About this file
This document is a Questions and Answers (Q&A) file for the Cleetwood Trail and Marina Improvements project for the National Park Service (NPS) at Crater Lake. The Q&A covers 21 technical questions from potential bidders, addressing topics such as technical evaluation factors, project specifications, material handling, and solicitation logistics. Key responses include allowing subcontractors' experience for meeting technical requirements, clarifying specifications for docks, mesh, and excavation materials, and extending the solicitation date by 30 days to November 6, 2025, at 1400 PST.
Significant technical clarifications include: maintaining the 50 PSF live load for floating docks, confirming snowload is not considered concurrent with live load, permitting small tractors/ATVs for material transport, providing guidance on rock scaling and disposal, and specifying that subcontracting plans are not due with the initial proposal but right before award. The government will address several clarifications through upcoming amendments (A002-A004), and provided contact information (360.619.7520) for solicitation questions.

The listed requirements for Technical Evaluation Factor 1 are overly restrictive and will preclude some capable / qualified contractors from bidding on this opportunity. Please consider relaxing the requirements for Technical Evaluation Factor 1 by modifying the current requirement to meet all of the Construction Elements and Operational Elements with experience on previous projects. A suggestion might be to modify the language to ‘a minimum of six (6) of the Construction Elements and a minimum of four (4) of the Operational Elements are collectively represented.’
This will be addressed in Amendment A002.
Proposed subcontractors' experience may be used for Construction and Operational Elements. There will be no other changes at this time.

The Government does not provide this since bidders may obtain the Interested Vendors List (similar to prime bidder list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.
