About this file

This is a federal contracting form—specifically FAR clause 52.225-6, the Trade Agreements Certificate (February 2021)—used as a template for contractor certification in solicitations subject to trade agreement requirements.

The form requires offerors to certify that all end products offered are either U.S.-made or designated country end products, as defined in the solicitation's Trade Agreements clause. Offerors must list any supplies that do not meet this criterion in a table identifying the line item number and country of origin. The Government will evaluate offers according to Part 25 of the Federal Acquisition Regulation, affording favorable consideration to U.S.-made or designated country products for items covered by the World Trade Organization Government Procurement Agreement (WTO GPA), provided such offerings are available and sufficient to meet solicitation requirements. Award consideration will be limited to compliant offerings unless the Contracting Officer determines no qualifying offers exist. The form includes signature blocks for contractor certification, requiring the contractor's signature, printed name, and date of submission.
