14 and Subsection 6.2.5.6 of Geotechnical Report 05-24. “Two different patterns of anchor nail spacing with minimum depths are proposed for the anchored wire mesh. A more tightly spaced pattern with longer anchor nails is required in areas of the Lower Cliff with larger rock block sizes, while areas of smaller rock block sizes use shorter anchor nails in a more widely spaced pattern.” Site visits are also permitted.
10/21/2025
58 X
Regarding the design for the rock bolts, will the free length be provided to the contractor? And hence the contractor would only be required to confirm the bond stress over the bond length?
The Slope Stabilization Layout sheets in the plans show the design bolt and dowel locations and minimum total lengths. Refer to the following:
Plan Sheet G.3. The free stressing length of the rock bolts varies based on the field conditions, and the bond zone must be placed entirely in stable rock.
Subsections 260.04(d) and 260.07. From 260.07(a) “Adjust total bolt and dowel lengths as directed to address existing subsurface conditions encountered.”
10/21/2025
59 X
Are we correct in assuming the contractor is not “designing” the rock bolt-dowel system as that would require and over all assessment of slope stability of all of the slopes containing rock bolts and dowels?
That is correct. Assessment of the slopes and the placement of rock bolts and dowels was designed by WFLHD.
10/21/2025
60 X Will placement / spacing of all rock bolts and dowels be determined by CO/WLF?
That is correct. From Subsection 6.2.5.3 of Geotechnical Report 05-24 “Although WFLHD has identified strategic rock blocks and rock structures typically greater than 3 feet in dimension for rock reinforcement, the rock scaling will likely change the slope configuration, and therefore the rock reinforcement layout will need to be reevaluated and modified following the rock scaling work. We require discussing this process during the scaling and rock reinforcement work item kick off meeting recommended in the above subsection. We also require notifying the WFLHD GEO Division when scaling is nearing completion to assist the project engineer in revising the rock reinforcement locations, as needed.”
10/21/2025
61 X
Anchored wire mesh: Appears to be installed per plans and manufacturer’s recommendations. Does the contractor only need to provide design and calculations for bond stress and spacings for anchors?
We do not think there is any “design work” for the mesh system itself?
The mesh system was designed by WFLHD.
Install the system per the plans, Section 655 specifications, and manufacturer’s recommendations. The contractor needs to only provide design for the drill hole diameter and bond zone, and any temporary works. Refer to Subsection 655.04.
10/21/2025
62 X Drape rockfall mesh: Please confirm what design work 651.04 (a) exactly entails? E.g. anchors loads, mesh system suitability calcs?
Design for the anchors given the load requirements (20 kips, see Subsection 651.08) and the manufacturer’s system drawings. Refer to Plan Sheets H.5 to H.7.
10/21/2025
63 X Will placement/ mark out of all rockfall mesh (including anchors) and barrier systems be determined/ approved by CO/WLF?
Yes 10/21/2025
64 X Roadside rockfall barriers, 654.04 – is the contractor required to design the anchors e.g. lengths and diameters?
Yes 10/21/2025
65 X
Roadside rockfall barriers, 654.04 (e) - Is this item asking simply for the contractor to provide shop drawings for the barrier systems? Are we correct in assuming the barrier is already designed by others and we do not need to provide any design, modelling or calculations for the barrier systems themselves?
The intent is for the contractor to design and furnish a barrier system that meets the requirements of Section 654 and Plan Sheet H.4. The requirements on Plan Sheet H.4 for the fence minimum height, maximum mesh elongation after design impact, and minimum energy level are based on WFLHD rockfall modelling analyses. No further rockfall modelling is required from the contractor. Design and calculations for the barrier system however are required.
10/21/2025
66 X Are all designs provided by the contractor required to be stamped?
Yes 10/21/2025
67 X
Are micro pile designs (bond calcs, and plans etc) required to be provided by the contractor or just the actual lengths based off the distance to groundline at each pile location with design provided by others?
