About this file
This document is a Questions and Answers (Q&A) file for the Cleetwood Trail and Marina Improvements project by the National Park Service (NPS) at Crater Lake. The Q&A covers ten technical questions addressing various project requirements, including dock live load specifications, technical evaluation factors, subcontractor experience, and mesh specifications. Key responses indicate that Amendment A002 will address several concerns about technical evaluation requirements, specifically allowing proposed subcontractors' experience to be used for Construction and Operational Elements. Other notable responses include confirming a contact phone number (360.619.7520), maintaining the original 50 PSF live load specification for floating docks, and clarifying that snowload is not considered concurrent with live load. The government directs bidders to obtain the Interested Vendors List from SAM.gov and provides guidance on accessing this list.

The listed requirements for Technical Evaluation Factor 1 are overly restrictive and will preclude some capable / qualified contractors from bidding on this opportunity. Please consider relaxing the requirements for Technical Evaluation Factor 1 by modifying the current requirement to meet all of the Construction Elements and Operational Elements with experience on previous projects. A suggestion might be to modify the language to ‘a minimum of six (6) of the Construction Elements and a minimum of four (4) of the Operational Elements are collectively represented.’
This will be addressed in Amendment A002.
Proposed subcontractors' experience may be used for Construction and Operational Elements. There will be no other changes at this time.

At this time, there are no changes. Please submit proposal accordingly.

8 X Can you provide a full prime bidders list for the above referenced project?
The Government does not provide this since bidders may obtain the Interested Vendors List (similar to prime bidder list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.
