About this file

This document is a Questions and Answers (Q&A) file for the Cleetwood Trail and Marina Improvements project at Crater Lake National Park, solicited by the National Park Service (NPS). The document contains 33 technical questions from potential bidders and corresponding government responses, addressing various aspects of the project such as technical evaluation requirements, subcontracting plans, material disposal, soil nail wall specifications, and project logistics. Key details include a solicitation date extension to 11/06/2025 at 1400 PST, clarification that subcontractors can be used to meet technical evaluation factors, and specific requirements for previous project experience (multi-year road construction projects exceeding $15 million). The government will address several clarifications through future amendments, with Amendment A002 through A005 expected to provide additional details on subcontractor experience, physical data, and project specifications.

The listed requirements for Technical Evaluation Factor 1 are overly restrictive and will preclude some capable / qualified contractors from bidding on this opportunity. Please consider relaxing the requirements for Technical Evaluation Factor 1 by modifying the current requirement to meet all of the Construction Elements and Operational Elements with experience on previous projects. A suggestion might be to modify the language to ‘a minimum of six (6) of the Construction Elements and a minimum of four (4) of the Operational Elements are collectively represented.’

This will be addressed in Amendment A002.

Proposed subcontractors' experience may be used for Construction and Operational Elements. There will be no other changes at this time.

9/19/2025

5 X

The listed requirements for Technical Evaluation Factor 1 are overly restrictive and will preclude some capable / qualified contractors from bidding on this opportunity. Please consider relaxing the requirements for Technical Evaluation Factor 1 by reducing the project value required for Operational Element 3, ‘Performance heavily dependent on air support for delivery of equipment and materials’ to $1 million and remove the multi-year requirement

At this time, there are no changes. Please submit proposal accordingly.

6 X

The listed requirements for Technical Evaluation Factor 1 are overly restrictive and will preclude some capable / qualified contractors from bidding on this opportunity. Please consider relaxing the requirements for Technical Evaluation Factor 1 by allowing subcontractors to carry the experience for the Construction Elements and Operational Elements.

This will be addressed in Amendment A002.

Proposed subcontractors' experience may be used for Construction and Operational Elements.

Check General or Technical

7 X

In the event that the Prime Contractor meets the General Requirements, all of the Operational Elements, and all but 1 of the Construction Elements, (specifically Construction Element Item 1), can this requirement be meet utilizing the experience of a Listed Qualified Subcontractor who would be performing that portion of the work?

This will be addressed in Amendment A002.

8 X Can you provide a full prime bidders list for the above referenced project?

The Government does not provide this since bidders may obtain the Interested Vendors List (similar to prime bidder list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.

9 X

For the anchored wired mesh can you verify that two layers of mesh, DTWM and G65 mesh, are required for the Type II anchored area? Is there any offset of these meshes required?

No, we do not need a double twist wire mesh (DTWM) backing fabric in the Type II anchored wire mesh. Amendment A003 will address this.

9/22/2025

10 X

Are the trailside rockfall fence, anchored mesh and draped mesh liens shown on the topographic sheets anywhere? The line shapes, curves, etc are important for proper take-off.

No, they are not in the solicitation documents and will not be made available.

Yes 9/24/2025

13 X

Are all scaled rocks to be chased right down to the water’s edge, or completely removed from site? If not ,please advise under what circumstances and where they could be left on the slope.

Please refer to Subsection 623.02A(e) “Continue scaling until all unstable, loose, or detached rock inside the general scaling limits is disposed of in the location shown on the plans. Do not leave scaled debris in proposed construction areas.” Please also refer to Subsections 6.1.3 and 6.2.5.2 of Geotechnical Report 05-24 for additional information on reuse of scaled materials and the general approach to scaling, respectively. “In particular, large boulder-sized rocks that are firmly embedded into soil deposits and that are stable should be left in place, as the scaling of these rocks will create more soil erosion and slope instability.”

9/24/2025

14 X Please advise what is to be done with removed trees and vegetation that are not determined to become landscaping logs?

Blasting is not allowed in Crater Lake National Park. Blasting is allowed at Summit Quarry.

a. Please refer to Page B-20, part b.

b. No, the subcontractor does not need to have been the prime.

c. Previous response was in error, project must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).

9/24/2025

17 X Please clarify options available to the Contractor for disposal of excess soil generated from wall excavations?

The material may be reused, however the contractor is responsible for testing these materials and meeting the requirements as described in the applicable FP-14 sections prior to use. Excess and unsuitable material from structure excavations must be disposed of according to Subsection 209.03, which in turn refers to 204.14, which in turn refers to Subsection 203.05(a). “(a) Remove from project. Recycle or dispose of material legally off the project. Submit a statement documenting the nature and quantity of material processed or sold for recycling. Otherwise, submit a signed copy of the disposal agreement before disposal begins.”

9/24/2025

18 X Can the contractor side cast wall excavation spoils for permanent disposal?

9/25/2025

24 X Please confirm the new question close date now that the bid has been extended?

Question due date has been updated through Amendment A004

9/26/2025

9/26/2025

31 X

Are you able to provide any photos with associated vicinity/ plan view map showing the soil nails wall locations, as well photos as existing walls that are to be removed?

Please review Plan Sheets D.16 to D.32 for soil nail location locations. Refer to GR 05- 24 and the Geotechnical Assessment Report by Golder for pictures of the existing walls.

Amendment A005 will address this by including additional physical data.

9/26/2025

32 X

We are trying to decipher if we meet the minimum Technical Evaluation Factor 1 requirements or not. The document appears to require that all projects utilized to meet the construction and operational elements must be in excess of $15 million. Q&A answer no. 16 c.

seems to contradict this when you state, “No, we will not look at the size standard for previous relevant work”.

Previous response was in error, project must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).

9/30/2025

33 X

Our question is if we can list multiple projects over $15 million, however we will need to list several smaller projects to cover all the construction and operational elements required.

Will this approach be compliant with technical requirements?

A minimum of two but no more than seven projects may be submitted to address all the construction and operational elements.

Each project submitted must be a multi-year road construction project with excess of $15 million (either as a prime or subcontractor).
