About this file
This document is an Amendment (A005) to a federal solicitation for the OR NPS CRLA 2018(1) Cleetwood Trail and Marina Improvements project, issued by the Department of Transportation's Federal Highway Administration. The amendment modifies several technical sections related to steel structures, marina float design, and fabrication requirements. Key changes include updating certification standards for steel fabricators and erectors, specifying new inspection procedures for fasteners, and adding design requirements for marina floats, such as submitting detailed calculations, test results, and an owner's maintenance manual. The amendment also adds the Cleetwood Cove Report to the physical data documents and revises language around fabrication, placement, and payment terms for project components.

Section 555. — STEEL STRUCTURES
11/01/24–FP14
Construction Requirements
555.07 Fabrication. Delete the text of the first sentence of the first paragraph and substitute the following:
Fabricate the structural steel in a fabricating plant that is certified in SBR (Certified Bridge
Fabricator – Simple), IBR (Certified Bridge Fabricator – Intermediate), or ABR (Certified
Bridge Fabricator – Advanced) or BU (Certified Building Fabricator) under the AISC Quality
Certification Program.
555.16(c)(7) Inspection. Amend as follows:
Add the following to the first paragraph:
Perform inspections within 14 days of fastener installation.
(c)(7)(b) Threaded Fasteners. Delete the text of the first paragraph and substitute the following:
Use an inspection torque wrench to verify tensioning unless DTI devices are used.
(c)(7)(b) Threaded Fasteners. Delete the last paragraph and substitute the following:
Apply the job-inspection torque to all bolts in each connection with the inspecting wrench turned in the tensioning direction. If this torque turns no bolt head or nut, the fastener is properly tensioned. Re-torque and re-inspect fasteners whose head or nut turns.
555.18 Erection. Delete the second sentence of the first paragraph and substitute the following:
Use steel erectors certified under the AISC Quality Certification Program. Erect steel according to category Certified Steel Erector under the AISC Quality Certification Program.
Alternative steel erectors that are not certified by AISC may be submitted for approval. Ensure alternative steel erectors meet qualifications of having successfully performed steel bridge erection on at least 3 projects of similar or greater complexity in the last 5 years. Submit list of projects describing applicable experience for approval.
Payment
555.21 Add the following:
Payment for lump sum pay items will be prorated based on the certified cost breakdown and the work completed.

646C.04 Design. Submit required documents according to Subsection 104.03. Design marina floats for the loads shown in the plans and according to the State of Oregon Building Codes
Division, 2022 Oregon Structural Specialty Code. If any loads other than those indicated are anticipated to be carried by the structure, it shall be brought to the attention of the CO immediately.
Furnish design calculations that include consideration for the gangway reaction on the landing float. Provide full buoyancy and freeboard calculations for all loading conditions.
Furnish design calculations stamped by a professional engineer licensed in Oregon and supporting data for approval in sufficient detail to permit and structural and safety review of the proposed design. Show information to allow the design of components to be checked independently. Provide catalog or equivalent data indicating a manufactured device’s recommended safe load capacity.
Submit tank, immersion, and incline test results for EPS foam-filled polyethylene drums at least
7 days before transportation.
646C.05 Drawings and Diagrams. Submit drawings according to Subsections 104.03.
(a) Fabrication drawings. Submit fabrication drawings stamped by a professional engineer licensed in Oregon according to Subsection 555.03(a). Show complete detailed dimensions and sizes of component parts of the structure and details of miscellaneous parts.
Submit product information for High Density Polyethylene (HDPE) float tubs, timber, metal framing, bolts, nuts, and all products in this section. Provide catalog cuts, pictures, specifications listing ratings, and reference specifications to which product conforms. Shop-welded splice locations shown on the drawings are subject to approval. Locate shop-welded splices to avoid points of maximum tensile or fatigue stress. Additional nondestructive tests may be required on shop-welded splices.
Float shop drawings and calculations, including ballast and installation plan, shall be submitted and approved prior to fabrication.
(b) Transportation drawings. Submit transportation drawings according to
Subsection 555.03(d).
(c) Owner’s Operation and Maintenance Manual.
